ORD. 41842 – An ordinance to exercise the prior option to extend a contract by one year, with Port-A-Johns, at a cost of $117,796.00, for the collection of litter from City- Owned Litter/Recycle Receptacles to be effective from January 1, 2019 through December 31, 2019, initially approved by the City Council by Ordinance 40616, on January 26, 2015, to provide for payment from specific accounts – (First Reading May 21, 2019; Second Reading and Public Hearing June 4, 2019; Third Reading June 11, 2019) – see attached. 15. ORD. 41847 – An ordinance (1) to approve an agreement between the City of Omaha and the Douglas County Board of Commissioners, Douglas County Administrative Office in the amount of $183,855.00; and (2) to authorize funding for such agreement from the City of Omaha's FY 2018 Edward Byrne Memorial Justice Assistance Grant (JAG) Program, Award #2018-DJ-BX-0171, awarded by the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance; to provide funding for law enforcement equipment, prosecutor and corrections programs, and technology improvements and training; to authorize payment from such grant funding and involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter – (First Reading May 21, 2019; Second Reading and Public Hearing June 4, 2019; Third Reading June 11, 2019) – see attached. 20. ORD. 41848 – An ordinance (1) to approve an Agreement between the City of Omaha and the State of Nebraska Probation Office – District 4J in the amount of $4,616.00; and (2) to authorize funding for such agreement from the City of Omaha’s FY 2018 STOP School Violence Prevention Program (SVPP), Award #2018-SV-WX-0045, awarded by the U.S. Department of Justice, Office of Community Oriented Policing (COPS); to provide funding for the travel of one Probation Officer serving as a member of the Threat Assessment and Crisis Intervention Team to the Association of Threat Assessment Professionals Conference in 2019 and 2020; to authorize payment from such grant funding and involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter – (First Reading May 21, 2019; Second Reading and Public Hearing June 4, 2019; Third Reading June 11, 2019) – see attached. 21. ORD. 41849 – An ordinance to authorize and enter into an Agreement between the City of Omaha, Lutheran Family Services of Nebraska, Inc., and Behavioral Health Support Foundation, for a period from April 1, 2019 through December 31, 2024 in order to create a Health, Wellness, and Crisis Intervention Unit, including a Mental Health Coordinator and licensed mental health professionals who will be embedded and work with the Omaha Police Department – (First Reading May 21, 2019; Second Reading and Public Hearing June 4, 2019; Third Reading June 11, 2019) – see attached. 22. ORD. 41850 – An ordinance to approve a Professional Services Contract between the City of Omaha and Municipal Code Corporation, in the amount of $1,550.00 per year for online services with an annual administrative fee of $500.00 and other fees for services rendered for the initial three (3) year term, to provide services relative to the City’s codified City code and the online versions provided by the Municipal Code Corporation; involving the payment of money from appropriations of more than one (1) year in accordance with Sections 5.16 and 5.17 of the Omaha Home Rule Charter of the City of Omaha, 1956, as amended; to provide for payment to the Municipal Code Corporation. (Funds for this Agreement will be paid from City Law Department, Fund No. 11111, Org. SPECIAL ORD. 10261 – An ordinance to approve the Omaha Downtown Improvement District Association (ODIDA) 2019-2020 Budget and Workplan and levying a special tax and assessment on all lots and pieces of real estate within Business Improvement District No. 6874 in the City of Omaha in the amount of $541,120.50; such assessment shall cover the costs anticipated by the Business Improvement District for March 2019 to February 2020 and contemplated by Ordinance No. 37504 which was approved by the City Council of the City of Omaha on October 3, 2006, and reauthorized by Ordinance No. 38957 approved on March 8, 2011 and amended by Ordinance No. 41463 approved on April 26, 2018 – (First Reading May 21, 2019; Second Reading and Public Hearing June 4, 2019; Third Reading June 11, 2019) – see attached. Gilbert’s Wood- Fired Steaks & Seafood”, 1001 Capitol Avenue, request permission to appoint Roland R. Day manager of their present Class “C” Liquor License location – see attached. 