City of Omaha Public Works Director Hal Daub,Mayor Honorable President and Members of the City Council, Transmitted herewith is a Resolution approving the extension of an Interlocal Agreement with the City of Bellevue to process sewage sludge for use as compost. The original Agreement was approved by City Council Resolution#2725 on November 23, 1993. The original Agreement stated that the Bellevue would transport sewage sludge generated at the City of Bellevue Wastewater Treatment Plant to the Omaha composting site. Omaha accepted the sewage sludge and composted it for Bellevue for a cost of $16.80 per cubic yard. After composting, Bellevue hauls away the resulting compost. The Agreement is scheduled to expire on December 1, 1997. This Resolution authorizes an extension of the Agreement until December 1, 1998. The cost to compost the sewage sludge will increase to $17.37 per cubic yard, an increase of 3.39%. No other items of the Agreement will be changed. D'Ercole ?cry) ate Finance Director P:\pwiwoo4.sicz c=25a CITY OF OMAHA LEGISLATIVE CHAMBER Omaha,Nebr November 18, 19 97 RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA: WHEREAS, the City of Omaha is currently providing for the processing of sewage sludge generated at the City of Bellevue Wastewater Treatment Plant under an Interlocal Agreement that was approved by the Omaha City Council as Resolution No. 2725 on November 23, 1993,and; WHEREAS, the City of Omaha and the City of Bellevue have found the Interlocal Agreement to be a mutually acceptable arrangement which provides for safe and healthful handling of regional wastewater treatment residuals,and both desire to continue the Agreement,and; WHEREAS, the resolution that approved the Interlocal Agreement requires authorization from the Omaha City Council prior to extension past December 1, 1997. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA: THAT,the extension of the Interlocal Agreement between the City of Bellevue and the City of Omaha, providing for the processing at Omaha's Papillion Creek Wastewater Treatment Plant of sludge generated at the City of Bellevue Wastewater Treatment Plant at a cost of$17.37 per cubic yard of material processed,payable by Bellevue to Omaha,is approved. BE IT FURTHER RESOLVED: THAT, it is a condition of this approval that the term of this Interlocal Agreement shall not extend beyond December 1, 1998,unless prior approval is authorized by this City Council.
