Attached is a Resolution authorizing the City of Omaha as subgrantee to accept a
grant award in the amount of.$1,400,000.00 from the Nebraska Commission on Law
Enforcement and Criminal Justice to implement a Comprehensive Communities
Program (CCP). This program will involve the metropolitan area and includes
participation with Douglas and Sarpy Counties.
The resolution further authorizes execution on behalf of the City of Omaha of an
Interlocal Cooperation Agreement to participate with Douglas and Sarpy Counties
in fulfilling the goals of the CCP.

SPECIAL CONDITIONS
1 . Because the Comprehensive Communities Program is a coordinated
project, the administration of this project is the
responsibility of the Advisory Committee consisting of
representatives of the following agencies :
Sarpy County CARE Program
Sarpy County Adult & Juvenile Diversion Program
Youth Net
Douglas County Adult & Juvenile Diversion Program
Omaha Police Department
U.S . Attorney
Crime Commission
2 . No federal funds shall be used to supplant existing funds
which would otherwise be made available for such purposes .
3 . The subgrantee shall submit one copy of all reports and
proposed publications resulting from this grant project to the
Nebraska Crime. Commission thirty (30) days prior to public
release . Any publications (written, visual, or sound) ,
including press releases, newsletters, and issue analyses,
shall contain the following statements .
"This project was supported by Grant Number

Assistance, Office of Justice Programs, U.S .
Department of Justice. The Assistant Attorney
General, Office of Justice Programs,
coordinates the activities of the following

4 . Any income generated as a direct result of the project shall
be considered project income . All project income will be
accounted for and shall be used to enhance this program.
5 . The subgrantee agrees to implement the components of the
program as approved by BJA and COP. Grant funds are to be
used only for the purposes set forth in the approved
application. Any change in focus or funding must receive
approval from the Crime Commission prior to changes being
made .
6 . The subgrantee agrees to administer the disbursement of funds
to the various components of the program; maintain an
accounting of the funds received and expended; and, to submit
expenditure reports and requests for cash to the Crime
Commission on a quarterly basis .
7 . The Crime Commission shall have access to all project related
materials for the purposes of audit and examination. All
records shall be maintained for five (5) years from the date
of the final financial report unless an audit is in progress
or the findings of a completed audit have not been resolved
satisfactorily.
8 . No federal grant funds shall be used for costs existing prior
to the grant period.
9 . If at any time during the grant period the subgrantee is
barred from doing business with the federal government, the
Crime Commission shall be notified.
10 . The subgrantee hereby agrees to provide expenditure reports
for and make disbursements to all the project agencies
participating in the project .

INTERLOCAL COOPERATION AGREEMENT
I. On September 19, 1995, the Nebraska Commission on Law Enforcement and
Criminal Justice approved a grant award to the City of Omaha as subgrantee in the amount of II
$1,400,000;00 for a Comprehensive Communities Program (CCP).
II. In order for the City of Omaha and Douglas and Sarpy Counties to make the
most efficient use of their powers by enabling them to cooperate with each other on a basis
of mutual advantage and in a.manner that will accord best with geographic, economic,
population and other factors, the City of Omaha and Douglas and Sarpy Counties signatory
hereto do, under the authority of the Interlocal Cooperation Act, Nebraska Revised Statutes
§ 13-801, et seq., hereby enter into an agreement with the following terms and conditions.
III. The purpose of this Agreement is to allow the parties hereto an opportunity to
participate in a grant project utilizing the administrative and financial accounting procedures
of the City of Omaha in an effort to prevent and control crime and violence in the Omaha
metropolitan area. This Agreement neither'creates powers above and beyond those granted
each agency by federal and state statutes'and/or City ordinances, nor does it create a new
enforcement authority. Each participating agency shall maintain its own integrity.
IV. Each agency shall retain title of any and all property, resources and equipment
brought into the Agreement by the agency and upon termination shall retain such property.
Any property, resources or equipment purchased or donated on behalf of the agencies
collectively shall be disposed of upon termination in accordance with the guidelines of the
funding agency then in effect. In the absence of such guidelines, residual assets shall accrue
to each agency in equal shares.
V. This Agreement shall be effective upon execution by the participating agencies
and shall continue in effect until December 31, 1996.
VI. Fiscal administration of the grant and other activities pursuant to this Agreement
shall be the responsibility of the Finance Director of the City of Omaha or his/her designee.
VII. .Each agency acknowledges the following specified benefits and obligations:
A. City of Omaha
1. The City of Omaha shall receive $977,540.00 to provide a multi-
;.dimensional approach to enhance our efforts at community
,:policing.
initially, we Will decentralize the responsibility of prevention
programs and Neighborhood Watch from the Police Department -
• and into community management by the creation of a
Neighborhood Association Office staffed ed by non sworn salaried
specialists with assistance from the Police Department.
A gang unit crime analyst will be provided to develop and
disseminate information about street gangs.
A full-time Telephone Response Squad will be formed, and a
multi jurisdictional network linking thirteen (13) police locations,
the Douglas County Sheriff and the Sarpy County Sheriff will be
formed to enhance communication and provide sharing of gang
and crime data.
Total Quality Management Training will be provided to up to
200 supervisors in the Police Department; and a Community
Policing Resource Center will be established.
B. Douglas County
1. Douglas County shall receive $43,528.00 to provide a Juvenile
Diversion program operated by the Mid-America Council, Boy
• Scouts of America, for all first-time misdemeanor offenses. It is
the intent of this program to serve youth ages 13 to 17. The
program will be a six month education and community service
based program designed as an alternative to prosecution in
Douglas County Juvenile Court.
One full-time Diversion Assistant will be hired to conduct initial
assessment of youths entering the criminal justice system, and to
identify the needs of the youth and the appropriate program for
that individual. A part-time secretary, computer with case
management software, photocopying and printing costs will also
• be provided by these funds.
2. Douglas County shall receive $59,680.00 for an Adult Diversion
Program. Douglas County will contract.with Diversion Services
to administer this program. This program will provide an
alternative to the traditional criminal justice system for selected
felony and misdemeanor offenders who meet the program's
eligibility criteria. The program provides the opportunity for
motivated offenders to voluntarily earn dismissal of criminal .
charges,,in exchange for participation in a community based
program of services and supervision. These funds will provide a
Program Services Director whose responsibility will be to