25. RES. 2019-585 – Res. that, as recommended by the Mayor, a Purchase Order to Wick's Truck, Inc. in the amount of $147,957.00 for one (1) Truck Tractor Chassis with Tandem Rear Axle, in accordance with Section 5.16 of the Home Rule Charter of 1956 for the purchase of unique or non-competitive items, is hereby approved. RES. 2019-586 – Res. that, as recommended by the Mayor, the City Council concurs with the bid award to Oldcastle Materials Midwest Co. dba Omni Engineering, in the amount of $279,524.43, for Project SRTS-28(93), State Control No. 22321, and OPW 53282, being the Omaha McMillan Magnet School – Infrastructure project, with 100% of the funds being provided from the Federal Safe Routes to School program, in accord with the approved Program Agreement with NDOT for the project, is hereby approved. (The City Council hereby authorizes the Mayor and City Clerk to sign the construction contract documents on behalf of the City of Omaha, and that the Mayor and City Clerk are also authorized to sign the NDOT documents.) – see attached. 28. RES. 2019-587 – Res. that, as recommended by the Mayor, the Professional Services Agreement with Giff Property Services, Inc. in the amount of $87,170.00 to provide professional services on OPW 51016, being the 168th Street Improvements from West Center Road to Pacific Street Project, is hereby approved. (The Finance Department is authorized to pay a fee not to exceed $87,170.00, from the 2018 Transportation Bond Fund 13185, Transportation Bonds Organization 117117, year 2019 funding.) – see attached. 29. RES. 2019-595 – Res. that, as recommended by the Mayor, the Professional Services Agreement with Intelight, Inc. in the amount of $427,280.00 to provide professional services on OPW 51923, being the Adaptive Traffic Control System - 144th Street Project, is hereby approved. (The Finance Department is authorized to pay a fee not to exceed $427,280.00, from the 2018 Transportation Bond Fund 13185, Transportation Bonds Organization 117117, year 2019 funding.) – see attached. 30. RES. 2019-596 – Res. that, as recommended by the Mayor, the Professional Services Agreement with Intelight, Inc. in the amount of $373,870.00 to provide professional services on OPW 51924, being the Adaptive Traffic Control System - 132nd Street Project, is hereby approved. (The Finance Department is authorized to pay a fee not to exceed $373,870.00, from the 2018 Transportation Bond Fund 13185, Transportation Bonds Organization 117117, year 2019 funding.) – see attached. 31. RES. 2019-588 – Res. that, as recommended by the Mayor, the Task Order Agreement between the City of Omaha and Kirkham Michael and Associates, Inc., with a cost of $65,935.07, 100% of which will be paid from federal funds as stewarded by the Nebraska Department of Transportation, for additional engineering services for improvements at Omaha McMillan Magnet School in Douglas County, Nebraska, known as Federal Aid Project SRTS-28(93), State Control No. 22321, is hereby approved. (The City Council, hereby authorizes the Mayor and City Clerk to sign the Agreement on behalf of the City of Omaha.) – see attached. 32. RES. 2019-589 – Res. that, the City Clerk is hereby authorized and directed to publish the Petition for the amendment of the material used for the improvement of North 89th Circle, from Burt Street north to end of the cul-de-sac now designated Road Maintenance District No. 2019-04, to publish notice of the right to protest the said Petition and the said improvement, and to mail the said notice to record owners of taxable property within the said District, all as provided in this Resolution – see attached. - 10 - 33. RES. 2019-590 – Res. that, as recommended by the Mayor, the Real Estate Purchase Agreement between the City of Omaha and Omaha Permaculture, for the sale of four City-owned parcels of property; to provide that notwithstanding any provisions of the Omaha Municipal Code to the contrary and upon completion of the conditions in the Agreement, the Mayor of the City of Omaha is hereby authorized to execute and deliver a Special Warranty Deed, and the City Clerk to attest the same, to Omaha Permaculture to convey the real property described therein and City Staff are authorized to execute any other such documents necessary or appropriate to complete the sale of the real property described in the Agreement, which