Hal Daub,Mayor • Honorable President • ' and Members of the City Council, - The attached proposed Resolution amends the City of Omaha's Fiscal Year 1997 Consolidated Submission for Community Planning and Development Programs (the "Consolidated Plan") approved by the City Council on December 3, 1996, by Resolution No. 3195. This amendment, if approved, transfers $100,000 in Community Development Block Grant (CDBG) funds from the Kountze Park Infill housing program to the 51st and Nebraska Avenue Redevelopment program. This transfer of funds would reduce the Kountze Park Infill budget to$150,000 and increase the 51 st and Nebraska Avenue Redevelopment budget to $180,000. The additional funding for the 51 st and Nebraska Avenue Redevelopment program would be used to provide four (4) deferred payment loans to purchasers of newly constructed single family houses. This transfer of funds from one housing development program to another is needed in order to address a growing demand for houses being constructed at 51 st and Nebraska Avenue. The Holy Name Housing Corporation is the non-profit developer for both programs and has requested this transfer of funds. Your favorable consideration of this Resolution will be appreciated. AMENDMENT' 2 = At_fJC C[M R997 Therefore, the City estimates that all funds allocated to the Kountze Park Infill program will directly benefit low and moderate income residents. 8. 24th and Grand Avenue Redevelopment (Saratoga Place): The City, in conjunction with the non-profit housing developer, Northeast Omaha Housing Corporation (NEO), will implement the 24th and Grand Avenue Redevelopment Plan covering the neighborhood bounded by Ames Avenue on the north, between Florence Boulevard and 24th Street, and south of the Storz Expressway. This effort will involve the acquisition and rehabilitation of substandard housing units and the construction of new single-family houses on vacant sites. Rehabilitated and constructed houses would subsequently be marketed by NEO to low and moderate income families. Incentives provided by the City include property acquisition, demolition of deteriorated structures, construction financing and mortgage assistance. The 24th and Grand Avenue project area is located within low and moderate income census tracts and mortgage assistance will be provided to low and moderate income households. Therefore, the City estimates that all funds allocated to the 24th and Grand Avenue program will directly benefit low and moderate income residents. Assemblage of the 24th and Grand Avenue redevelopment site is likely to result in displacement of homeowners and tenants. The City of Omaha's policy of minimizing such displacement of persons is contained in the City of Omaha Residential Anti-displacement and Relocation Assistance Plan. 9. Fontenelle View Demolition: This activity will implement the Fontenelle View Redevelopment Plan for the reuse of the former St. Vincent Nursing Home property at 4500 Ames Avenue. The City has started its acquisition of the site and, upon obtaining ownership, will demolish the improvements and initiate a plan to convert the site to a new subdivision comprised of 48 single-family homes. The Fontenelle View development is located within low and moderate income census tracts and mortgage assistance will be provided to low and moderate income households. Therefore, the City estimates that all funds allocated to the Fontenelle View program will directly benefit low and moderate income residents. 10. 51 st and Nebraska Avenue Redevelopment: The 51st and Nebraska Avenue redevelopment effort will result in the creation of a new subdivision of 35 single-family homes by the Holy Name Housing Corporation. This initial phase of funding will assist in site preparation and constrction of public improvements and will be used to provide deferred payment loans to homebuyers. The 51st and Nebraska Avenue development will create new housing affordable to low and moderate-income households and, in addition, mortgage assistance will be provided to low and moderate income households. Therefore, the City estimates that all funds allocated to the 51st and Nebraska Avenue program will directly benefit low and moderate income residents. 11. Omaha 100_ Inc.• This project provides administrative funding support to the non-profit community development intermediary, Omaha 100,Inc. Omaha 100 program components which support housing development in low and moderate income neighborhoods include: 1. C c g ` v` C C: O Cl) C: ".L" Cl) • 4 - I c-zsA CITY OF OMAHA LEGISLATIVE CHAMBER Omaha,Nebr August 2 19 97 RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA: WHEREAS,Title I of the National Affordable Housing Act of 1990 requires that, in order to received direct assistance under certain Federal programs including the Community Development Block Grant and HOME Investment Partnership Programs,state and local governments have a housing strategy that has been approved by the U. S. Department of Housing and Urban Development; and, WHEREAS,on December 3, 1996,by Resolution No. 3195, the City.Council of the City of Omaha approved the City's Fiscal Year 1997 Consolidated Submission for Community Planning and Development Programs,called the FY 97 Consolidated Plan; and, WHEREAS,the Consolidated Plan was amended by the City Council of the City of Omaha on June 24, 1997,by Resolution No. 1750; and, WHEREAS, the demand for purchase of single family housing constructed by the Holy Name Housing Corporation in the 51st and Nebraska Avenue Redevelopment area is increasing; and, WHEREAS, it is desirous to further amend the FY 97 Consolidated Plan by transferring $100,000 from the Kountze Park Infill housing program to the 51st and Nebraska Avenue Redevelopment program thereby increasing the budget for the 51st and Nebraska Avenue Redevelopment program from$80,000 to $180,000; and, WHEREAS, said increased funding for the 51st and Nebraska Avenue Redevelopment project may be used to provide deferred payment loans to purchasers of newly constructed single family houses; and, WHEREAS, in accordance with the City of Omaha Citizen Participation Plan, said proposed Second Amendment to the City's FY 97 Consolidated Plan was advertised in the Omaha World Herald on July 30, 1997,and citizens will be given not less than thirty (30)days to comment on the proposed changes; and, By Councilmember Adopted City Clerk Approved Mayor C-25A V • .
