That section 10-246 of the Omaha Municipal Code is amended to read as follows: 8 Sec. 10-246. Emergency expenditures. 9 Reimbursement may be made to city employees for the actual cost of sundry items 10 acquired for the city under emergency circumstances on official city business on the 11 recommendation of the appropriate department head and approval of the mayor. The 12 emergency purchase purchased items shall be limited to amounts not to exceed five 13 dollars($5.00)amounts as set by the finance director. Such purchases shall be confined 14 to the purchase of repair or supply items necessitated by emergency situation. All such 15 purchases shall be evidenced by vendors' invoices or receipts. 16 Section 2. That section 10-262 of the Omaha Municipal Code is amended to read as follows: 17 Sec. 10-262. Community disaster. 18 When it shall appear to the city council that any fire, flood,tornado or other event 19 or series of events shall cause such extensive damage to the homes and property of the 20 residents of the city, the council may pass a resolution whereby all persons whose 21 property has been so damaged may obtain the requisite permits for the repair or 22 reconstruction of property so damaged, and all such persons shall be exempt from the 23 payment of fees fixed by this Code for permits issued or inspections made by the perms 24 city; provided that such 25 permits shall apply only to repair or restoration of property actually damaged by the 26 events of the community disaster, and shall be within such limitation as the city council 27 may impose by the passage of the herein mentioned resolution. 28 Section 3. That section 10-263 of the Omaha Municipal Code is amended to read as follows: 29 Sec. 10-263. School District of Omaha. • ORDINANCE NO. 33 7? PAGE 2 1 The School District of Omaha,in the county,is hereby exempted from the payment 2 of fees fixed by this Code for permits issued or inspections made by the builtliftg 3 city. 4 Section 4. That section 10-264 of the Omaha Municipal Code is amended to read as follows: 5 Sec. 10-264. Board of Regents, University of Nebraska. 6 The Board of Regents of the University of Nebraska, a corporation, is hereby 7 exempt from the payment of fees fixed by this Code for permits issued or inspections 8 made by the permits and inspections division of the housing and community 9 development department of the city upon any property which is within the corporate 10 limits of the city or within the area without the corporate limits of the city but subject to 11 the jurisdiction of the city. 12 Section 5. That section 10-265 of the Omaha Municipal Code is amended to read as follows: 13 Sec. 10-265. Metropolitan Technical Community College. 14 That portion of the Metropolitan Technical Community College area in the state 15 which is within the corporate limits of the city or within the area without the corporate 16 limits of the city but subject to the jurisdiction of the city is hereby exempt from the 17 payment of fees fixed by this Code for permits issued or inspections made by the permits 18 ci 19 Section 6. That section 10-266 of the Omaha Municipal Code is amended to read as follows: 20 Sec. 10-266. School District Sixty-six. 21 School District Sixty-six of the county is hereby exempted from the payment of 22 fees fixed by this Code for permits issued or inspections made by the permits and 23 city. 24 Section 7. That section 10-267 of the Omaha Municipal Code is amended to read as follows: 25 Sec. 10-267. School District of Millard. 26 That portion of The School District of Millard, in the county which is within the 27 corporate limits of the city subject to the jurisdiction of the city is hereby exempt from 28 the payment of fees fixed by this Code for permits issued or inspections made by the 29 30 city. • • ORDINANCE NO. 35 7 PAGE 3 • 1 Section 8. That section 10-268 of the Omaha Municipal Code is amended to read as follows: 2 Sec. 10-268. School District Fifty-four. 3 School District Fifty-four of the County which is within the corporate limits of the 4 city or within the area without the corporate limits of the city subject to the jurisdiction 5 of the city, is hereby exempt from the payment of fees fixed by this Code for permits 6 issued or inspections made by the 7 city. 8 Section 9. That section 10-269 of the Omaha Municipal Code is amended to read as follows: 9 Sec. 10-269. State School for the Deaf 10 The Nebraska State School for the Deaf in the county is hereby exempted from the 11 payment of fees fixed by this Code for permits issued or inspections made by the 12 13 of-the city, . 14 Section 10. That section 10-270 of the Omaha Municipal Code is amended to read as follows: 15 Sec. 10-270. Parochial, denominational schools. 16 All parochial and denominational schools operated and conducted by any bona fide 17 religious organization within the corporate limits of the city or within the area without 18 the corporate limits of the city but subject to the jurisdiction of the city are exempted 19 from the payment of fees by this Code for permits issued or inspections made by the 20 permits-and-inspeetions-division-of-the-housing-and-eotinnunitr development-department 21 city. 22 Section 11. That section 10-271 of the Omaha Municipal Code is amended to read as follows: 23 Sec. 10-271. Housing Authority. 