Hal Daub,Mayor The attached proposed Resolution approves an Enterprise Community
Planning Department Memorandum of Agreement between the City of Omaha, U.S. Department of
Omaha/Douglas Civic Center Housing and Urban Development and the State of Nebraska. The Memorandum
1819 Famam Street,Suite 1100 of Agreement consists of two parts: a written agreement covering the terms and

The City of Omaha received Enterprise Zone designation from the State of
Nebraska on May 20, 1994; and, Enterprise Community designation from the
U.S. Department of Housing and Urban Development on December 20, 1994.
This Memorandum of Agreement and benchmarks document are required by the
U.S. Department of H.U.D. to finalize the provision of $2,950,000 of Social
Service Block Grant funds to the City of Omaha for Omaha's Enterprise
Community.
The allocation of Social Service Block Grant funds, recommended by the
Enterprise Zone Association Board, is included in the "Stakeholders' Tool Kit".

The activities described in the "Stakeholders'Tool Kit" with Benchmarks and Timelines are directed
to improving distressed areas to create a favorable climate and opportunities for job creation in this
part of the City. This benchmarks document also includes activities which will help residents of the
Enterprise Community benefit from the development of the area.

Tool Kit with Benchmarks and Timelines" will be appreciated.

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS,the City of Omaha received Enterprise Zone designation from the State
of Nebraska on May 20, 1994; and,
WHEREAS,the City of Omaha received Enterprise Community designation from the
U.S. Department of Housing and Urban Development on December 20, 1994; and,
WHEREAS, the U.S. Department of Housing and Urban Development requires a
Memorandum of Agreement and Benchmarks document to finalize provision of$2,950,000 of Social
Service Block Grant funding to the City of Omaha as part of the Enterprise Community designation;
and,
WHEREAS,the City of Omaha desires to improve our distressed areas; and,
WHEREAS, it is in the best interests of the City of Omaha to enter into a
Memorandum of Agreement with the U.S.Department of Housing and Urban Development and the
State of Nebraska, a copy of the Memorandum of Agreement with accompanying Stakeholders' Tool
Kit with Benchmarks and Timelines is attached hereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF OMAHA:

THAT, the attached Memorandum of Agreement with accompanying Stakeholders'
Tool Kit with Benchmarks and Timelines, as recommended by the Mayor, between the City of
Omaha,U.S.Department of Housing and Urban Development and the State of Nebraska, is hereby
approved.
