Project Description 1"
The baseball complex proposed to be developed by James Venuto, south of 192nd Street and
West Dodge Road, will contain two high quality baseball fields. The larger field will utilized for Itig
school and legion play. This field will have seating capacity for approximatel¢50 spectators. The
smaller field will beutilized for youth teams and will have seating capacity for approximately 100.
The complex will also contain a synthetic turf practice area. A small building will be located near
the center of the site which will contain facilities for ticket sales, emissions sales, restrooms and
storage.
The period of operators for the complex will be from early spring through fall. Both fields and the
practice area are planned to be lighted, although a decision has not been made on whether the
lighting will be part of the initial construction.
Water supply for irrigation of the fields and domestic water for the restrooms will be provided b y
on-site wells to be located in the northern portion of the property. Test wells have been did and
confirm the availabilty of adequate water at these locations. Sanitary sewage will be handled by
a septic tank. A percolation test has been completed and-idicates acceptable soils for the septic
tank drain field, which will be located in the southern portion of the site.
The existing trees along 192nd Street will be preserved to the maximum extent possible. The by
planned removal of these trees is for the driveway to the site. Additional landscaping will be
provided around the remainder of the perimeter of the site. A final landscaping plan will be
submitted with the building permit application for the project.

Dear Rod:
As requested we are providing additional information regarding operational issues associated with
the referenced project. We will be meeting with the neighbors to the project during the week of
August 18th to discuss these issues. This is the soonest that the neighbors are all available to
meet.
1. Drainage. Development of the youth baseball complex will result in an increase in the peak
rate and volume of runoff from the site. We estimate that the 10-year peak flow will increase
from approximately 17 cfs for agricultural conditions to approximately 28 cfs with the baseball
complex. We do not anticipate any significant change in water quality of the runoff compared
to agricultural conditions.
2. Water Supply. Water supply for the baseball complex will be supplied by two wells to be
located near the northern property line of the project. A copy of the boring logs for the test
wells drilled on the site is attached. The wells to be developed are referred to as Test Hole
No. 2 and Test Hole No. 3. The water bearing formations located in Test Holes No. 2 and
No. 3 are the sands found at depths of 267 to 284 feet in Test Hole No. 2 and 285 feet to 287
feet in Test Hole No. 3. Also attached is a letter from Jensen Well Company indicating the
anticipated impact of these wells on adjacent wells in the area. To confirm this impact we are
pursuing additional test pumping of the well sites which will be completed prior to the
September Planning Board meeting.
3. Hours of Operation. The baseball complex will be operated April through September of each
year. Peak usage will occur in the months of May, June, and July. The complex will be open
for practice and open usage during the daytime hours. Games will be scheduled from
approximately 5:00 p.m. to 10:00 p.m.
4. Lighting. Lighting of the fields and practice area will be accomplished using metal halide
fixtures on galvanized metal poles. Eight 70-foot-high poles will be required for the large field
and six 50-foot-high poles will be required for both the small field and the practice area. All
fixtures will be shielded to minimize light spill-over onto adjacent properties. Parking lot
• lighting will also be provided. The applicant is willing to commit that all lights, except for
limited security lighting, will be turned off no later than 10:30 p.m. on each day of operation.

5. Traffic. Access to the proposed baseball complex will be from 192nd Street. 192nd Street
is currently a gravel surfaced road maintained by Douglas County. The neighbors to the
project expressed, at the August 6th public hearing, that they are currently experiencing dust
and traffic problems even without the baseball complex project. We have discussed the
project with the Douglas County Engineer's office. They do not object to the project having
access to 192nd Street. Their comments to the Planning Department, dated July 18, 1997,
set forth a number of conditions to approval cf the access, which the applicant is.willing to
comply with. There are no current plans for improvement of 192nd Street.
6. Perimeter Fencing. At the request of the neighbors to the project, the applicant has already
committed to constructing a perimeter security fence, which will prevent trespassing onto
adjacent property. This fence will include a gate at the site entrance which can be locked
during hours when the complex is not in operation. We will discuss the type of fencing with
the neighbors when we meet with them. We currently anticipate this security fence to be a
chain link fence.
We are assuming that submittal of this additional information will ensure that the project is placed •
on the agenda for the September 3rd Planning Board hearing. Any additional information that
results from meeting with the neighbors to the project will be submitted as soon as possible. Please

Dear Joel ,
Regarding the interference of one pumping well on another, the
literature and experience indicates that any effects are a
function of distance, pumping rate and the transmissivity of the
formation. Additionally of course, the length of time over which
pumping takes place is a consideration.
In order to determine with any degree of accuracy what the
effects of one well will be on another well , a test well along
with a piezometers should be installed, a long term pump test
performed and the data analyzed by a certified hydrologist. Even
after obtaining this data, however , one cannot extrapolate this
information to a particular well in an area with a high degree of
accuracy .
In the case of the proposed irrigation well for a ball park, I
would think that long before a cone of influence reached another
well , the demands of the irrigation requirement would be met and
the irrigation well shut down allowing normal recharge of the
aquifer . I have no hard numbers suggesting this result , however .
