Hal Daub,Mayor Honorable President and Members of the City Council, The attached proposed Resolution approves an amendment to the Downtown Northeast Redevelopment Plan. The amendment provides the opportunity for the City to assist in the development of the Briggs Pump Property located at 1006 Douglas and 113 South 10th Street into a 175 room Courtyard Hotel by Marriott. The project entails the adaptive reuse of some of the existing buildings preserving some of their historical character. The Redevelopment Plan provides for the utilization of tax incrementfinancing to assist in total project development. The project will cost approximately $17,000,000. Of the estimated cost, approximately $12,485,000 of hard construction costs will be utilized as a basis for generating the$1,519,000 of TIF financing that may be available to the project. The TIF loan will be repaid in 12.5 years, based on the increased taxes generated by the completion of the project that will provide approximately 110 employment opportunities. The project entails the conversion of some of the existing buildings to accommodate the hotel and new restaurant being proposed for the location. H %ELI " " ► ri \, / /\\.- GI 1 • AN AMENDMENT TO THE DOWNTOWN NORTHEAST • REDEVELOPMENT PLAN REDEVELOPMENT PROJECT NUMBER 3 Introduction The Downtown Northeast Redevelopment Plan was approved by the Planning Board on November 6, 1996, and by the Omaha City Council on December 17, 1996. The Redevelopment Plan area is bounded by I-480 on the north to Eighth Street on the east, 17th Street on the west, and Douglas Street on the south. The Plan established broad guidelines for the general development of the area. There were several development sites identified within the area that provide significant opportunities for major private investment to continue the expansion and growth in the Downtown core. These development opportunities complement the announced projects that are in process. The "Courtyard Hotel by Marriott" continues the City of Omaha's effort to expand Downtown and provides the opportunity to enhance the area by bringing two new business to Omaha that will provide approximately 110 new employment opportunities. The project is unique in that it saves and develops the "Briggs Pump" property which has historic significance and has been submitted for designation and placement on the National Register. This redevelopment project meets the objectives of the City's Master Plan by: • reducing blight in a designated area, • preventing the loss of pre-existing tax revenues, • creating two new businesses, a Marriott Hotel and a first-class restaurant in Downtown Omaha • creating jobs and specifically creating approximately 70 low/moderate-income jobs, • and eliminating a blighted property - not only eliminating a blighted structure, but turning that blight into a property that is National Registered. Historic Restoration, Incorporated ("HRI") Redevelopment Project Courtyard Hotel by Marriott Project Description Historic Restoration, Incorporated ("HRU) of New Orleans, Louisiana, as developer and managing general partner of a to-be-formed limited partnership plans to redevelop the entire City Block 100 in Downtown Omaha into a 175 room limited service hotel managed by Courtyard by Marriott, which will include approximately 7,500 square feet for a commercial tenant. In addition, HRI has acquired Lots 7 and 8, City Block 101 on the west end of Tenth Street which will be used to provide surface parking for 135 cars for the hotel. Because their parking is necessary to support the successful completion of this project and is adjacent to the hotel project site, it will not be necessary for the developer to obtain a special use permit for this much needed parking lot. Planned hotel amenities include an enclosed rooftop pool, outdoor rooftop deck area, exercise room, on-site fenced parking area, meeting rooms, limited restaurant and lounge. The 7,500 square feet commercial area is planned as an upscale, full- service restaurant that will not be associated with the hotel operator or its operation. The 1.761 acre site, bound by Tenth Street on the west, Dodge Street on the north, Ninth Street on the east and Douglas Street on the south, is one of the Downtown Northeast Redevelopment Plan targeted V 1 . - redevelopment sites, and it is one of the first blocks every person sees as they enter Omaha from the airport along Tenth Street. As a limited service hotel catering primarily to business travelers, this site allows excellent visibility and access to Downtown Omaha. HRI's feasibility studies indicate that this site, when redeveloped, is an excellent anchor for the northeast corner of Downtown, and as such, has excellent potential for success as a limited service hotel operated by Marriott's Courtyard brand name. Legal Description Generally, the entire Block 100, Lots 1 through 8, Cityof Omaha, Douglas Count Nebraska. The g g Y� formal legal description is enclosed. Lots 7 and 8, City Block 101 are also a part of the project but not included as a part of the TIF project boundary. Historic Rehabilitation All of HRI's 10 plus projects over a 15-year period have been renovations of Downtown properties that meet the Department of Interior's Standards for Rehabilitation. This project, as all of their other projects, will be put onto the National Register. Currently on the site, are five buildings (three one- story buildings, one five-story and one six-story building) and surface level parking. When the redevelopment is completed, the one-story buildings will have been removed, a new addition of approximately 35,000 square feet will have been added, linking the existing five- and six-story buildings together. Additionally, new surface parking for approximately 135 cars will be added with appropriate new perimeter fencing and landscaping. The multi-storied buildings (one of which is currently blighted, vacant and a potential hazard), will be completely gutted, environmentally remediated, with all new electrical plumbing and mechanical systems added, as well as a new roof, reconditioned windows and all new interior finishes. All construction work will be done in accordance with all local, State and Federal codes and with the approval of the Nebraska State's Historical Society and the National Park Service. HCI Construction and Design ("HCI"), an affiliate of BRI, will act as the bonded general contractor, licensed in the State of Nebraska. HCI will employ local labor and subcontractors for this project. Financing The Partnership will invest approximately $3,500,000 of equity into this project and HRI, through one of its existing lender relations, will secure approximately $12,250,000 of first mortgage debt. All the sources of financing are subject to final negotiations and HRI's ability to secure TIF of approximately $1,521,000, net of capital interest. HRI has recently initiated a dialog with a local Omaha bank as a potential buyer of the TIF bonds for this project. The TIF loan will be repaid in 12.5 years based on the increase in taxes resulting from completion of the project. The total project cost is approximately $17,000,000 which includes the development of the commercial space. Project Schedule The schematic design phase and preliminary development of the project is complete. The project schedule envisions an initial closing and start of construction in July 1997 and an opening of the completed hotel and commercial space in the fourth quarter of 1998. 