If re-conditioned drums are supplied,they shall be equipped with a new ring and locking device. DESCRIPTION Scope - This purchase description covers a pigmented binder which when applied either during daytime or nighttime hours, with specialized marking equipment, shall virtually eliminate the need for wet-line protection and its subsequent congestion of traffic. 2. DEFINITION OF TERMS Wherever in these specifications the following terms, or pronouns to designate such terms, are used, the intent and meaning shall be interpreted as follows: _ a. City: City of Omaha, Nebraska b. Engineer: Traffic Maintenance Engineer, Omaha, Nebraska c. Inspector: An authorized representative of the Engineer, assigned to the making of inspection as herein prescribed. d. Manufacturer: The successful bidder and person or agency accepting responsibility of the manufacture and delivery of paints in accordance with these specifications. 3. GENERAL REQUIREMENTS a. Materials: The choice of class, type and brand of all ingredient materials is left to the discretion and ingenuity of the manufacturer. All materials shall conform to the latest revision of the American Society for Testing Materials specifications wherever such specifications apply. b. Testing: As specified in this proposal, the binders shall be sampled and tested in accordance with the appropriate method in the Federal Test Method Standard No. 141 . If no method exists in the Federal Test Method, the appropriate ASTM Method shall be used. Under all conditions the most current test procedure shall be used to determine the suitability of the paint provided. Page 2 of 6 • c. Manufacture: The ingredient materials shall be mixed and ground to produce a homogeneous paint, free of foreign material which will not thicken, gel, liver, curdle or settle on long periods of storage, and shall be readily broken up to a uniform condition capable of application without clogging the spray gun nozzle or causing other operating difficulties. The paint must dry to an elastic adherent finish and show no appreciable discoloration with age. The volatile material shall have a minimum solvent action on asphalt. The non- volatile matter shall be of such quality that it will not darken or become yellow when a thin section is exposed to sun- light. The manufacturer's equipment and process shall be made avail- able for inspection by an authorized inspector. The pigmented binder shall be formulated and manufactured from first-grade raw materials, and shall be free from defects and imperfect- ions that might adversely affect the serviceability of the finished product. The material shall show no pigment settling upon storage in the sealed containers as received, that will affect the performance of the product without remixing. The pigmented binder shall provide the proper anchorage and specialized equipment operated as specified. d. All prospective suppliers will be required to furnish a notarized analysis and manufacturer's guarantee in triplicate. Such analysis shall state the complete composition and shall show the percentages of each of the raw materials used in formulating the paint. The manufacturer's guarantee shall certify that the paint will comply with these specifications. The manufacturer's formulation will be treated as confidential and will not be revealed without his consent. 4. FIELD SERVICE REQUIREMENTS/REJECTION OF MATERIAL a. After the paint has been delivered, the Engineer may take representative samples from the containers during the progress of the work and examine the samples for compliance with the specifications. Should the paint at any time within a twelve ( 12) .month period following its acceptance develop any condi- tion denoting failure to comply with the specifications the remaining paint will be rejected. b. The paint pigment shall be well grounded and be properly dispersed in the vehicle. The pigment shall not cake or thicken in the container, and shall not become granular or curdled. Any settlement of pigment in the paint shall result in a thoroughly wetted, soft mass permitting the complete and easy vertical penetration of a paddle. Settled pigment shall be easily redispersed with minimum resistance to the sideways 1 Page 3 of .6 manual motion of the paddle across the bottom of the container to form a smooth uniform product of the proper consistency. If the paint cannot be easily redispersed, due to excessive pigment settlement as described above, or due to any other cause, the paint shall be considered unfit for use. c. The paint shall retain all specified properties under normal outside storage conditions for twelve ( 12) months after acceptance and delivery. The vendor shall be responsible for all costs and transportation charges incurred in replacing paint that is unfit for use. The properties of any replace- ment paint shall remain satisfactory for twelve ( 12) months from date of acceptance and delivery. 5. DETAIL REQUIREMENTS a. Formulation and Manufacturers - The White 'Traffic Paint shall contain not less than 22% Titanium Dioxide and not more than 54% inert pigment. The vehicle shall consist of Alkyd Resin, Chlorinated Rubber dissolved in Methylethlketone. The pigment of Yellow Traffic Paint shall contain not less than 22.3% Chrome Yellow and not more than 53% of inert pigments . b. Color: The color of the yellow paint shall visually match color chip No 33538 of Federal Standard 595a. In case of dispute, the color shall be within the green and red tolerance limits when compared with the standard color chips of the "Standard Yellow for Highway Signs and Markings" - U.S. Department of Transportation, Washington D.C. c. Viscosity: The viscosity shall be not less than 75 Kreb Units nor more than 95 Kreb Units at 25 degrees Centigrade (77°F ) . d. Drying Time: The reflectorized line when applied with the glass spheres to binder, shall dry to no pick-up in 180 seconds or less. The line for