support for the library strategic planning process be prepared for placement
on the May 21, 1996 City Council Agenda.

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS, the City Council and the Library Board of Trustees entered into an
agreement by virtue of a Resolution approved by the City Council on or about March 19, 1996; and,
WHEREAS, the Agreement approved by the City Council contained an
understanding that the Library Board of Trustees would"promptly" endeavor to establish a strategic
plan for the Library; and,
WHEREAS, the City Council believes that strategic planning which addresses the
following topics is a laudable endeavor:
► Governance structure - ► Funding levels
• Use of technology Library materials
► Library facilities planning ► Staffing levels and training
► Library hours Marketing of library services
• Cooperation with other libraries ► Long term Omaha education plans
' Literacy and social action activities Outreach to children&teenagers
► Economic development ► Quality of life components

WHEREAS, the City Council intends by this Resolution to indicate its support for
the establishment of an objective and impartial committee charged with strategic planning which
addresses the specific topics identified herein and any additional topics necessary to a comprehensive
review of the Library's operations,policies and procedures. •
NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF OMAHA: •
THAT, the City Council of the City of Omaha hereby expresses its support of the
