This is being done because the contract involves appropriations of more than one year. The purchase order details the terms and conditions required. The low bidder was Interstate Detroit Diesel at$85,065.00 for the first year,which begins upon passage of the Ordinance. The purchase order provides for extending the contract for four additional years in one year increments. WHEREAS, the Missouri River Wastewater Treatment Plant has a need of industrial gas engine maintenance and repair; and, WHEREAS,the Public Works Department has determined that it is in the best interests of the City to contract for the maintenance and repair of this equipment from companies who regularly do that work; and, WHEREAS,the attached purchase order contracts for the service needs detailed for the amount of $85,065.00 for a period of one year from the date the Ordinance is adopted; and, WHEREAS, the purchase order includes provisions to renew the service for up to four additional years in one year increments. That the City Council of the City of Omaha hereby approves the purchase order, which by this reference is made a part hereof, being for the industrial gas engine maintenance and repair at the Missouri River Wastewater Treatment Plant. Title PH-8C (91) CONTINUATION SHEET • SERVICE SPECIFICATIONS FOR ENGINE MAINTENANCE AT THE MISSOURI RIVER WASTEWATER TREATMENT PLANT GENERAL The Energy Recovery Facility contains two (2) Waukesha VHP 9390 GSI engines driving electrical generators, associated heat recovery system, auxiliary cooling and air starting systems and electrical switchgear. The enginator packages each have an electrical output of 1050 kW on natural gas and 938 kW on digester gas. Digester gas is the primary fuel for this installation. The Monroe Street Pump Station contains four(4) Caterpillar G-342 engines driving pumps. The Caterpillar engines each have an output of 160 bHp and are fueled by natural gas. This pump station also contains one (1) Caterpillar G3406 generator set for standby/emergency service. The service contractor shall supply all labor and tools as specified necessary to perform the scope of services outlined in this specification. The service contractor shall be experienced in gas engine and electrical generation system maintenance and shall submit with his bid a list showing examples of such experience. The list must show name and size of equipment and owner of previous maintenance assignments. The . . contractor shall also submit experience resumes for the people to be.used for the actual field work and a staffing plan for normal, repair and weekend and holiday emergency work. Bids will be considered non-responsive if the aforementioned information is not included with the bid documents. SCOPE OF SERVICES FOR CATERPILLAR ENGINES Services provided under the scope of this contract shall include, but not be limited to the following: A) Monthly Service: 1) Change lubrication oil every 500 hours of actual run time. 2) Change oil filters. 3) Sample oil for analysis before draining each engine. 4) Check air filter elements and change if necessary. 5) Check spark plugs and replace as necessary, also borescope engine at this time. 6) Check governor and lubricate control linkage. 7) Check operation of all safety shutdowns. 8) Visually inspect engine for leaks, vibration, and general operating condition. • 9) Check ignition timing. B) At every 2000 hours of actual run time. 1) Check and reset intake and exhaust valve clearances. 2) Check carburetor power setting. 3) Check natural gas regulator for correct operation. 4) Clean crankcase breather. C) Annual Service: 1) Clean carburetor. 2) Clean gas regulator. 3) Test compression on all cylinders. 4) Check and reinhibit antifreeze solution as required. D) Service for standby generator set Cat G3406 1) Test run unit once per month 2) Annually change oil and oil filter; clean crankcase breather; check sparkplugs, change as needed; adjust governor/carburetor linkage and gas regulator; lubricate generator bearings; check and reinhibit antifreeze as needed; lubricate radiator fan bearing. 3) Sample oil for analysis every three (3)months. 4) Once per year test generator under full load with loadbank and record all parameters and observations. All service checks and work shall be performed in accordance with the engine manufacturer's recommendations and specifications. Pump engines are not run on a continuos basis. It is estimated for bid purposes only that • each of the four (4) engines will require two (2) oil changes per year. REPORTS The contractor shall submit to the Maintenance Supervisor for the Missouri River Plant a written service report containing as a minimum the following information: 1) Record of routine work items performed. 2) List any deficiencies noted. 3) Results of oil sample analysis. 4) Recommendations for any changes required to improve engine operation or to increase the service life of the engine. Revised 9/26/1996 2 WAUKESHA ENGINES Services provided under the scope of this contract shall include, but not be limited to the following: - A) Perform weekly load test and visual checks on both units. With the engine running, perform a load test at normal operation temperature and record the following data: 1) Engine number and serial number. 2) Generator output in kW. 3) Gasholder level in percent(LDGH level). 4) High pressure storage tank pressure in p.s.i. (HDG pressure). 