Transmitted herewith is a Resolution approving a purchase order to Murphy Tractor and
Equipment Co., Inc. for replacement components to be installed on the primary Doppstadt
grinder at the City's OmaGro composting facility.
The repairs to the primary Doppstadt grinder are needed, in order to maintain the processing of
30,000 tons of yard waste annually. Murphy Tractor and Equipment Co., Inc. is the only entity
that provides this specialized type of Doppstadt grinder components, therefore the Public Works
Department recommends that the bidding procedures be waived in accordance with Section 5.16
of the Home Rule Charter of 1956 for the purchase of unique or non-competitive items.
The cost for this upgrade is $33,875.08 which will be paid from the General Fund 11111,
Compost Operations Organization 116331, year 2015 expenditure.
Murphy Tractor and Equipment Co., Inc. has filed the required Contract Compliance Report,
Form CC-1, in the Human Rights and Relations Department.
The Public Works Department requests your consideration and approval of the attached
Resolution.

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS, the Public Works Department's Environmental Quality Control
Division is performing repairs on the primary grinder for the City's OmaGro corpliostini,facility
through a replacement of several large internal components to maintain proce ing of
approximately 30,000 tons of yard waste annually and,
WHEREAS, due to the specialized nature of this type of Doppstadt grinder, it is
recommended that the bidding procedures be waived in accordance with Section 5.16 of the
Home Rule Charter of 1956 for the purchase of unique or non-competitive items; and,
WHEREAS, Murphy Tractor and Equipment Co., Inc. has agreed to provide the
replacement parts for the Doppstadt grinder; and,
WHEREAS, the cost for the replacement components is $33,875.08 which will be
paid from the General Fund 11111, Compost Operations Organization 116331, year 2015
expenditure.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF OMAHA:
THAT, as recommended by the Mayor, the purchase order to Murphy Tractor and
Equipment Co., Inc. for replacement components to be installed on the primary Doppstadt
grinder at the City's OmaGro composting facility, in accordance with Section 5.16 of the Home
Rule Charter of 1956, is hereby approved.
BE IT FURTHER RESOLVED:
THAT, the Finance Department is authorized to pay the cost of$33,875.08 from
the General Fund 11111, Compost Operations Organization 116331, year 2015 expenditure.

Subject: Repair of Yardwaste Grinder
The City's OmaGro composting facility currently processes approximately 30,000 tons of
yardwaste on an annual basis. All of the yardwaste received by the facility must be
processed by a grinder prior to composting to reduce particle size, and mix incoming
materials to produce the proper composting environment. The primary grinder for the
operation is a unit manufactured in Germany by Doppstadt.
The annual repairs for this grinder are much higher than normal due to the need to replace
several large internal components that are simply worn out. The parts are only available
from the Doppstadt factory,there are no other alternative suppliers of these parts.
Please prepare a resolution to Murphy Tractor and Equipment Co., Inc. (the local
Doppstadt rep.) for approval by the City Council for this purchase. Total cost for repairs
and labor is $33, 875.08. Funds for this repair should come from cost center 11111-
116331. It should be noted that the replacement cost for the Doppstadt grinder would be
approximately $400,000.
