DRAFT RESOLUTION
RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS,the City of Omaha provides solid waste,yard waste and recyclable collection for
approximately 140,000 residences in the city each week; and
WHEREAS, Omaha residents have filed numerous complaints in recent years regarding
provision of this service; and
WHEREAS, the city frequently receives comments and concerns about limitations on recycling
and other aspects of the service; and
WHEREAS, the City Council and Mayor's office have received proposals from
Deffenbaugh/Waste Management,the current service provider, designed to modify the service through
extensive changes to the existing agreement's service parameters and terms; and
WHEREAS, after discussions with the City Attorney, it appears the most appropriate course of
action for implementing extensive changes to the service is to seek competitive bids from all interested
service providers; and
WHEREAS, Deffenbaugh/Waste Management appears open to allowing the City to seek
competitive bids for a modified service while continuing to provide service under the existing
agreement.
NOW,THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
THAT,the City Council encourages and supports the Public Works Director to immediately
undertake a comprehensive evaluation of the city's solid waste, yard waste and recyclable collection
service for purposes of determining the optimum service parameters that would comprise a future
request for proposals for the service.
BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE CTI`Y OF OMAHA:
THAT, such evaluation will include,at a minimum, but not limited to, the following
components:
1. A study of the relative cost and environmental benefits of composting yard waste compared
with disposing yard waste in the landfill and capturing increased methane emissions for
electricity generation; and
2. Hiring a consultant knowledgeable of best practices used in comparably-sized cities to obtain
recommendations for the optimum service structure in Omaha; and
3. Conducting comprehensive outreach to allow residents opportunities to identify their desired
outcome for any modifications to the service; and
4. A comprehensive analysis of the projected benefits and costs for any significant proposed
service changes.