develop treatment services; the position will also be responsible
for the administration of the level of service inventory and
• implementing the Moral Recognition Therapy Treatment Program
to the metropolitan area. The services of the position may also
be available to the Substance Abuse Diversion Program currently
being planned by the Douglas County District Court.
C. Sarpy County
• 1. Sarpy County shall receive $41,184.00 for a Juvenile Diversion
Program. It is expected that this program will be used to develop
• and implement a Peer Court. This position will also serve as a
Juvenile Diversion Officer. Other funds will be used to provide .
gang prevention facilitators and needed supplies such as videos
to conduct group sessions for juveniles in the Sarpy County
Juvenile Intake Program who are assessed as high risk.
2. Sarpy County shall receive $45,608.00 for an Adult Diversion
Program. This program will provide one full-time . Adult •
Diversion Officer to be hired to address the increase in this
program. This program will be expanded to accept first time
misdemeanor cases other than driving while under the influence
(DWI). Funds will also be used for an Adult Education Specialist
who will provide a ..monthly Drug and Alcohol Education
Program for those offenders placed in the Diversion Program for
minor in possession and driving under the influence.
3. Sarpy County shall receive $135,000.00 for a Children At Risk
Education program (CARE). This program shall provide an
alternative to secured detention. Juveniles may remain at home
but will be supervised through electronic monitoring and
personal home visits. Personnel employed in this program will
assist in the supervision and day-to-day operation of the CARE
program, the Intervention Center, and the Day Reporting
• program. Funds will be used to train staff in crisis and conflict
management as well as for supplies and equipment needed to
expand the CARE program.
4. Sarpy County shall receive $97,400.00 for Youth Net expansion.
• The Youth Net program, a one-on-one prevention and
intervention program, has been operational in Douglas County
since 1990. With these funds it will be expanded into Sarpy
County. The program is a collaboration of six youth serving

agencies: the YMCA; Family Services; Boys Clubs of Omaha;
Girls, Inc.; the Chicano Awareness Center; and the CW Boxing
Club. These funds are to be used for personnel costs and
operating expenses necessary to expand this program to include
outreach mentoring and counselling services to youth and their
families in Sarpy County.
VIII. Each agency signatory hereto has received and is aware of the special conditions
attendant.to the grant award and agrees to be bound by these special conditions and to,
wherever.,called for, provide to the Central Administrator (City Finance Department) all
requisite,,support documentation.

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS, the Nebraska Commission on Law Enforcement and Criminal Justice has
submitted an application for federal assistance to the United States Department of Justice,Bureau
of Justice Assistance, which has been funded in the amount of$1,500,000.00;.and,
WHEREAS,the Nebraska Commission on Law Enforcement and Criminal Justice has,
under date of September 19, 1995, approved a grant award (annexed hereto as Exhibit A) with
special conditions to fund the Comprehensive Communities Program to the City of Omaha as
subgrantee in the amount of$1,400,000.00;.and,
WHEREAS,under the provisions of the Interlocal Cooperation Act (R.R.S. Neb. 13-
801 et seq.) the City of Omaha may enter into an agreement with Douglas and Sarpy Counties
(annexed hereto as Exhibit B)to fulfill the intentions of the initial grant application; and,

,' WHEREAS, it is in the best interest of the City of Omaha and the residents therein
that this Council ratify the funding and approve the acceptance of the grant award contract and the
execution of the Interlocal agreement between the City of Omaha and Douglas and Sarpy Counties.
} NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF OMAHA:
THAT,the City Council does hereby ratify and approve acceptance of the grant award
in the amount of$1,400,000.00 from the Nebraska Commission on Law Enforcement and Criminal
Justice to fund the Comprehensive Communities Program(CCP) and to implement comprehensive
strategies in the Omaha metropolitan area; and,
BE IT FURTHER RESOLVED:
THAT, the City Council hereby approves the execution of an Interlocal Agreement
between the City of Omaha and Douglas and Sarpy Counties to fulfill the requisites set out therein,
which were initially detailed in the Comprehensive Communities Program's grant application.