this test must be applied with the specialized striping equipment operating so as to have the pigmented binder at a temperature of at least 150 degrees Fahrenheit at the spray orifice at the specified coverage rate. This minimum dry time shall not be exceeded when the pavement temperature is 120 degrees Fahrenheit or less and under all humidity conditions, providing that the pavement is dry. The no pick-up time shall be determined with the method and apparatus described in A.S.T.M. Designation D-711 except that it is to be used under the conditions specified above. • Page 4 of 6 e. Bleeding: There shall be no bleeding or discoloration of the paint film when subjected to the prescribed test. f. Water Test: There shall be no blistering, peeling, or wrinkling of the paint film when subjected to the prescribed test. g. Flexibility: The film shall not crack when subjected to the prescribed flexibility test. h. Adhesion: There shall be no cracking, chipping or peeling when subjected to the prescribed adhesion test. i. Fineness: The fineness of grind shall not be less than 3 Hegman Units. j . Skinning: There shall be no skinning in a half filled pint container in less than 24 hours. k. Settling: The pigment shall not settle or cake in the container on long periods of storage. An accelerated method of settling evaluation is listed under test. 1. Abrasion: When subjected to the specified Taber Abrasion Test, the loss in weight of paint film shall not be more than one-tenth (0. 1) gram per one thousand ( 1000) revolutions. m. Hiding: The paint shall completely hide black when applied as described in the prescribed test. n. Film Appearance: The paint shall dry to a flat finish. 6. TESTING PROCEDURE Testing of the paint shall be in accordance with the most current methods specified by the American Society for Testing Materials, Federal Test Method Standard No. 141 , or alternate tests and methods approved by the Engineer. Drying Time: Dry to no-pickup shall be determined by the Method of Test for Dry to No-Pickup Time of Traffic Paint , ASTM D-711 except that the film thickness shall be applied at the rate of fifteen ( 15) gallons per mile of solid four (4) inch stripe. Page 5 of 6 e. Bleeding: Flow the paint onto 100 penetration asphalt at least one-fourth ( 1/4) inch thick at seventy-seven degrees Fahrenheit (77°F) . Examine when the paint is dry. f. Water Test: Apply the paint, 0.003 inch dry film, on 31 gage tin panels. Air dry at seventy-seven degrees Fahrenheit plus or minus four (77°t4) for twenty-four (24) hours. Place in boiling water for fifteen ( 15) minutes. Examine for film appearance. g. Flexibility: Apply the paint 0.003 inch dry film, on 31 gage tin panels. Air dry at seventy-seven degrees Fahrenheit plus or minus four (77°F±4) for at least two (2) hours, bake at one hundred five plus or minus five ( 105± 5) degrees centigrade for at least four (4) hours, cool to seventy-seven degrees - Fahrenheit (77° F) and bend rapidly over a one-half ( 1/2) inch diameter mandrel. h. Adhesion: Prepare the panel as for the flexibility test and. strike a sharp low with a ball peen hammer with the panel on one-eighth ( 1/8) inch rubber to cause indentation of 0.05 inch to 0. 10 inch. i. Fineness: Test to be performed according to ASTM D1210. j . Skinning: Examine a half pint container one-half ( 1/2) full after twenty-four (24) hours. k. Settling: A 100 ml. centrifuge tube filled with paint and revolved for two (2) hours at a speed producing a centrifugal force of 250 pounds should not show a separation of more than 1/2 inch of vehicle, and the pigment in the bottom of the tube should be soft and readily dispersed with a spatula in the tube. 1. Abrasion: Federal Specification TT-P-141a Method 619.2 Panels may be coated by dipping of spraying, or by means of film applicator. Dry at seventy-seven degrees Fahrenheit plus or minus four (77°F±4) for twenty-four (24) hours, cure at one hundred twenty degrees Fahrenheit ( 120°F) for seventy-two (72) hours, cool to room temperature and subject to Taber Abrasion Test using CS-10 wheels, 1000 gram load per wheel and at least 500 revolutions. The dry film thickness should not be less than 0.003 inches prior to testing. m. Hiding: The binders shall have sufficient dry hiding power to completely hide the black and white squares of a hiding power chart (Form 05 of the Morest Company) when applied in the following manner: A 0.015 inch wet film of paint, as deter- mined by an Interchemical Wet Film Thickness Gauge, shall be Page 6 of 6 applied to a hiding power chart and the film allowed to dry for at least four hours. The dry film shall completely hide the black and white squares when observed in a light approxi- mating northern sky light at a distance of three feet. n. Film Appearance: Visual examination of dry film on tin panel. 7. PACKAGING AND MARKING Paints manufactured under these specifications shall be shipped in containers, as specified in the bid blank and purchase order. The containers shall be constructed, sealed and packed so as to withstand rough handling. Paints received at destination in a damaged condition shall be rejected. Each container shall bear a label with the following information shown thereon: Name and address of manufacturer, shipping point, trademark or trade name, kind of paint, formula, or formula number referring to manufacturer's guaranteed formula, number of gallons, date and batch numbers. 8. AFFIDAVIT The successful bidder will be required to submit a certified affidavit that the paint manufactured complies with the formula- tion and these specifications. 9. BASIS OF PAYMENT The basis of payment shall be net volume (231 cubic inches to the gallon) . The contract price per gallon shall include freight to named destination, samples supplied for testing purposes, the performance of manufacturing containers, sealing and packing and delivery to designated point of destination.
