Jean Stothert,Mayor Public Works Director Honorable President and Members of the City Council, Transmitted herewith is a Resolution approving a waiver of current City policy regarding neighborhood street resurfacing for RMD 745-25, commonly known as the Rockbrook Area Road Maintenance District, incorporating various sections of: Rockbrook Road, South 102nd Street, South 101 st Avenue, South 99th Avenue, Pinehurst Circle, Woodridge Lane, and South 97th Avenue; all being north of West Center Road. Current City policy would require the abutting property owners to cover all of the costs to resurface a deteriorating neighborhood street. However, the Administration is requesting a waiver to this policy in order for the City to contribute 50% of the costs of this improvement. This overlay would not include any significant changes to the grade and elevation of the roadway, would not include significant drainage improvements (unless paid for by the homeowners), and would not include curbing or sidewalks. The scope and requirements to complete the work designed for RMD 745-25 have been finalized via a change order to an existing contract with Western Engineering Company, Incorporated, for $522,803.95; which was adopted by the Omaha City Council by Resolution 1048 on July 26, 2016. The costs of this project would be paid from the Capital Special Assessment Fund 13573. The Capital Special Assessment funding will be provided in part by a Special Assessment of residents from this community. Curtiss Date Finance Director "P.17 3050htp C-25A CITY OF OMAHA LEGISLATIVE CHAMBER Omaha,Nebraska RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA: • WHEREAS, the City of Omaha Public Works Department has determined that the roadway sections within RMD 745-25, commonly known as the Rockbrook Area -Road Maintenance District, bounded by South 102nd Street to the west, Rockbrook Road to the north, South 97th Avenue to the east and West Center Road to the south, contain substandard streets that have reached the end or are approaching the end of their serviceable lifespan; and, WHEREAS, the Administration recommends a waiver of the City neighborhood street resurfacing policy and proposes to allow for improvements to be made with only half of the cost of the improvements to be specially assessed to the residents of the district; and, WHEREAS, currently it is estimated that these improvements, consisting of resurfacing of the aforementioned street sections with an asphalt overlay, with no change to grade and elevation to the roadway, no significant drainage improvements and no included curbing, guttering or sidewalks, have a cost of approximately $522,803.95, which will be paid through the Capital Special Assessment Fund 13573.