real property is generally known as 4001, 4005, and 4009 North 33rd Street and 2708 Fort Street, in consideration of the sum of $1,000.00.00; and no expenses associated with the transfer of these properties – see attached. RES. 2019-591 – Res. that, as recommended by the Mayor, the Real Estate Purchase Agreement between the City of Omaha and Holy Name Housing Corporation, for the sale of eight City-owned parcels of property; to provide that notwithstanding any provisions of the Omaha Municipal Code to the contrary and upon completion of the conditions in the Agreement, the Mayor of the City of Omaha is hereby authorized to execute and deliver a Special Warranty Deed, and the City Clerk to attest the same, to Holy Name Housing Corporation to convey the real property described therein and City Staff are authorized to execute any other such documents necessary or appropriate to complete the sale of the real property described in the Agreement, which real property is generally known as 3706 Ohio Street; 3605, 3604, and 3602 Erskine Street; 2608 North 33rd Street; 3612 and 3624 Browne Street; and 5115 North 37th Street, in consideration of the sum of $1.00; and no expenses associated with the transfer of these properties – see attached. RES. 2019-592 – Res. that, the Agreement, as recommended by the Mayor, between the City of Omaha and the African American Empowerment Network, Inc., in the amount of $300,000.00, for partial funding of its Step Up Omaha Job Training and Work Experience Program for the period from January 1, 2019, through December 31, 2019, is hereby approved. (Funds shall be paid from the FY 2018 Community Development Block Grant Program, Fund No. 12186, Organization No. 128072, Award No. 100682) – see attached. 36. RES. 2019-593 – Res. that, the Agreement between the City of Omaha and Dakota Air Parts Intl., Inc. is hereby approved; and that, as recommended by the Mayor and Finance Director, the unused equipment and parts for helicopters no longer needed by the Omaha Police Department Air Support Unit will be provided to Dakota Air Parts Intl., Inc. in exchange for credit as provided in Section 5.21 under the Home Rule Charter is hereby approved – see attached. 37. RES. 2019-594 – Res. that, the reappointment by Mayor Stothert of Dr. Keith W. Lutz as a member of the Library Board to serve a 3-year term commencing July 1, 2019 and expiring June 30, 2022, be and hereby is confirmed and approved – see attached. - 11 - 38. RES. 2019-597 - Res. that, pursuant to Omaha Municipal code §26-24 the Council so orders the creation of Street Improvement Project 2019-05, being the improvement of Poppleton Avenue from 78th Avenue to 78th Street consisting of grading, storm sewerage, curbing and paving in Portland Cement Concrete; and that, consistent with the City policy on non-standard roads, the total costs of the design and construction of the project, currently estimated at approximately $195,000, will be cost shared by the City in the amount of 50% to be paid from the 2018 Transportation Bond Fund 13185, Organization 117117, and the remaining 50% of the cost of the project to be equalized and specially assessed to the abutting property owners – see attached. ORD. 41869 – An ordinance authorizing and providing for an issue of a special tax revenue redevelopment bond in the aggregate principal amount of not to exceed $5,000,000.00 to be termed for identification purposes "Special Tax Revenue Redevelopment Bond (Kiewit Project), Series 2019,"; prescribing the form and detail of said bond; ratifying and confirming the creation of a community development agency; providing for the annual certification of the amount of community redevelopment tax to be levied for each succeeding fiscal year; pledging the special tax revenues to the payment of the principal of and interest on said bond as the same fall due and to carry out all other covenants of this Ordinance; limiting the payment of said bond solely to said special tax revenues; authorizing the sale of said bond by private placement; directing the preparation of a transcript of proceedings authorizing the issuance, sale and delivery of said bond; delegating authority to the Finance Director to determine the final prices, interest rates, principal amounts and redemption provisions for said bond – (First Reading June 11, 2019; Second Reading and Public Hearing June 18, 2019; Third Reading June 25, 2019) – see attached.
