Enclosed are ten (10) sets of revised site drawings; the changes are described below: 1. We have revised the grading plan to eliminate the walk-out basements and requisite grading to the rear of the buildings. We also eliminated one of the storm sewer outfalls. With this revision, the only disturbance to the existing vegetation is a small area (approximately 450 sq. ft.) necessary to install the (one only) storm sewer outfall. 2. We have developed a specific mitigation plan to compensate for functions lost resulting from the 450-sq. ft. disturbance of the existing vegetation. The mitigation plan has been added to drawing Sheet 2 of 4, with a short narrative attached to this letter. 3. The site plan has also been revised to reflect the above changes. 4. Per the comments from Public Works, we have added a drainage and maintenance easement to the rear of the buildings (based on 3:1 from existing water level, plus 20'). 5. Roeder, P.E. roject Manager enclosures cc: Mr. Mike Kucera • • MITIGATION PLAN NARRATIVE Nature of Disturbance The only disturbance proposed to the canopy within the 50-foot buffer is a 10-ft. wide by 45-ft. long swath needed to install one storm sewer outfall pipe. This one outfall will serve the needs of the entire McKinley Crossing parcel including any future development, and has also been designed to safely convey upstream contributing drainage. This storm sewer system will prevent future bank erosion by preventing concentrated runoff from flowing over and down the steep bank. Given the steepness of the bank and the soil types, any concentrated flows over the banks would likely cause gully erosion. Existing Plant Community On August 8, we field-located the proposed storm sewer outfall, inventoried the plant species present, and observed the condition of the bank. The tree species present are Acer negundo (box elder), several trees in the 2" to 3" range, plus saplings; Ulmus sp. (elm), several trees in the 2" to 4" range, plus several saplings; and Cornus racemosa (gray dogwood), several plants in the 1" to 2" range. There are also two standing dead elms, 6" and 8". The herbaceous layer is fairly sparse, and includes Virginia creeper and blackberry. The ground within the tree canopy is nearly bare, with some forest litter, although the bank appears stable at this location. There are no old-growth or specimen trees in this area. Mitigation Plan Due to the small area of disturbance (450 sq. ft.), the mitigation plan being proposed is fairly simple. The bank will be planted with Pachysandra terminalis (Japanese Spurge), which is a shade-tolerant, fast growing ground cover, suitable for banks. The swath within the disturbed tree canopy will be planted with Cornus sericea (red osier dogwood), which is a recommended shade-tolerant shrub; the dogwood will serve to fill in the understory. Due to the narrowness of the swath, the more mature adjacent trees will quickly fill in the canopy that will be disturbed by the storm sewer installation. In order to provide additional mitigation, we are proposing several additional shade trees just north of the existing tree line. Several Acer saccharinum (silver maple) are proposed, plus several Fraxinus pennsylvanica (green ash).
