Michele M.Frost Attached please find an• ordinance to amend Chapter 23 of the Omaha
• Director Municipal Code to amend the pay level of Chief of Communications.
Currently the Chief of Communications position is vacant and the Employment
Division of the Personnel Department is in the process of advertising and
recruiting for qualified candidates. The position was posted and advertised in
a national publication during the month of May. The response that was
received was very poor. The candidates that applied have very little experience
working with a department as large as the City of Omaha's.
Because of the lack of experienced candidates and a request from the Acting
Chief of Communications, the Compensation Division of the Personnel
Department performed a salary survey of comparable cities. The cities were
determined as comparable by the fact that they all utilize a computer-aided
dispatch system. Attached are the results of the survey completed. As you
review the data,you will see that our pay level is far below the other cities. The
Personnel Department recommends the following amendment to the.pay level
for Chief of Communications:

The budgetary impact is approximately a$5,000 increase.

AN ORDINANCE to amend Section 23-177 of the Omaha Municipal Code concerning employment
classification by amending the pay level of employment classification entitled Chief of
Communications to repeal Section 23-177 as heretofore existing;and to provide the effective
date hereof.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
Section 1. Section 23-177 of the Omaha Municipal Code is hereby amended by changing the
pay level of employment classification entitled Chief of Communications Code No. 1230 pay range
21.1 MC to be included in Part A of that section, entitled Classifications: Civilian Management in
the subpart entitled Communications inserted immediately after Code No. 1220 as follows:

Section 2. Section 23-177 of the Omaha Municipal Code, as heretofore existing is hereby
repealed.
Section 3. This Ordinance, not being of a legislative character, and in accordance with
Section 2.12 of the Home Rule Charter of the City of Omaha, shall be in full force and take effect
immediately upon the date of its passage.
