The attached proposed Resolution approves the NuStyle Development Redevelopment Plan for the
Bull Durham Limited Partnership Redevelopment Project located at 1013 Leavenworth Street. The
Plan proposes the conversion of two vacant historical warehouse buildings into a 48 unit apartment
complex and provides ground floor commercial space. The development will provide units rented
to tenants making less than 60% of the area median income.
The Plan proposes that the City participate in the development by providing $424,000.00 in Tax
Increment Financing and approximately$500,000.00 in CBDG Program financing. The total project
cost is estimated to be $4,793,850.00. The provision of additional low to moderate income housing
and the development of these two warehouse facilities on the southern border of the Old Market is
a significant enhancement to improving the quality of residential living in Downtown Omaha. This
development on the periphery of the Old Market area provides living accommodations for
individuals working in the service retail market of the Downtown area.
The Contractor has on file a current Annual Contract Compliance Report Form (CC-1). As is City
policy, the Human Relations Director will review the Contractor to ensure compliance with the
Contract Compliance Ordinance.

INTRODUCTION
The Bull Durham Redevelopment Plan provides the opportunity to adaptively reuse vacant historical
buildings in the Old Market area. The Bull Durham Apartment development consists of two five-story
buildings which will be completely rehabilitated and converted into moderate-income residential apartment
with commercial space on the lower level. The project will be designed for 48 units of spacious one, two
and three bedroom/one bath apartments with 12 units on each of the four upper floors. The entrance to the
apartments from the lower level will be through the main building entrance, flanked by two embellished
cast iron columns, down a corridor to an elevator and stairs which services the upper floors.
The commercial space will be on the lower level and will incorporate the existing dock and metal awning.
The building structure should allow for some very interesting and usable space which should be attractive
to several types of commercial users from office to retail and even restaurants. The commercial space at a
previous project leased rapidly and the tenant now employs about 20 people. It is anticipated that this
commercial spot will also create jobs, which is a great asset to the downtown area. The commercial
viability of this location should be greatly enhanced by the emphasis on pedestrian traffic via ramps and
walkways included in the plans for 10th Street bridge improvements.
Parking on site will be available in two separate areas with 31 spaces designated for apartments' tenants
and 15 spaces for commercial use. The possibility of additional parking on City-owned land adjacent to the
site under the 10th Street bridge will be explored.
All of the units will be rented to tenants making less than 60% of the Area Median Income. There will be
16 one-bedroom units renting for $380; 24 two-bedroom units rent for $450; and 8 three-bedroom units
renting for$515, which is a bargain in any area of Omaha and especially in the "Old Market". 8%of the
48 units will be accessible to either mentally or physically handicapped persons. Rents will be restricted to
the 49%income level for a 30 year period through a recorded land use restriction agreement. A partnership
will be created for the use of available tax credits with the Equity Fund of Nebraska,to provide top dollar •
for tax credits thereby increasing the leveraged private investment.
HISTORY
The Bushman Warehouse (Bull Durham Building) was built for W.M. Bushman in 1890. Designed by
Charles Cleves, the building was used primarily for dry storage and was built specifically to take advantage
of the railroad lines that were located south of the building. The Bushman Warehouse has two primary
facades; one for truck deliveries, the other for rail deliveries. Italianate details are visible with the arched
windows and dentil moldings under the cornice.
The Leavenworth Street facade is a five-story facade with three bays. The central bay is slightly larger
than the two end bays. All of the windows have segmented archeds with limestone sills and all have been
boarded over. A central door on the first level is flanked by window openings on either side. The entire
first level is covered by an iron and corrugated metal pent roof. The west facade is embellished by a
painted Bull Durham advertisement. This advertisement is significant to the history of the building.
The facade that faces south is a three story facae with similar details as the front: arched windows with
limestone sills and segmented arches. The first level has a central door and is flanked by two windows on
the east and one large opening on the west. The windows have all been covered.
The building retains a high degree of integrity with the existing architectural features and the Bull Durham
advertisement. This building is a contributing element to the Omaha Rail and Commerce Historic District
listed on the National Register of Historic Places, July 19, 1996. The building is significant as it helps to