5) Low pressure gas system pressure in p.s.i. (DG 35 pressure). 6) Operational status of all digester gas compressors. 7) Operational status of starting air compressors: C 11 J and C12J. 8) Digester gas fuel system pressure. 9) Jacket cooling water outlet and inlet temperatures and pressure. 10)Lubrication oil pressure and temperature. 11)Exhaust temperatures before and after heat recovery silencers. 12)Intake manifold pressures, left and right hand sides (inches Hg) 13)Air intake system restrictions, left and right hand sides (inches H2O). 14)Air supply tanks; record pressures, drain water; A-250 A-125, A-20. 15)Record and check battery status. 16)Visually check both enginators for leaks,vibration and general operating condition. 17)Check oil level in lubrication oil day tank. 18)Record makeup oil consumption. Note: Oil shall be changed at shorter intervals if results from oil analysis makes this necessary. g) Change micro spin oil filter element. h) Clean oil filter strainers (every 1500 hours). i) Clean oil strainer. j) Drain oil cooler. k) Check all magnetic plugs, turbochargers and rocker headers. 1) Oil fan motors (radiators). m) Grease fan bearings (radiators). n) Grease water pump bearings. o) Grease idler pulleys. p) Check water temperature safety controls for correct operation. q) Check oil level pressure and temperature safety controls for correct operation. r) Clean crankcase breathers. s) Replenish grease in generator bearings according to manufacturer's specifications. t) Clean intake air pre-filters (or more often as needed). u) Check ignition timing. D) Every six (6) months of operations: a) Inspect bearing clearances on all turbochargers. b) Check crankcase oil screen and oil pan. c) Check digested gas carburetors and clean if necessary. d) Check center main bearing and one rod bearing. e) Check engine and generator alignment. f) Check operation of all engine and generator alarms and safety shutdowns. g) Check generator switchgear circuit breakers for correct operation. h) Visually check bus bars, bracing, and feeder connections for cleanliness, signs of overheating or deterioration. i) Test all lamps and control fuses. j) Check gas regulators and clean if necessary. k) Adjust valve clearances. E) Annual checks: a) Check and clean oil filter relief valve. b) Perform compression tests on all cylinders. c) Check exhaust gas back pressure. d) Check natural gas carburetor diaphragm. e) Check and reinhibit antifreeze as required. f) Check gas over air pressure. g) Check waste gate operation. h) Clean radiator fins. i) Clean generator windings. Revised 9/26/1996 4 j) Service coupling between engine and generator per coupling manufacturer's recommendation. k) Check and record crankshaft web deflections and realign as necessary. All service checks and work shall be performed in accordance with the engine generator manufacturer's recommendations and specifications. The service contractor shall be experienced in maintenance and troubleshooting electronic governor controls, engine safety control systems electrical generator switch gear and generator control systems. REPORTS The contractor shall submit to the City, written reports for the following items: a) Weekly load tests and data. b) Deficiencies noted during routine inspections. c) Oil analysis reports. d) Recommendations for any changes required to improve enginator operation or to increase service life of the system. e) Record of maintenance tasks performed. OIL SAMPLING & REPORTS The contractor shall sample engine lubrications oil every 168 hours of actual operation time of each engine. Oil samples shall be submitted to an oil testing lab approved by the City. Oil samples shall be analyzed for; wear metals, contaminant metals, additive metals, solids and water contaminants, viscosity,pH, total base number, and total acid number. Cost of oil samples and analysis shall be part of the lump sum bid. Copies of analysis reports shall be submitted to the Maintenance Supervisor at the Missouri River Plant. EQUIPMENT AND TOOLS The contractor shall furnish all handtools and special tools or equipment necessary to perform routine maintenance, overhauls or repairs. The contractor shall also have proper equipment for checking engine exhaust gas emissions, crankshaft web deflections, and borescope inspections. Revised 9/26/1996 5 CONSUMABLE AND REPLACEMENT PARTS Lubrication oil, spark plugs and gas filter elements shall be furnished by the City. Other consumable parts and any repair parts shall be of original equipment manufacture and shall be supplied by the contractor at the manufacturer's list price less percent bid. ENGINATOR OPERATION Enginators are operated on a continuous basis for production of heat and electrical power. It is estimated that total run time for the two (2) units will be 17,000 hours (8,500 hours per unit) for the 12-month term of this contract. WORKING HOURS AND EMERGENCY SERVICE The contractor shall provide routine services between the hours of 7:00 a.m. and 3:30 p.m. Emergency services shall be provided upon request by the City. Additional services and repairs shall be provided upon request by the City. All labor costs for emergency or additional services shall be bid at an hourly rate (travel costs shall be part of this hourly rate), separately from the lump sum bid for preventive maintenance. The contractor shall be capable of responding to an emergency call within 4 hours, including weekends and legal