This project is being submitted following a postcard survey of the property
owners adjacent to this street wherein a majority (60.22%)have expressed initial
interest in pursuing the paving improvement. The estimated construction cost of
this project is $53,500.00 of which approximately$20,500.00 will be paid by the
City for intersections and related work.
The Public Works Department has made an inspection of the above street and
recommends that the District be created in accordance with Section 26-25 of the
Omaha Municipal Code and Chapter 14, Article 3.102 of the 1943 R.R.S. of
r Nebraska.

AN ORDINANCE creating Street Improvement District No. 6853, in the City of Omaha, for the
purpose of improving 14th Street from Sherwood Avenue to Cady Avenue by grading,
curbing and paving; fixing and defining the boundaries of said District; authorizing
acquisition of the necessary right-of-way; directing the Purchasing Agent to advertise for
bids and proposals for the grading and for bids on Portland Cement Concrete base and
asphaltic concrete with a flexible base paving; providing for the determination and
assessment of damages, if any, occasioned by reason of change of grade; and providing the
effective date hereof.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
Section 1. That Street Improvement District No. 6853 is hereby created in the City of Omaha
for the improvement of:
14th Street from Sherwood Avenue to Cady Avenue.
Section 2. That Street Improvement District No. 6853, shall comprise 14th Street from
Sherwood Avenue to Cady Avenue and shall include:
Lot 17, Lot 18, Lot 19,North 69 1/2 feet Lot 20, South 57 1/2 feet Lot 20, Lot 21,
Lot 22, Lot 23, Lot 24, East 30 feet Lot 25, and West 15 feet Lot 25, Washington
Square; West 24 feet Lot 2, Lot 3,Lot 4,Lot 5,Lot 6,Lot 7, Lot 8, and Lot 9, Block
1,Woods Place; (except West 6 feet and North 21 feet)Block 4, (except West 6 feet)
North 21 feet Block 4, Woods Place.
The outer boundary of said District shall be the outer boundary of the lots hereinabove set forth.
Section 3. That the Purchasing Agent of the City of Omaha be, and he hereby is, directed
to advertise for and receive bids on grading as required,and for bids on Portland Cement Concrete,
asphaltic concrete with a Portland Cement Concrete base,and asphaltic concrete with a flexible base
accordance with theplans and specifications reared
paving;the said bids to be made under and in p prepared

by and on file in the Office of the City Engineer, and the Public Works Director is hereby directed
to prepare an estimate of the cost of such improvements.
Section 4. That the Public Works Department be, and hereby is, authorized and directed to
acquire any right-of-way needed for the construction of this project.
Section 5. That a Committee of three freeholders shall be appointed to appraise, assess,
determine and report to the City Council the damages, if any, to property owners which may be
caused by grading or change of grade, if any, in said District, taking into consideration in making
such appraisement,the benefits accruing by virtue of the entire improvement contemplated and set
forth in this Ordinance. If any damages may be found to have accrued to any property affected, such
damages may upon finding of special benefits, be assessed against the property in the District so
benefited.
Section 6. This Ordinance shall be in full force and take effect upon the date of its passage.

SUBJECT: Proposed Improvement Estimated Assessments
The Public Works Department has prepared a preliminary estimate of costs involved in the
• construction of Street Improvement District No. 6853, being the 14th Street from Cady Avenue
to Sherwood Avenue. The estimated construction cost is $53,500.00, which includes $20,500.00
payable by.the City for intersections and related work. The remainder, an estimated.$33,000.00,
is that cost which is specially assessable and will be shared by the property owners involved in
the improvement district in the form of special assessments. Based on this estimated assessment
amount, the breakdown for each property is as shown on the attached.
This estimated cost is based solely upon a preliminary inspection of the proposed improvement
area and the utilization of historical costs of similar projects; no detailed plans and specifications
have been developed, nor have bids been received. The actual cost of the construction project
will be dependent upon these events after the improvement district has been formed and
approved by the City Council.
Should the project be-approved, Public Works will oversee the design and construction of the
improvement and upon completion will develop a breakdown of costs based upon the cost of
construction this specific improvement. The proposed special assessments will be identified for
each property and levied subject to a public hearing before the City Council sitting as a Board of
Equalization. Special assessments are payable to the County Treasurer on behalf of the City of
Omaha. The billings can be spread over ten annual payments. The current interest rate on
special assessments is 7 percent.
