At the request of the Mayor, attached for your consideration is a Resolution reappointing Thomas
McLeay to the Board of Directors for the Omaha Municipal Land Bank for City Council District 1,with
experience in real estate development. Mr. McLeay's current term will expire November 29, 2018.
Mr. McLeay's new three-year term will begin November 30, 2018 and end November 29, 2021. A
copy of Mr. McLeay's Candidate Response Form and biography are attached.

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS, Section 2-238 of the Omaha Municipal Code provides for the appointment of
members to the Board of Directors for the Omaha Municipal Land Bank; and,
WHEREAS,Thomas McLeay was appointed to the Board of Directors for the Omaha Municipal
Land Bank, and his current term will expire November 29, 2018; and,
WHEREAS, Mayor Jean Stothert has reappointed Thomas McLeay to the Board of Directors
for the Omaha Municipal Land Bank for City Council District 1, who is a resident of City Council District 1 and
has experience in real estate development, said term to commence on November 30, 2018 and expire on
November 29, 2021.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
THAT, the reappointment by Mayor Jean Stothert of Thomas McLeay to the Board of Directors
for the Omaha Municipal Land Bank for City Council District 1, said term to commence on November 30,
2018 and expire on November 29, 2021, is hereby confirmed.

With over two decades experience p
estate industry, Tom is uniquely able to combine highly sophisticated
financial structuring with the more fundamental aspects of real estate
development. An attorney by training Tom began practicing law in Chicago, Illinois,
with one of the nation's largest law firms before returning home to Omaha and
working for the Douglas County Attorney's office, as a partner with a regional law
firm government and for an Omaha-based private equity group focused on real
estate funds before founding Clarity Development Company in 2014. His varied
background includes hands-on experience ranging from Fortune 50 global real estate
challenges to local government entitlement matters and all state and federal matters
in between. Tom's depth of expertise of real estate development using all manners
of incentives has won him national awards and made him a lecturer on real estate
development utilizing incentives. Tom is Of Counsel with the Smith Slusky law
firm, has a Bachelor of Science from Boston College and.a Juris Doctorate from the
University of Iowa Law School. He holds both law and real estate brokerage licenses
in the State of Nebraska.