24 The housing authority of the city,a corporation,is hereby exempt from the payment 25 of fees fixed for permits issued or inspections made by the 26 division city upon any property which is within the corporate limits of the city or within 27 the area without the corporate limits of the city subject to the jurisdiction of the city. 28 Section 12. That section 10-172 of the Omaha Municipal Code is amended to read as follows: 29 Sec. 10-272. City departments. • ORDINANCE NO. 3 PAGE 4 1 (a) All departments, commissions,bureaus,and other branches of the municipal 2 government of the city, including the public library and health department, are hereby 3 exempted from the payment of fees fixed for permits issued or inspections made by the 4 city. provided that this section shall not exempt any 5 person performing work or providing material for the city under a contract from the 6 payment of the said fees for permits or inspections by the permits and inspections 7 division,unless contract shall have been awarded pursuant to a call for bids in which the 8 payment of fees shall be expressly waived or, in case the contract shall not have been 9 entered into pursuant to competitive bidding, unless the negotiations between the 10 contractor and the city shall exclude the payment of fees and the written contract so 11 provide. 12 (b) Nothing contained in paragraph (a) shall be construed as exempting any 13 department, division,commission,bureau, or other branch of the municipal government 14 of the city, including the public library and the health department, from securing all 15 permits and undergoing all inspections required by this Code issued or made by the 16 permits and inspections division. 17 (c) Nothing contained in paragraph (a) shall be construed to apply to other 18 municipal, quasi-municipal, or public service corporations or any governmental 19 subdivision other than the city. 20 Section 13. That section 10-273 of the Omaha Municipal Code is amended to read as follows: 21 Sec. 10-273. County government. 22 (a) All departments,commissions,bureaus,and other branches of the government 23 of the county are hereby exempted from the payment of fees fixed for permits issued or 24 inspections made by the city;provided that this section 25 shall not exempt any person performing work or providing material for the county under 26 a contract from the payment of the said fees for permits or inspections by the permits and 27 inspections division, unless the contract shall have been awarded pursuant to a call for 28 bids in which the payment of fees shall be expressly waived or,in case the contract shall 29 not have been entered into pursuant to competitive bidding, unless the negotiations 30 between the contractor and the county shall exclude the payment of fees and the written 31 contract so provide. 32 (b) Nothing contained in paragraph (a) shall be construed as exempting the 33 county or any department, division, commission, bureau, or other branch of the 34 government thereof from securing all permits and undergoing all inspections required by 35 this Code issued or made by the permits and inspections division. • • • ORDINANCE NO. 33 eG PAGE 5 1 (c) Nothing contained in this section shall be construed to apply to other 2 municipal, quasi-municipal, or public service corporations or any governmental. 3 subdivision other than the county. 4 Section 14. That section 10-274 of the Omaha Municipal Code is amended to read as follows: 5 Sec. 10-274. Airport authority. 6 The airport authority of the city, a public corporation, is hereby exempted from the 7 payment of fees fixed for permits issued or inspections made by the-permits-and 8 cct 0ns aivi io_ city upon any property which is within the corporate limits of the 9 city or within the area without the corporate limits of the city which is subject to the 10 jurisdiction of the city. 11 Section 15. That section 10-276 of the Omaha Municipal Code is amended to read as follows: 12 Sec. 10-276. Fee for service. 13 (a) A fee shall be imposed upon each user for the transport in a publicly owned 14 ambulance or rescue vehicle,which may include the administration of basic or advance 15 life support services by the fire division department personnel in accordance with the 16 schedule of charges stated below. 17 (1) Basic life support services with transport to a medical facility $7-5280.00 18 (2) Advanced life support services with transport to a medical facility $7§280.00 19 When a single transport involves multiple users,the full fee shall be charged to each user 20 transported; further, no other charges shall be imposed by the city upon the user for 21 services rendered pursuant to this article. 22 (b) For purposes of this article,persons responsible for the payment of the fees 23 charged pursuant to this section shall include users and those having legal responsibility 24 for the payment of such expenses incurred by user. 25 (c) Maintenance of Records. The fire division department shall maintain records, 26 in connection with services provided pursuant to this article, and shall forward these 27 records to the city finance department, which shall be responsible for the billing and 28 collection of accounts due and owing, including the right to contract for billing and 29 collection, subject to the approval of the city council. • • • . • • • ORDINANCE NO. ,. „324C), PAGE 6 1 Section 16. That this Ordinance shall be in full force and take effect fifteen days from and after 5 the date of passage.
