EXPERIENCE • September 2007 to present: City Administrator, Plattsmouth, NE. Chief Administrative Officer, responsible for all day to day operations of the city. Significant accomplishments: Secured $15million in new commercial development through Tax Increment Financing and other incentive programs. Led Plattsmouth through a $7million downtown revitalization project that includes all of the following: sewer separation, streetscape, outdoor entertainment plaza, decorative energy-efficient lighting, façade grant/loan improvement program. Plattsmouth recognized by the Governor as Showcase Community of the Year and Nebraska Diplomats as Outstanding Community of the Year for our outstanding and highly successful economic development program. Led the City through a major disaster recovery effort following the 2011 Missouri River flood. • June-November 2005: Interim Economic/Community Development Director, Jackson, Michigan. Identified $2million in unspent Community Development Block Grant (CDBG) funds allocated to the City not being used and in jeopardy of forfeiture to the U.S. Department of Housing and Urban Development (HUD). Working with HUD, local businesses, the non-profit community, and other City staff, we implemented a plan to put the unspent funds to use within four months. • August-September 2004: Interim City Manager, Jackson, Michigan. Appointed by the Mayor and City Council to serve as Interim City Manager during the city's search for a permanent manager. Finalized an economic development package that resulted in retention of 100 jobs and creation of 100 new jobs in downtown Jackson. • 1996 to September 2007: Chief of Police, Jackson, Michigan. 36,600 citizens. 94 full- time employees, 70 sworn, 25 reserves, $9.2million budget. The Jackson Police Department served as a case study in the total implementation of community policing. Michigan State University, Regional Community Policing Institute conducted the case study. During my tenure in Jackson, crime decreased to the lowest levels in 30+years. • 1992 to 1996: Chief of Police, Papillion, Nebraska. While serving as Chief of Police, often served in the capacity of Acting City Administrator and frequently consulted in economic/community development activities. • 1972 to 1992: Lincoln, Nebraska Police Department. Started as a police cadet and concluded my LPD career as a lieutenant. In the latter years of my service to Lincoln, served as Chairman of Mayor's Task Force on Illegal Drugs for Mayors Bill Harris and Mike Johanns.