0 - New Jobs It is expected that the hotel and commerciaUrestaurant will provide approximately a total of 110 newly created jobs, of which approximately 85 will be full-time positions, of which 70 will be newly created jobs for low/moderate-income persons. These jobs will be in addition to the jobs created during the development and construction phases of the project. It should be noted that the property is currently owned and occupied by Briggs, Inc. of Omaha who, upon sale, will relocate their plumbing supply business within the Downtown Omaha area in a more modern 34,000 square foot facility. New Taxes The current valuation of the property is $905,000 and the 1996 real estate taxes were $23,415.08. Because of this current low valuation, the redevelopment of the property will not create losses of pre- existing tax revenues. Not only will this project not lower the current tax revenues on this block, but this project will help solidify property values in the immediate area. Preliminary estimates indicate that this project will increase the real estate taxes paid by over$100,000 per year. Blight The property is located within the Downtown Northeast Redevelopment Plan Area, which has previously been declared substandard and blighted. The existing five-story building, which represents approximately 50% of the existing square footage on the property, is vacant,.blighted and a potential hazard to the public. HRI has contracted with a local structural engineer who has indicated that even though the current appearance of the building is deplorable and there is a tremendous amount of deferred maintenance, the building is structurally sound. HRI intends to have this building returned to its former glory. This project meets the objectives of the City's Master Plan by redeveloping a blighted area. Public Improvements The Partnership does not anticipate using any of the TIF funds for public improvements. The TIT funds will be used for the acquisition and/or renovation of the project, which includes landscaping, sidewalks and curbs and gutters as required. Based on initial investigations, the site is adequately served with existing gas, water, sewerage and electric services. Zoning/Land Use The site is currently zoned Downtown Service (DS), but concurrent with the Amendment to the Downtown Northeast Redevelopment Plan, a rezoning application has been submitted requesting that the site be rezoned to Central Business District (CBD) as is most of the Downtown Northeast Redevelopment Plan area. Hotel and restaurant uses are permitted in both the DS and CBD zones. HMI has submitted to the Public Works Department, a property vacation application. The zoning change and vacation request provides greater flexibility in developing the project site. 3 0 . . - Utilities and Infrastructure The Downtown Northeast Redevelopment Area is very well served by utilities and public improvements, locations of which are reflected in the "urban grid" network within the Central Business District. Sewer The project site is well served by the existing sewer system. A portion of the sewer service within the area is in combined sewers although some sewer separations have been accomplished due to street reconstruction projects and construction of the Gene Leahy Mall. Typically, sewers are located in street rights-of-way and alleys where they serve the buildings within those blocks. Gas and Water The project site is well served by gas and water. Generally, gas and water lines are in the street right- of-way and follow the grid pattern within the area. Gas and water lines in some cases have been upgraded or replaced during street reconstruction projects, particularly in Dodge Street and Capitol Avenue. Streets Downtown's street grid prevails throughout the area. This grid has been interrupted by buildings constructed in several locations that include 16th Street between Dodge and Capitol, 12th Street between Douglas and Dodge, and 11th Street between Capitol and Davenport. Traffic volumes are below the rated capacity of the streets within the Downtown Northeast Redevelopment Area. Figure 4 from the Downtown Northeast Redevelopment Plan illustrates the street system. Rail Service Rail service enters the area from the north along 12th Street to Capitol Avenue. The line turns east one block, then backtracks west on Capitol Avenue to serve the Omaha World Herald between 13th and 14th Streets. Building Conditions The physical condition of the buildings in the area is good, due in large part to the demolition of a significant number of buildings over the last several decades. However, a warehouse structure on the northwest corner of 12th and Davenport Streets is currently condemned. At the Planning Board meeting held on March 5, 1997, Mr. Ken Johnson, Economic Developer, presented these requests. Mr. Johnson stated that within the original Downtown Northeast Redevelopment Plan there were sites noted for future development. Two of the buildings will remain on the site and an addition will be constructed to connect the two buildings . Mr. Johnson stated that the rezoning and vacation requests are required to make the project work more efficiently. One of the parcels is zoned CBD and the other is zoned DS. Both zoning classifications would allow the project to go forward. Mr. Johnson stated that the vacations are for various areas around the site. The existing property encroaches over City rights-of- way in various locations. The vacations will clear up the encroachment onto the public right-of-way. Mr. Johnson stated they are proposing to use $1, 519, 000 in TIF to assist in developing the project. The project is in an area that has previously been declared blighted and substandard. The proposal meets the criteria of the community development law. It compliments the Downtown Northeast Redevelopment Plan as approved by the Planning Board. Mr. Tom Crumley, Historic Preservation, Inc . , owner and developer of the property, stated that this is not a new concept to restore and use older buildings for new uses . Mr. R. J. Brown, 4909 Davenport Street, stated that he is in favor of this project as it will enhance the riverfront redevelopment. No one appeared in opposition to these requests . Mrs . Jeffries noted that the Public Works Department has recommended denial of the vacation of the south 20 ' of Dodge Street, west of 9 Street . Mrs . Jeffries questioned if this would affect the project if that request were denied. Mr. Johnson stated that the developer has no problem with this area not being vacated. The project can be worked around that objection from the Public Works Department. Mr. Jensen stated that there may be some concern from a historic standpoint of retaining the dock area. Mr. Jensen stated that the Planning Department recommends approval of the amendment. Mrs .
