DETAILS:
City Councilmembers Rich Pahls, Aimee Melton and Chris Jerram (the Law Committee) request
separate resolutions be prepared on the specific topics listed to identify the City's 2016 State
Legislative package. The name in parenthesis indicates initiation of the request. The items are:
1. Introduce legislation to allow for an expedited tax foreclosure process on abandoned
property with code violations from three years down to two years. (Gray)
2. Support, if introduced, Urban Reinvestment Districts Act which would allow for State to
return 50% of new sales tax to help fund local projects. (Festersen)
3. Introduce legislation to allow for the collection of a wheel tax by municipalities in its extra
territorial planning jurisdiction for street and road improvements. (Thompson)
4. Resolution naming John A. "Jack" Cheloha as the official City Lobbyist with duties, rights
and authority (see attached).

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS, on January 6, 2016, the One-Hundred and Fourth Legislature of the
State of Nebraska, Second Session, will convene; and,
WHEREAS, it is in the best interests of the City of Omaha and its residents that a
legislative package be prepared for submission to the State Legislature; and,
WHEREAS, it is the purpose of this resolution to approve a specific proposal for
inclusion in that package; and,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF OMAHA:
THAT, at the request of Council President Ben Gray, the legislative package of
the City of Omaha for the Second Session of the One-Hundred and Fourth Legislature of the
State of Nebraska shall include a proposal that allows for an expedited tax foreclosure process on
abandoned property with code violations from three years '; to two years.
