and Cable franchise issues. Telechoice the cable arm of U S WEST needed a favorable vote from the
City Council to operate that franchise. This was accomplished in August 1996.

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS, the continued revitalization of Omaha's distressed areas is a major
priority of the City; and,
WHEREAS,the State of Nebraska, on June 20, 1994, accepted Omaha's Enterprise
Zone strategic plan and designated a portion of Omaha as a state enterprise zone under the Nebraska
Enterprise Zone Act; and,
WHEREAS, the U.S. Government, on December 20, 1994, accepted Omaha's
Enterprise Community strategic plan and designated a portion of Omaha a federal enterprise
community under the Empowerment Zones/Enterprise Communities program of the Omnibus Budget
Reconciliation Act of 1993; and,
WHEREAS, on May 23, 1995, the City Council accepted the Nebraska Enterprise
Zone designation;and,
WHEREAS,the Enterprise Zone Act of the State of Nebraska provides that there be
an Enterprise Zone Association Board appointed by the Mayor and approved by the City Council to
govern Omaha's Enterprise Zone Program; and,
WHEREAS,the Enterprise Zone Association Board shall consist of seven members
who are property owners, residents, business operators, or users of space within the proposed
enterprise zone areas,as well as representatives of organizations furthering zone purposes and goals;
and,
WHEREAS,the term of office of Kathleen O'Connor expires on July 31, 1997; and,
WHEREAS, the Mayor has appointed Inez E. Jenkins to a term of three years
commencing July 31, 1997 and expiring on July 31,2000.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF OMAHA:
