Transmitted herewith is a Resolution approving the award of a contract with Chas. Vrana & Son
Construction Co. for construction of the West Papio Trail, Phase II. This project will connect two
existing portions of the trail, beginning at Pacific Street, continuing south and connecting with the
existing trail in Oakbrook Meadows.
In accordance with the terms of the Grant Agreement executed for this project, approved by the City
Council by its Resolution, adopted January 7, 1997, and amended on April 22, 1997, the State of
Nebraska Department of Roads received bids for this work on May 22, 1997. The low bid received
was submitted by Chas. Vrana& Son Construction Co.
The following bids were received on May 22, 1997:

CHAS. VRANA & SON CONSTRUCTION CO. $743,382.45 (LOW BID)
Valley Corporation $807,758.05
Kiewit Western Co. $876,816.09
Luxa Construction Company, Incorporated $907,591.00
Hawkins Construction Company $933,477.34
This project will be constructed with assistance from the Federal Highway Administration providing
80% of costs determined eligible for such assistance, but not to exceed$500,000.00.
The City of Omaha has agreed to provide the required 20%match and any project expenditures over
the state's $500,000.00 grant limit. However,the Papio-Missouri River Natural Resources District
will reimburse the City for 50%of any required City funds.

Chas. Vrana & Son Construction Co. has filed the required Annual Contract Compliance Report
Form, CC-1, in the Human Relations Department; the last review of this firm by the Human .
Relations Director showed the contractor in compliance with Ordinance 28885, however, the
Director will review the firm to determine its continued compliance with that ordinance.
The Parks,Recreation and Public Property Department requests your consideration and recommends
your approval of this Resolution and contract award.

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS,the City of Omaha(herein"City") is desirous of connecting two existing
portions of the West Papio Trail,beginning at Pacific Street,continuing south and connecting with
the existing trail in Oakbrook Meadows; and,
WHEREAS, the City of Omaha is eligible for assistance from the Nebraska
Department of Roads which will provide 80%of eligible project cost not to exceed$500,000.00 and
the City has agreed to pay the match required 20%and any project expenditures over$500,000.00,
as detailed in the Grant Agreement executed for this project and approved by the City Council by its
Resolution,January 7, 1997 and amended on April 22, 1997; and,
WHEREAS, in accordance with the terms of that Grant Agreement, the Nebraska
Department of Roads received bids for this project on May 22, 1997, with Chas. Vrana & Son
Construction Co., submitting the low bid of$743,382.45; and,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF OMAHA:
THAT, the City concurs with the selection of Charles Vrana & Son Construction
Company in the amount of$743,382.45,being the lowest and best bid received for the construction
of West Papio Trail,Phase II.
THAT, the City does not desire to perform any of the work involved in this project
with City forces in lieu of performing this work by the contract method.
BE IT FURTHER RESOLVED:
THAT,the Mayor and City Clerk are hereby authorized to execute the construction
contract on behalf of the City; and,

THAT, the Finance Department is authorized to pay the City's share of this project
cost from Park Bond Fund 323, Agency 120, Organization 1295 currently estimated to be
$243,382,45.
FURTHER THAT, this authorization replaces the prior expenditure estimate
contained in the April 22, 1997 amended Resolution.
