The site is bounded by Fowler Avenue, 45th Street, Ames Avenue and 46th Street. The Redevelopment Area is part of a portion of the city that was declared blighted and substandard by the Omaha City Council on June 2, 1992. The 6.8 acre Fontenelle View Redevelopment Area contains a former nursing home structure and an adjacent residential building. Both structures are vacant and deteriorated, the complex is functionally obsolete and the property is in tax foreclosure. The Redevelopment Plan proposes a new subdivision comprised of single-family detached houses that is compatible with the surrounding neighborhoods. The site plan proposes the construction of approximately 48 three bedroom owner occupied houses with new streets and public utilities. In addition to City of Omaha housing rehabilitation activities, some of the recent public and private investment in the neighborhood includes the Monmouth Park subdivision, the Butler-Gast YMCA, the renovation of Fontenelle Park, the Skinner Magnet School and the renovation of Central Park Elementary School and North High School. The new single-family houses proposed for the Fontenelle View Redevelopment Area will support continued neighborhood revitalization efforts by attracting new owner occupants to the area. The Fontenelle View Redevelopment Plan provides for the City of Omaha to acquire the vacant St. Vincent Nursing Home property,demolish the dilapidated structures,construct public improvements and assist with buyer financing. The City will advertise for a developer to construct and market new homes to owner occupants. The estimated total project cost is $5,970,000. The City proposes to allocate approximately $2,650,000 in current and future Community Development Block Grant (CDBG)funds or a combination of CDBG funds and Street and Sewer Bond funds, if available. An estimated $3,320,000 in private funds will be expended for construction of the homes. The City of Omaha has had the property appraised and the current property owner has agreed to accept the City's offer. In the event that the City is unable to purchase the property as agreed,the Redevelopment Plan authorizes the use of the eminent domain process to assist in the acquisition of the property. EXISTING CONDITIONS Population and Demographics The Fontenelle View Redevelopment Area is located in Census Tract 60 which is generally bounded by Fort Street, 30th Street, Ames Avenue and 49th Street. The Census Tract contained 4,434 persons according to the 1990 U. S. Census. The population declined by only 5 people since the 1980 Census. African-Americans comprise 57.8 percent, whites comprise 38.8 percent and others comprise 3.4 percent of the population. There are no people living in the Redevelopment Area itself. The median household income in Census Tract 60 is $17,866. This amount is 66.3 percent of the 1989 citywide median household income of $26,927. The Redevelopment Area is within the Community Development Block Grant program low and moderate income area. Home owners occupy 58.6 percent of the housing units in Census Tract 60. This percentage is similar to the Page 1 citywide figure of 59.2 percent. S. Census Existing Land Ilse and Zoning The Fontenelle View Redevelopment Area contains approximately 6.8 acres. The site is a single parcel containing the former St. Vincent Nursing Home and an adjacent, related residential structure. The existing land use is residential. With the exception of a small commercial area to the southeast, residential land uses surround the Redevelopment Area on the north, east and west. Fontenelle Park is adjacent to the site on the south. The zoning of the Fontenelle View Redevelopment Area is R8, High Density Multiple-Family Residential District. This zoning designation is intended to accommodate high density multiple family housing and is appropriate for the site's former use as a nursing home. The surrounding zoning is predominantly R4,Single Family Residential District. (See Exhibit 1.) Building Conditions The Redevelopment Area contains a six-level former nursing home building of approximately 137,000 square feet and a detached two-level residential structure of about 2,300 square feet. Both buildings were built in 1951 as the St. Vincent's Home for the Aged and share some building systems. The buildings are not habitable in their current condition. In addition to its condition, the design of the nursing home structure is functionally obsolete in today's market for nursing homes and elderly housing facilities. Attempts to renovate the complex as a retirement home and as an assisted living facility have failed and the property is in tax foreclosure. Utility Service Public utilities serving the Fontenelle View Redevelopment Area are adequate for the existing and the proposed land uses. Gas and water mains and sewers are located within the street rights-of- way. Transportation Ames Avenue, a