Fanslau Planning Director Date: November 30, 2022 Subject: Revised Preliminary and Final Plat approval of UNMC SADDLE CREEK CAMPUS, a subdivision inside city limits, with rezoning from GO, GC, and GI to CC, TOD-2-MX, and TOD-1-MX, along with repeal of the ACI-2 Overlay District from a portion of the site Southwest of Farnam Street and Saddle Creek Road Case #C10-21-097, C10-21-098, C12-21-099 At the May 5, 2021 meeting, the Planning Board approved the Preliminary Plat for UNMC Saddle Creek Campus, a subdivision inside city limits with rezoning from GO, GC, and GI to CC, TOD- 2-MX, and TOD-1-MX. The Preliminary Plat was subsequently approved at the July 13, 2021 City Council meeting. The approved request was for the subdivision of 23.20 acres in a fully developed area of central Omaha into a total of six lots to allow for the expansion of the University of Nebraska Medical Center campus. The applicant has now submitted a Revised Preliminary Plat and Final Plat to create seven lots, rather than six lots. In addition, the location of right-of-way is changing slightly. Based on the increase in the number of lots and the revised right-of-way, the Planning Department determined that a Revised Preliminary Plat should go before the Planning Board for consideration along with the Final Plat for the entire subdivision. There are no additional uses or exceptions to design criteria proposed as a part of this Revised Preliminary and Final Plat. PUBLIC IMPROVEMENTS: Plat Document: The submitted Preliminary Plat document and the submitted Final Plat document have differently numbered lots. Revise one/both documents as necessary to reflect the same lot numbers on each plat. Place the following notes on the plat: 1. There shall be no access to Saddle Creek Road from Lots 4 and 5 (identified as Lots 6 and 7 on the Final Plat); 2. There shall be no access to Leavenworth Street from Lot 6 (identified as lot 1 on the Final Plat). Traffic Impact Study: Provide for all improvements identified in the final approved traffic study. Case #C10-21-097, C10-21-098, C12-21-099 UNMC SADDLE CREEK CAMPUS Page 2 RML Lot and Street Layout: Coordinate with Public Works on an acceptable design and layout for the lots, streets, and rights-of-way west of Saddle Creek Road between Leavenworth Street and Jones Street. Right-of-Way: Acquire and dedicate the Emile Street right-of-way. For any right-of-way vacation, coordinate with the City on the required process. Streets: Coordinate with Public Works on the design and traffic control of the intersection of 46th and Farnam Streets. Provide for median improvements along Saddle Creek Road as identified by Public Works. Coordinate with Planning and Public Works on the Complete Streets Design Guide design checklists. Sanitary Sewer: Submit the 30 percent design report for the sanitary sewer to the Public Works Design Division per Section 2.14 of the City’s Wastewater Collection Systems Design Manual. Sidewalks: Provide sidewalks along all street frontages as required by Section 53-9(9) and Chapter 55, Article XXII of the Omaha Municipal Code. All sidewalks shall comply with the design requirements for sidewalks in Transit Oriented Development districts pursuant to Section 55-924. UTILITIES: OPPD has identified a number of distribution and high voltage transmission lines on the property. Coordinate with OPPD on any grading, construction, or vegetation management plans proposed near these lines. Water, gas, and electricity will be provided as required by Chapter 53, Subdivisions, of the Omaha Municipal Code. GRADING AND DRAINAGE: Coordinate with Public Works on a potential voluntary partnership for regional stormwater mitigation measures through the CSO program. The development must comply with all stormwater management ordinances and policies, including no net increase in stormwater runoff and treatment of the first half inch of stormwater for water quality. PARKS AND OPEN SPACE: The Omaha Master Plan shows a trail connection between the Field Club Trail/UNMC Campus to Elmwood Park. This would fulfill a key connection identified by the Transportation Element of the Master Plan, providing a safer option for bicyclists to connect from Midtown and the Med Center to Elmwood Park and UNO. Provide a multi-use trail connection from Emile Street and Saddle Creek Road to 48th and Howard Streets. Continue to coordinate the specific routing and design of this connection with the Planning and Parks Departments. Case #C10-21-097, C10-21-098, C12-21-099 UNMC SADDLE CREEK CAMPUS Page 3 RML LAND USE AND PLANNING: Future Land Use: The Omaha Master Plan identifies this area as appropriate for transit oriented development. The proposed TOD zoning is appropriate. The southern-most identified site is currently zoned GI-General Industrial District, but is proposed for rezoning to CC District. Based on the location of the property at the intersection of Leavenworth Street and Saddle Creek Road, the proposed CC District is appropriate. In addition, the ACI-2 Area of Civic Importance Overlay District is currently in place on the site. The ACI Overlay District will be repealed from all areas of the project boundary being rezoned to TOD, but will remain in place on Lot 6 (identified as Lot 1 on the Final Plat). Transit Oriented Development: Pursuant to Section 55-924 concerning sidewalk standards for urban design districts, a minimum 18 feet shall be provided behind the curb for sidewalks and associated right-of-way landscaping. This standard applies to all lots fronting on public streets, including Saddle Creek Road, Emile Street, 48th/Jones Street, and 46th Street. Submitted materials include some, but not all, street sections. Based on submitted materials, the following comments apply: 1. Section A-A is non-compliant on the east side (right side of detail). Increase right-of-way width by 6 feet. 2. Section B-B does comply, but does not match submitted plans. Eight (8) feet of landscaping is shown on the left side of the section to occupy the same space as sidewalks shown on submitted plans. Clarify the proposed design on both plans and street section documents. 3. Section C-C does not comply. Revise plans to provide a minimum of 18 feet behind the curb for each side of the street. 4. Provide section details meeting urban design standards for all known sidewalk conditions along Saddle Creek Road, Emile Street, 48th/Jones Street, and 46th Street as demonstrated in the public improvement plan OPW54229. 5. Coordinate approval of final sidewalk conditions with Planning Department, Urban Design division staff. TOD zoned areas are subject to the Bicycle Parking Requirements in Section 55-745, which will be enforced on a lot-by-lot basis at time of building permit. ANALYSIS: Conditionally, the Revised Preliminary Plat and Final Plat generally comply with the goals and policies of the Omaha Master Plan and Chapter 53, Subdivisions of the Omaha Municipal Code. RECOMMENDATION: Approval of the rezoning from GO, GC, and GI to CC, TOD-2-MX and TOD-1-MX. Approval of the repeal of the ACI-2 Overlay District for Lots 2-7 (as identified on the Final Plat document). Approval of the Revised Preliminary Plat, subject to the following conditions: 1. Revise the Preliminary Plat and/or Final Plat document to reflect the same lot numbers on each plat. 2. Provide for all improvements identified in the final approved traffic study. 3. Coordinate with Public Works on an acceptable design and layout for the lots, streets, and rights-of-way west of Saddle Creek Road between Leavenworth Street and Jones Street.
