AN ORDINANCE CALLING SPECIAL ELECTIONS
FOR THE CITY OF OMAHA, NEBRASKA, TO BE HELD
ON TUESDAY,MARCH 20,1956,AND TUESDAY

May 15, 1956,FOR THE PURPOSE OF ELECTING

FIFTEEN FREEHOLDERS OF THE SAID CITY TO PRO-
POSE AMENDMENTS TO THE CHARTER OF THE SAID
CITY OR TO PREPARE AND PROPOSE A NEW CHARTER
FOR THE SAID CITY, PRESCRIBING THE MANNER OF
CONDUCTING THE ELECTIONS, PRESCRIBING THE
ORGANIZATION OF THE CHARTER CONVENTION, AND
REPEALING ALL ORDINANCES OF THE CITY OF OMAHA
INSOFAR AS THEY CONFLICT HEREWITH.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA :
Section 1 . That a special election of the City of
Omaha, Douglas County, Nebraska, be, and it hereby is, called,
to be held on Tuesday;- March 20,1956, for the purpose of nomina-
ting thirty freeholders, who shall have been for at least five
years qualified electors of the said City, to engage in a
subsequent election to be held on Tuesday4 may 15, 1956,
for the election of fifteen of the nominees who shall compose
a Charter Convention for the purpose of proposing amendments
to the Charter of the City of Omaha, or preparing and proposing
a new charter for the City of Omaha, as provided in the
Constitution of the State of Nebraska.
Section 2. The primary election shall be held on
Tuesday,'; :rid any qualified person desiring to

become a candidate for the Charter Convention shall, at least
thirty days prior to the date of the said primary election,
file with the Election Commissioner of Douglas County, Nebraska,
a statement of his candidacy in substantially the following form:
"STATE OF NEBRASKA SS
County of Douglas
I, , being first
duly sworn, on oath say that I reside at number
Street in the City of
Omaha, Douglas County, Nebraska; that I am a free-
holder and have been an elector of the City of Omaha
for at least five years; that I am a candidate for
nomination to the office of Member of the Charter
Convention, to be voted upon at the primary election,
to be held on March 20,1956, and I hereby request
that my name be printed upon the official ballot as
one of the candidates at the said primary election .
SUBSCRIBED and sworn to before me this day
of , 1955 .

Each candidate shall at the same time file with his
statement a petition signed by at least one hundred qualified
voters, endorsing and requesting his candidacy, and he shall
pay to the City Treasurer a filing fee, to aid in defraying the
expense of the aforesaid elections of Ten Dollars and obtain a
receipt of the Treasurer therefor, which shall be filed with
the Election Commissioner.
The said petition shall be in substantially the
following form;
" The undersigned, duly qualified electors of the
City of Omaha, residing at the addresses set opposite
our names hereto attached, do hereby request that the
name of be placed upon the
official ballot as a candidate for nomination for
the office of Member of the Charter Convention at the
primary election to be held in the City of Omaha on

Tuesday, March 20, 1956• We further state that we
know him to be a freeholder and a qualified elector
of the City of Omaha for the last five years . "
The official ballot to be prepared and used at such
primary election shall be in substantially the following form
without any party designation :
" CANDIDATES FOR NOMINATION FOR MEMBER _
OF CHARTER CONVENTION OF THE CITY OF
OMAHA
Vote for not more than 15 .

In all other respects, the ballot shall be prepared
and the election conducted as prescribed by Article 2, Chapter 14,
Revised Statutes of Nebraska, 1943, as amended, Revised Statutes
Supplement, 1953 .
The thirty candidates receiving the highest number of
votes at the primary election or all candidates, if there be less
than thirty on the primary ballot, shall be the nominees and the
only candidates whose names shall be placed by the Election
Commissioner upon the official ballot for Members of the Charter
Convention at the second special election herein provided for.
Section 3 . The second special election shall be held
on Tuesday, May IS, 1956., and the ballot shall be prepared
and the election conducted in the same manner as provided by
Article 2, Chapter 14, and especially Section 14-207, Revised
Statutes of Nebraska, 1943, as amended, Revised Statutes Supple-
ment, 1953 .
Section 4. rftle Members of the Charter Convention,
who shall serve without pay, shall convene as soon as practicable
after their election, and, at their first meeting, the Members
of the said Convention shall elect a chairman and may elect such
other officers as they shall determine necessary. At this first
meeting, rules for the conduct of the business of the Convention

shall be adopted .
Meetings of the Charter Convention shall be in the
City Council Chamber in the City Hall in the City of Omaha, or
in such other room in the City Hall as the City Council may
from time to time direct . Legal counsel for the Charter Conven-
tion shall be appointed by the Mayor of the City of Omaha from
the legal staff of the City or from active members of the -
Nebraska State Bar Association residing and practicing in the
City of Omaha, Nebraska. A budget for the Charter Convention
shall be adopted and approved by the City Council of the City
of Omaha .
Within four months after their election, the Members
of the Charter Convention shall prepare and propose amendments
to the Charter of the City of Omaha or prepare and propose a
new charter for the City of Omaha, which proposed amendments or
proposed new charter, when complete, with a prefatory synopsis,
shall be signed by the Officers and Members of the Convention,
or a majority thereof, and delivered to the City Clerk of the
City of Omaha, as provided by the Constitution of the State of
Nebraska.
Section 5 . The official having charge of all general
elections of the City of Omaha shall conduct the election on the
question herein provided for in all respects not otherwise directed
herein the same as other elections and as may be provided by law.
Section 5 . The City Clerk is hereby directed to trans-
mit a certified copy of this ordinance to the Election Commissioner
of Douglas County, Nebraska, and give public notice to the electors
as required by -law.
Section 7. All ordinances of the City, insofar as
they conflict herewith, are hereby repealed .

Section 8. This ordinance shall be in full force and
take effect after fifteen days from and after its passage .
