The attached Ordinance amends the Interlocal Agreement between the City and the County which
established the Douglas Omaha Technology Commission ("DOT Comm") The purpose of the
amendment is to change the composition of the Board from five to seven members The two new
members include the President of the Omaha City Council or his/her designee and a second elected
Douglas County official

AN ORDINANCE to approve an amendment to Section 5 of the Interlocal Agreement between
the City of Omaha and Douglas County which established the Board of Directors for the
Douglas Omaha Technology Commission ("DOT Comm") to increase the Board
composition by adding the President of the Omaha City Council or his/her designee and a
second elected official from Douglas County
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA
Section 1 That Section 5 of the Interlocal Agreement between the City of Omaha and
Douglas County be amended as shown on the Amendment attached hereto
Section 2 That this Ordinance shall be in full force and effect fifteen (15) days from and
after the date of its passage

AMENDMENT TO INTERLOCAL AGREEMENT
Section 5. ORGANIZATION AND DUTIES OF DOT Comm The Board of Directors
of DOT Comm shall consist of five (5) seven (7) persons
1 The Mayor of the City of Omaha, or his/her designee
2 The Chairperson of the Douglas County Board of Commissioners, or his/her designee
3 The President of the Omaha City Council or his/her designee
4 A county elected official appointed by the Douglas County Board of Commissioners
35 A citizen appointed by the Mayor of the City of Omaha
46 A citizen appointed by the Chairperson of the Douglas County Board of Commissioners
37 A citizen agreed to by a majority of the above fellf six members_
Other than #1, er—#2, 3, or 4 above, a member must not be an employee of the City of Omaha,
Douglas County government or any of its subsidiaries Additionally, such citizen-member
should be a person from the Omaha/Douglas County community who is highly knowledgeable
and has a great degree of experience in information technology The SISP transition team will
review candidates for the initial pnvate sector representative and recommend for consideration
persons to the DOT Comm Board to fill this position After the initial appointment period, this
position will be appointed upon the agreement of the CITY and COUNTY members of
DOT Comm Private sector service on DOT Comm will be for an initial three-year period that
may be extended for an additional three-year period upon the mutual agreement of the appointing
authonties and the private sector professional DOT Comm may consider the length of service
by the private sector member to be for a Ionger period or on staggered terms and incorporate the
same in its by-laws The private sector member shall be selected by Mayor and Chair of County
Board to serve annually as chair of DOT Comm DOT Comm will provide the advisory input
and oversight to the interim CIO to establish the following guidelines, rules and regulations,
billings for services mechanisms, user grievances, identification of and justification of specific
functional areas of information technology for outsourcing DOT Comm shall be responsible to
undertake the hiring of a permanent CIO Any member of DOT Comm so selected from outside
of government shall initially receive a quarterly stipend compensation of $2,000 00 for service
on the commission These generally descnbed duties are expanded and further delineated in
Exhibit "A" of this Agreement attached hereto and made a part hereof by this reference

Resolved,
WHEREAS, the Douglas County Board of Commissioners
approved an Interlocal Agreement with the City of Omaha on December 11 ,
2001 , to create the Douglas Omaha Technology Commission, and,
WHEREAS, the purpose of the Douglas Omaha Technology
Commission is to oversee the provision of electronic information, voice and data
communication services for the City of Omaha and Douglas County
governments, and,
WHEREAS, City and County officials desire to expand the
membership of the Douglas Omaha Technology Commission, and,
WHEREAS, the appointment of additional members to the Board of
Directors requires an amendment to the lnterlocal Agreement
NOW, THEREFORE, BE IT RESOLVED BY THIS BOARD OF
COUNTY COMMISSIONERS, DOUGLAS COUNTY, NEBRASKA, THAT this
Board of County Commissioners approves the attached amendment to the
DOT Comm Interlocal Agreement expanding the Board of Directors from five to
seven persons
