The FY 95 Consolidated Plan was approved by the 1819 Famam Street,Suite 1100 City Council on December 6, 1994, by Resolution No. 3266. This Amendment Omaha,Nebraska 68183-0110420 1) reduces the level of HOME Program fundingfor the second phase of (402)444-5200 g (402)444-5150 development at the 60th and Hartman Redevelopment Site by the Omaha Telefax(402)444-6140 Economic Development Corporation (OEDC), 2) changes the type of housing development for this second phase from multi-family apartments to single-family homes, 3)reallocates HOME funds to the development of affordable, accessible apartment units for persons with physical disabilities, 4) reduces the amount budgeted for HOME Program Administration, and 5) reduces the amount - budgeted for HOME Program rental assistance. As you may recall, the first phase of development at 60th Street and Hartman Avenue consisted of the construction of thirty-six (36) affordable multi-family rental units. Neighborhood concerns were brought to the attention of the Council and language was added to the City of Omaha/OEDC funding agreement which called for the construction of single-family homes in the next development phase. Accordingly,the OEDC will develop a residential subdivision, consisting of 19 single-family homes and related public improvements at a total development cost of$1,740,000. This amendment allocates $600,000, comprised of$480,000 in FY 95 HOME Funds and$120,000 in KENO/Lottery Funds, for construction of the nineteen single-family homes and related public improvements. This represents a reduction in funding of $150,000 in HOME funds from that originally programmed for development of the multi-family units. The $150,000 in HOME funds that will not be used by the OEDC will be reprogrammed by this amendment for development of affordable, accessible apartment units for persons with physical disabilities by the Quality Living, Inc. This approximately $1.4 million project will be located at 9110 Maplewood Boulevard and will contain fifteen accessible apartment units. The construction of accessible rental units will help meet a priority need identified in the Consolidated Plan. During development of the Consolidated Plan, it was assumed the level of funding for the FY 95 HOME Program would remain constant at$1,930,000(the FY 94 funding level). The actual amount received for FY 95 was $1,901,000, a decrease of$29,000 from the amount programmed. This reduction in funding requires a proportionate reduction in the amount budgeted for HOME Program administration, calculated at ten percent of the Entitlement amount, or $2,900. -'n • • Honorable President and Members of the City Council Page 2 Finally,this Amendment reduces the amount budgeted in the Consolidated Plan for HOME Program rental assistance by $26,100. The Consolidated Plan budgeted $300,000 for rental assistance payments administered by the Omaha Housing Authority. This$26,100 reduction, coupled with the $2,900 reduction in HOME Program administration, equals the decrease of$29,000 in the HOME Entitlement for Fiscal Year 1995. The Home Investment Partnerships Program will address the stated priorities and community development objectives through the following programs and activities: Rental Housing Production 1. Transitional Housing Program. This program is designed to provide transitional housing opportunities for families currently residing in emergency shelters. Under this program the City will form a partnership with the Salvation Army to provide housing along with hands-on supportive services to selected families over a two to three year period. The goal of the program is to establish temporary housing in a neighborhood setting while the family is striving towards self-sufficiency. Houses will remain in the program for up to fifteen years and may be located throughout the City. The City will expand upon this initial effort with the Salvation Army in Fiscal Years 1996 and 1997. 2. Assisted Living Program. The City, in partnership with the Community Alliance, Inc., will create assisted living housing opportunities for persons experiencing a chronic mental illness. This specialized housing will be located throughout the City and will remain in the program for up to fifteen years. The Community Alliance, Inc. will provide specialized services along with supervised living. 3. Accessible Rental Units: The Quality Living, Inc., anon profit housing developer, will construct affordable, accessible rental housing designed for occupancy by persons experiencing a severe physical disability. These accessible units will provide affordable housing opportunities to persons currently residing in intensive-care institutions who are ready for independent living. 4. Construction of Rental Housing• The New Community Development Corporation (NCDC), with the assistance of the City, will construct new affordable rental housing at 35th and Orchard Avenue in south Omaha. The new units will complement the Orchard Manor Apartment project at 36th and Orchard Avenue currently being developed by the NCDC. The newly constructed units will be affordable to households with incomes at or below 60 percent of the median family income for the metropolitan area. Under the HOME Program, the units must remain affordable for a period of twenty years. Rental Rehabilitation 1. Rental Rehabilitation Program. The HOME Program rental rehabilitation effort will complement the Community Development Block Grant effort by providing funds for major rehabilitation of rental housing by non-profit and/or for-profit organizations. Projects may be located throughout the City with the provision that 122 100 percent of the units be affordable to households with incomes at or below 60 percent of the median family income for the metropolitan area. Rental Assistance 1. Rental Assistance Program- The City, in partnership with the Omaha Housing Authority, will provide rental assistance payments to very low income families. This assistance will be in the form of Section 8 Housing Vouchers provided to eligible families renting decent, safe and sanitary units throughout the City. Single-Family Housing Production 1. Construction q f Single-Family Housing• The Omaha Economic Development Corporation will create affordable home ownership opportunities through the construction of single-family homes in the 60th and Hartman Redevelopment area. This is the second phase of construction at the 60th and Hartman Redevelopment site. The new single-family homes will complement the affordable rental units constructed in phase one. Owner-Occupied Rehabilitation 1. Owner-Occupied Rehabilitation. The City will work with physically disabled homeowners throughout the City to help make their homes more readily accessible. Under this effort the City will market the program through non-profit organizations which provide services to persons with a physical disability. Funding will be provided to the homeowner in the form of grants, deferred payment loans and repayable loans based on the households finances. Administration 1. Administration. The City will allocate ten percent of each HOME Entitlement towards administration of the HOME program. Administrative funds will provide for overall program management, coordination, monitoring, and evaluation of activities funded with HOME Program assistance. Emergency Shelter Grant Program Statement 1. Operations Assistance for Emergency Shelters. The City, through its competitive emergency shelter grants, will offer operational support to various nonprofit emergency shelter providers. These grants may be used for payment of maintenance, repair, security, fuels, equipment, insurance, utilities, furnishings, and administrative costs for facility operations. All emergency shelters are located in areas of moderate and concentrated investment. 2. Homeless Services and Preventive Measures. Non-profit emergency shelter and service providers will compete for competitive grants for the provision of services and preventive measures for the homeless. S. Department of Housing and Urban Development; and, WHEREAS, on December 6, 1994, by Resolution No. 3266, the City Council of the City of Omaha approved the City's Fiscal Year 1995 Consolidated Submission for Community Planning and Development Programs, called the Consolidated Plan; and, WHEREAS, the Consolidated Plan was submitted for review and accepted by the U. S.Department of Housing and Urban Development on February 9, 1995; and, WHEREAS, the City of Omaha Consolidated Plan estimated the Fiscal Year 1995 HOME Investment Partnerships Program Entitlement to be $1,930,000; and, WHEREAS, the U. S. Department of Housing and Urban Development authorized a HOME Investment Partnerships Entitlement for the City of Omaha in the amount of$1,901,000; and, WHEREAS, the Consolidated Plan,in addition to other line items, allocated$193,000 for HOME Program Administration,$750,000 for the construction of thirty-six affordable rental units at 60th Street and Hartman Avenue by the Omaha Economic Development Corporation, and $300,000 for rental assistance payments; and, WHEREAS,the Quality Living,Inc. has requested financial assistance from the City of Omaha HOME Program for the construction of fifteen units of affordable, accessible housing at 9110 Maplewood Boulevard; and, By Councilmember Adopted City Clerk Approved Mayor - Q-25A ... ; .