describe the history of the railroad and commercial development in the downtown area of Omaha in the late
19th and early 20th centuries.
The "Bull Durham" warehouses were built as part of the economic boom times which fueled the
development of the "Old Market" area. These buildings are historically and architecturally significant
examples of the rich tradition of warehouse architecture of the City of Omaha, which is unequaled in the
state.
The building structure is heavy timber or "mill" construction, which was used at the time as a fire
prevention measure because the massive wooden members were much slower to ignite and to burn,
allowing time for fire suppression. These elements are in excellent condition and will be used to maximum
architectural effect wherever possible along with many other historical details and materials throughout the
building.
SITE CHARACTERISTICS
This 31,240 sq. ft. site presently included four vacant warehouses. The site is situated to the north -below
railroad lines and below the 10th Street Viaduct. These warehouses are included in a historical warehouse
district.
DEVELOPMENT PROPOSAL
The applicant demolished two of the four warehouses. The remaining warehouses and dock area located at
1007-13 Leavenworth, will be converted to a 48-unit multi-family, office and/or commercial development.
Future areas under the 10th Street Viaduct and west of the proposed site will be leased for additional
parking.
LAND USE AND PLANNING
The warehouses located at 1007, 1013 and 1017 Leavenworth Street were contributing buildings in the
Omaha Rail and Commerce Historic District. This District was listed on the National Register of Historic
Places on July 19, 1996, and is generally bounded by the railroad tracks, 9th, Jackson and 15th Streets
with the southeastern arm extending south to Pacific Street. Located along the main line of the original
transcontinental railroad, this district harbored the large scale warehouses needed for the jobbing trade,
manufacturing warehouses, and service.
ZONING
The Central Business District (CBD) permits uses which are consistent with the future development and
revitalization of the city's core. Mixed-uses are allowed and encouraged within this district. Uses in the
CBD district are exempt from requirements for off-street parking.
UTILITIES
The Bull Durham building is serviced by public utilities, sanitary and storm sewers.
TRANSPORTATION
The project site is located at 1013 Leavenworth and is adequately accessed through existing street systems.
FINANCING
The project is estimated to cost$4,793,850 financed through public and private sources. The project site is
currently valued at $145,000 by the County Assessor generating $3,751.60 in annual tax revenue. The
completed project will generate approximately $66,824 in annual taxes based on an estimated value of
$3,375,000. The TIF loan of$424,000 will be repaid in 13.5 years.

Notice is hereby given that the Omaha City Council has set Tuesday,

NuStyle Development Redevelopment Plan for the Bull Durham Limited
Partnership Redevelopment Project.
The Redevelopment project is located at 1013 Leavenworth Street. It
proposes the conversion of two vacant historical warehouse buildings into
a 48 unit apartment complex and provides ground floor commercial space.
The development will provide units rented to tenants making less than
60% of the area median income. The facility is located on the southern
border of the Old Market and is a significant enhancement to improving the

PARTNERSHIP REDEVELOPMENT PROJECT
Notice is herebygiven that the Omaha CityCouncil has set Tuesday,
September 9, 1997 at 2:00 o'clock P.M. as the date of Public Hearing on the
NuStyle Development Redevelopment Plan for the Bull Durham Limited
Partnership Redevelopment Project.
The Redevelopment project is located at 1013 Leavenworth Street. It
proposes the conversion of two vacant historical warehouse buildings into
- a 48 unit apartment complex and provides ground floor commercial space.
The development will provide units rented to tenants making less than
60% of the area median income. The facility is located on the southern
border of the Old Market and is a significant enhancement to improving the
quality of residential living in Downtown Omaha. This development on the
periphery of the Old Market area provides living accommodations for
individuals working in the service retail market of the Downtown area A •

Office.
Public Hearing will be held before the City Council of the City of

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS, the primary objectives of the City of Omaha's Master Plan and
Community Development Program are to encourage additional private investment and infill
development within inner-city neighborhoods; and to eliminate conditions which are detrimental to
public health, safety and welfare, by developing vacant, underutilized property within these
• neighborhoods; and,
WHEREAS,the approximately 31,223 sq.ft./.717 acre Bull Durham Redevelopment
Area is located at 1013 Leavenworth Street(see Attachment 1 for complete legal description); and,
WHEREAS, this Redevelopment Plan is located within an area previously declared
"blighted and substandard and in need of redevelopment" by City Council Resolution No. 1445
passed June 2, 1992 ; and,
WHEREAS, NuStyle Development Redevelopment Plan for Bull Durham Limited
Partnership Redevelopment Project provides for the renovation of two historical warehouse buildings
into 48 apartments with the provisions of ground level commercial space,as described in Exhibit "A",
attached hereto and made a part hereof; and,
WHEREAS,the NuStyle Development Redevelopment Plan for Bull Durham Limited
Partnership authorizes the use of Tax Increment Financing for public improvements as may be
required, acquisition and renovation; and,
WHEREAS,an Industrial Development Bond issue may be used in this blighted and
substandard area to assist with project financing; and,
WHEREAS, Section 18-2108 of the Nebraska Revised Statues requires the City of
Omaha to adopt a redevelopment plan before taking an active part in a redevelopment project;
including the division of ad valorem taxes under Sections 18-2147 through 18-2150,Revised Statutes
of Nebraska; and,
WHEREAS,the NuStyle Development Redevelopment Plan for Bull Durham Limited
Partnership Redevelopment Project was approved by the City of Omaha Planning Board on July 9,
1997.