holidays. PERFORMANCE REVIEW The City may review, at any time, the services provided and reports submitted, to verify that the services are in fact, being adequately and properly performed. Any lack of service, complaints, or deficiencies in the performance of the contractor shall be submitted in writing to the contractor for correction. For problem or deficiencies of significant importance or of a continual nature, or failure of the contractor to correct deficiencies within the time period agreed upon shall constitute cause for termination of this contract upon 30 days written notice. Revised 9/26/1996 6 1 CONTRACT PERIOD AND PRICE ADJUSTMENT 1. The City may, at its own option, renew the terms of this contract for four separate one- year periods. The initial term of this agreement shall be for a period of twelve months. However, this agreement and all provisions thereof may be extended year by year until 2001. If the City exercises the option to renew the,contract on an annual basis a written notice of intent will be sent to the contractor 60 days before the agreement expires. Extension of the contract shall be the option of the City of Omaha exercised by the Director of Public Works or his designated representative. 2. At the end of each contract year this contract shall be reviewed. The unit prices may be revised for the next year up to 75 percent of the difference of the US Labor Department's consumer price index for all urban consumers (CPI-U) for the anniversary month of the contract and the initial month of the current contract year. The revised price will be negotiated with the contractor. Revised prices cannot exceed the limits calculated by the following formulas. The index obtained from the Region VII US Department of Labor, Bureau of Labor Statistics, will be used in the formulas below to determine the price revision factor. New upper limit unit prices shall be computed to the nearest cent. ,'t • CPI for anniversary month- CPI for last year's anniversary month= difference. • Difference x 0.75 = adjusted difference. • Last year's anniversary month CPI + adjusted difference=adjusted CPI. • Adjusted CPI/Last year's anniversary month CPI =Price Revision Factor • Price revision factor x (Original or adjusted unit prices) =New upper limit unit price for next year's agreement. The escalator clause for anniversary date increase or decrease will remain continuously in effect during any contract extensions. The price revision factor shall also be applied to hourly rates for extra, emergency, and overtime services. The lump sum bid price shall include all labor, travel, equipment and material necessary to perform preventive maintenance. Payments shall be made monthly for preventive maintenance work and additional and emergency repair services upon submittal of a written service report detailing all preventive maintenance and additional and emergency repair services performed by the contractor Revised 9/26/1996 7 • Payments for additional or emergency services shall be based on each job being itemized and invoiced as an individual item, with sufficient detail to define the scope of work. Cost of labor and parts shall be billed according to bid prices. Billing for additional and emergency work shall be submitted separately from billing for preventive maintenance services. BOND AND INSURANCE The contractor shall submit a bid bond or certified check with his bid in the amount required on the bid sheet. To secure the full and faithful performance of each and all temuis and conditions of this contract, the contractor shall furnish a performance bond equal to the amount of the lump sum bid within ten(10) days of approval of the contract. The performance bond shall be in effect for the total period of the contract (renew annually) and shall indemnify the City against loss resulting from any failure of performance by the contractor. In the event of renewal as provided for in this specification, a 15-day notice will be given to the contractor by the City at which time the contractor shall furnish a new performance bond in the same amount or an extension of the original bond. The contractor shall provide Public Liability Insurance an amount not less than$300,000 for injuries including accidental death to any person and subject to the same limit for each person in an amount not less than$500,000 where more than one person is involved in any one accident; and Property Insurance in an amount not less than $300,000, and the City of Omaha as an additional insured. SPECIAL CONDITIONS The contractor's responsibility for injury to persons or property that may be caused by, or arise through the maintenance, service, functioning, or use of the equipment shall be limited to injury caused directly by the negligence of the contractor in performing the obligations as set forth in these specifications. The contractor shall not be made responsible for payment of any present and future taxes, or any other governmental charges, hereafter imposed by existing or future laws with respect to transfer, use ownership, or possession of the equipment to which this • specification relates. The contractor shall not be free from assuming all responsibility for properly estimating the difficulties and the cost of performing the services required within this specification, because of failure to investigate the conditions or become acquainted with all the information concerning the services to be performed.