four lane east-west minor arterial street, forms the south boundary of the Redevelopment Area. Fontenelle Boulevard, located one block to the east, provides north-south Page 2 • connections and, together with Ames Avenue,provides access to the metropolitan freeway system. Local circulation is provided by 45th Street,46th Street and Fowler Avenue. All streets are paved and have with curb and gutter. The transportation system is adequate to meet existing and future needs. Public transportation service is provided eastbound and westbound on Ames Avenue. Northbound and southbound service is accessible at 42nd Street and Ames Avenue. These routes link the area to the remainder of the public transportation system. DEVELOPMENT PLAN The neighborhoods abutting the Fontenelle View Redevelopment Area on the north, east and west are comprised of primarily single family homes. Although there are some substandard structures, the majority of homes are essentially sound and a continued program of rehabilitation will ensure that these neighborhoods remain viable residential areas. Fontenelle Park is directly south of the Redevelopment Area. The major blighting influence in the area is the former St. Vincent Nursing Home property. The development plan proposes a new infill single-family subdivision in the Fontenelle View Redevelopment Area that is compatible with the surrounding neighborhoods. The site plan proposes the construction of 48 new three bedroom owner occupied houses with new streets and public utilities. The estimated project cost is $5,970,000 in public and private funds. Property Acquisition The Redevelopment Plan proposes that the City of Omaha acquire the St. Vincent Home site, which comprises the entire 6.8 acre Fontenelle View Redevelopment Area. The property is vacant and in tax foreclosure. The City of Omaha will have the property appraised and will offer just compensation to the property owner. Every attempt will be made to acquire property through negotiated agreement between the property owner and the City. In the event that the City is unable to negotiate the purchase, the Redevelopment Plan authorizes the use of the eminent domain process to assist in the acquisition of the property. Infill Housing Development The proposed site plan provides for 48 single family houses to be constructed in a new subdivision. The Redevelopment Area will be cleared and graded and new streets, sewers, utilities and landscaping installed as generally shown on the site plan (See Exhibit 2). Preliminary floor plans and elevations for the three bedroom houses have been prepared (See Exhibit 3). A developer will be selected by the City and the developer will market the homes, secure financing and construct the houses. The Fontenelle View Redevelopment Plan proposes that the City of Omaha acquire the property in 1996. The City will advertise for a developer,clear the site and begin site preparation in 1997. In 1998 the City will complete site preparation and the selected developer would begin the construction of single family homes. The balance of the houses would be constructed between 1999 and 2001. Financing for the Redevelopment Plan is proposed to include private construction and permanent financing, buyer down payments, Community Development Block Grant funds and Street and Sewer Bond funds, if available. The total estimated cost of the plan is $5,970,000. The timing, Page 3 sources of funds and uses of funds are shown on the following table. The use of CDBG funds for this project meets the Community Development Block Grant program national objective of benefit to low and moderate income persons. Future Land TJse and Zoning The planned construction of infill houses will remove a deteriorated and obsolete nursing home development and replace it with single family detached housing. The future land use will be residential. The Redevelopment Area will be replatted into a proposed 48 lot subdivision (See Exhibit 2). The existing R8 High Density Multiple-Family Residential District is appropriate for the proposed new development. Master Plan The Fontenelle View Redevelopment Area is located within the North Omaha Community Planning District of the City Development Plan. This plan calls for expanding employment opportunities, conserving neighborhoods, promoting commercial development, supporting the historic heritage and mitigating environmental problems. The Redevelopment Plan is consistent with the City Development Plan. The plan conserves neighborhoods by removing blighted conditions and by providing decent, safe and sanitary new housing. The project promotes commercial development and the resultant employment opportunities by attracting new households which expand the market for goods and services. Environmental problems caused by deterioration and weeds and litter will be alleviated. The plan will have no effect on historic properties.
