Transmitted herewith is a Resolution requesting a relaxation by the Board of Public Roads
Classifications and Standards of a specific design standard involved in the paving of Spring Street
from 35th Street to 36th Street. This construction project is part of a private paving district which
is required to handle increased traffic due to a subdivision adjacent to Spring Street. The
Subdivision is called Premier Place and has been presented to the Planning Board and will be
presented to the City Council.
The terrain of the adjacent properties necessitates a grade of approximately 14%to 15% for Spring
Street, which exceeds the maximum 10% current standard identified in Design Standard 0001.15.
The west intersection is limited by the existing paving on 36th Street. The eastern part of Spring
Street has existing homes on its southern border which do not allow a change in grade. The
relaxation of the standard must be considered and approved by the Board of Classifications and
Standards before the project can be constructed.
The Public Works Department requests your consideration and approval of the attached Resolution
and Agreement.

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS,the Board of Public Roads Classifications and Standards has established
design standards for all street construction in the State of Nebraska; and,
WHEREAS,Design Standard 0001.15 establishes a maximum grade of 10% for street
construction; and,
WHEREAS, Spring Street between 35th Street and 36th Street will be constructed
as private paving project in order to service a subdivision being built north of the street; and,
WHEREAS,existing construction at both ends of the paving project will not permit
the proposed grade of Spring Street to meet the 10% grade standard.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF OMAHA:
THAT, the City Council of the City of Omaha hereby requests a relaxation of the
maximum grade requirement in Design Standard 001.15,standards established by the Board of Public
Roads and Classifications,for the construction of Spring Street between 35th Street and 36th Street,
is hereby approved.
