City of Omaha CITY CLERK David K.FDirectotr Jean Stothert,Mayor OMAHA, NE8RASKA May 22, 2018 Honorable President and Members of the City Council, The attached Resolution approves a Community Development Block Grant (CDBG) agreement between the City of Omaha and Midlands Latino Community Development Corporation (MLCDC), a Nebraska non-profit corporation, Marta Sonia Londono Mejia, Executive Director, 4923 South 24th Street Suite 201, Omaha, Nebraska 68107, for partial funding of its Micro- Enterprise Training and Development Program in the amount of $60,000.00. MLCDC will use the CDBG funds for administration of a program providing training, technical assistance, networking, and general support to economically disadvantaged persons to assist them in developing micro-enterprises and becoming self-sufficient. This Agreement covers the time period from January 1, 2018 through March 31, 2019. This Project is included in the FY 2017 Consolidated Submission for Community Planning Programs approved by the City Council on April 18, 2017, by Resolution No. 435. Funds shall be payable from the FY 2017 Community Development Block Grant Program, Fund No. 12186, Organization No. 128072. Total project cost is estimated at $273,840.00. Sources of funds are $60,000.00 CDBG Grant and $213,840.00 in the form of private financing. MLCDC has demonstrated success in administering its Micro-Enterprise Program. The project is recognized in the community as an innovative safety-net resource for individuals displaced in the traditional job market and as a means to substantially improve a family's financial disposition. Outcomes projected for the CDBG funds in 2018: 1. Total number of individuals served —480 2. Number of individuals participating in small business classes/training —80 3. Number of individuals graduating from small business classes/training —60 4. Number of clients participating in small business coaching/individual technical assistance—385 5. Number of hours of small business coaching/technical assistance provided — 1,050 6. Number of clients who: • Strengthen or expand their small business- 30 • Complete a business plan — 50 • Launch new businesses— 35 7. Number of jobs created— 35 8. Obtain a small business loan — 18 The Micro-Enterprise Program is an innovative approach to assist in providing training and creating new employment opportunities for businesses with five or fewer employees, one of which must be the owner. Curtiss ' I ate Finance Director 2665 dlh C-25A CITY OF OMAHA LEGISLATIVE CHAMBER Omaha,Nebraska RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA: WHEREAS, the City annually receives Community Development Block Grant funds under Title I of the Housing and Community Development Act of 1974, as amended, for the purpose of benefiting low- and moderate-income residents, eliminating slums and blight, and for other urgent community development needs; and, WHEREAS, the Mayor recommended various projects in the 2017 Consolidated Submission for Community Planning and Development Programs (Consolidated Plan), including the funding of the Midlands Latino Community Development Corporation (MLCDC), a Nebraska non-profit corporation, Micro-Enterprise Training and Development Program; and, WHEREAS, the City approved the 2017 Consolidated Plan on April 18, 2017, by Resolution No. 435, and $60,000.00 was allocated to MLCDC; and, WHEREAS, MLCDC operates an excellent program providing small business training, technical assistance, networking and other general support to economically disadvantaged persons to assist them in becoming self-sufficient and developing Micro- Enterprise Training and Development Program; and, WHEREAS, it is necessary for the City to enter into an agreement with MLCDC to provide partial funding support for its Micro-Enterprise Training and Development Program; and, WHEREAS, it is in the best interest of the City of Omaha to enter into an agreement with MLCDC, to provide partial funding support for its Micro-Enterprise Training and Development Program as part of the City's economic development program.
