FAX(402)444-5317 CITY C: _ }c City of Omaha , Jean Stothert,Mayor tl ' 5Aj; Honorable President and Members of the City Council, The attached Ordinance is to approve the Labor Agreement between the City of Omaha and the Omaha Police Managers Association for the four-year period between 2015 and 2018. This bargaining group includes the Police Chief and the Deputy Police Chiefs. If approved, this Labor Agreement provides for the following: 1. Wages. Police Management will receive wage increases of 2% per year. The cumulative total of 8% is the same total received by Local 385 employees and the Fire Command Staff over the same four-year period. 2. Drop Participants. Deferred Retirement Option Program (DROP) participants will be placed at the pay progression step that matches their time in rank, effective on the first day of the new contract, and are eligible for future annual salary increases simultaneous with the annual 2% increases referenced above. Currently, there are two DROP participants. This will resolve a current lawsuit, and it addresses concerns raised about DROP by the Omaha Police Union and the Pension Board when the last agreement was approved. 3. Police Chief. The incumbent Police Chief, Todd Schmaderer, will move one additional step on his pay progression table (from Step "D" to Step "E") in recognition of his superior performance. 4. Pay Progression. In an effort to encourage longevity in service, one additional step will be added to the rank of Police Chief. This additional step, "G", will require one additional year of service in order to benefit from the addition. The additional step will be a 2% increase over the existing "F" Step. The Human Resources Department recommends your approval of this Ordinance. The Personnel Board recommended approval of this Ordinance at its September 24, 2015 meeting.
