The attached proposed Resolution approves the Lake Street Fire Station Redevelopment Plan for the
reuse of a surplus city fire station located at 2032 Lake Street. The Redevelopment Area is legally
defined as the west 70 feet of the north 17 feet of Tax Lot 46 and the west 70 feet of Sub Lot 7 of
Tax Lot 55, Section 10, Township 15 North, Range 13 East in the City of Omaha, Douglas County,
Nebraska.. The Redevelopment Area is part of a portion of the city that was declared blighted and
substandard by the Omaha City Council on June 2, 1992.
The former fire station at 2032 Lake Street was retired as a fire station in 1978 and has been used
by the Police Department for several years. These operations have been relocated to the new
Northeast Police Precinct facility and the vacant building is now surplus property.
The Redevelopment Plan declares the former fire station to be surplus property and proposes that
the City convey the property to a developer through a request for proposals process. The design of
the structure, limited on-site parking and the residential location restricts the feasible uses of the
building and requires consideration of the impact of the reuse on the neighborhood. The building
will require substantial rehabilitation for reuse. The purchase price will be dependent upon the
proposed use of the property and the degree to which the proposal furthers the City's community
development objectives.
The City Planning Board recommended approval of the Lake Street Fire Station Redevelopment
Plan at its meeting on November 5, 1997.

REDEVELOPMENT PLAN
The Lake Street Fire Station Redevelopment Plan provides for the reuse of a surplus city fire
station. The Redevelopment Area is located at 2032 Lake Street and is legally defined as the west
70 feet of the north 17 feet of Tax Lot 46 and the west 70 feet of Sub Lot 7 of Tax Lot 55, Section
10, Township 15 North, Range 13 East in the City of Omaha, Douglas County, Nebraska. The
Redevelopment Area is in a portion of the city that was declared blighted and substandard by the
Omaha City Council on June 2, 1992.
The former fire station at 2032 Lake Street (a/Ida 2028 Lake Street) was retired as a fire station and
has been used by the Police Community Relations Division for several years. The Police
Department relocated its operation to the new Northeast Police Precinct facility and the vacant
building is now surplus property. The City of Omaha plans to dispose of this facility in a manner
that will assist City community development efforts in North Omaha.
The City of Omaha plans to declare the former fire station to be surplus property and convey the
property to a developer for use pursuant to the Lake Street Fire Station Redevelopment Plan. The
City will select a developer to purchase and renovate the structure through a request for proposals
process. The purchase price will be dependent upon the proposed use of the property and the
degree to which the proposal furthers the City's community development objectives.
PRESENT CONDITIONS
Population and Demographics
The Redevelopment Area is centered within Census Tracts 9, 10, 11 and 12, which are generally
bounded by Lothrop Street, 16th Street, Cuming Street and 30th Street. The study area suffers
from problems resulting from population and housing losses, low income, high unemployment, a
high percentage of single parent households and a low percentage of high school graduates.
According to the 1990 U. S. Census,these Census Tracts contained 5,661 persons of whom 85.2
percent are African-American. The population in this study area declined 17.5 percent from the
1980 Census while Omaha's population grew by 13.1 percent. Although the City's Community
Development program resulted in the construction of new housing units and the preservation of
existing housing stock, the number of housing units declined 12.8 percent during the decade of the
1980's.
The estimated median household income within these Census Tracts is $13,292. This amount is
less than half the amount of the 1989 citywide median household income. The per-capita income
of residents shows a similar disparity when compared with the Citywide average. The very high
percentage of the population classified as low or moderate income indicates that the range of
income of residents is concentrated in the lower portions of the income spectrum.
Unemployment was 21.1 percent of the labor force in 1990 as contrasted with the Omaha average

of 4.7 percent. The 23.4 percent of households with related children that are headed by females is
over 4 times the average for the city. The percentage of the population over age 25 without a high
school degree is 39.8 percent which is over twice the rate for the city as a whole.

Land Use and Zoning
The Redevelopment Area is a 9,800 square foot City-owned property housing a vacant surplus fire
station. The current land use type is classified as civic. The only structure in the Redevelopment
Area is in fair condition.
The property is zoned as an R7 Medium Density Multiple Family Residential District. The R7
District provides locations for medium density multiple family housing in addition to lower density
residential uses and some civic uses. This zoning district also allows other limited civic, office,
commercial and miscellaneous uses by Special Use or Conditional Use Permits. The neighboring
properties are also zoned as R7 Districts.
Tltility Service
The public utilities serving the Lake Street Fire Station Redevelopment Area are adequate to serve
the current use and appropriate future land uses. Gas and water mains and sewers are located
within the Lake Street right-of-way.

Transportation
Lake Street is a minor arterial street providing east-west connections to the metropolitan
transportation network. To the east of the Redevelopment Area is 20th Street and Florence
Boulevard (19th Street) which are one-way streets providing for southbound and northbound
connections. Local circulation is provided by 22nd Street to the west and by Ohio Street to the
north. All of these streets are paved and have curb and gutter. An east-west alley is at the back of
the Redevelopment Area property. Approximately four blocks to the west is the Lake Street
interchange with the North Freeway which provides access to the metropolitan freeway system.
Streets serving the former fire station are adequate for existing transportation needs and for
foreseeable future needs.
Public transportation service is provided northbound and southbound along 24th Street and on the
20th Street and Florence Boulevard pair of one-way streets. These routes link the area to the
central business district and the 30th and Taylor Streets bus transfer facilities which connect the
neighborhood to the remainder of the public transportation system.
DEVELOPMENT
The Lake Street Fire Station Redevelopment Plan provides that the City declare the fire station at
2032 Lake Street to be surplus property and seek proposals for the purchase of the property and
the renovation of the building.
Property Disposition and Reuse
Fire Station No. 14 has been a part of the North Omaha community for almost 90 years. The
building originally was constructed in 1908 as a 2 story structure with living quarters for the
firefighters on the upper floor and horses and horse-drawn equipment on the ground level. The
upper floor was removed in 1957 and the firefighters quarters were moved to the lower level. An
all-black fire company was assigned to the station in 1942 and served until 1957 when
desegregation took place in the Fire Department. The structure was retired as a fire station in 1978
and was then used as a police community relations facility for several years. One of the engine
bays and the firefighters quarters were renovated into office space for the community relations
office. The Police Department relocated its operation to the new Northeast Police Precinct facility
at 30th and Taylor Streets and the building is now surplus property.
The former fire station is an approximately 4,800 square foot one story brick structure with a
basement under the front three-quarters of the building. The structure is in generally fair condition
with only minor structural damage readily evident. The brick exterior walls and the basement walls
will require extensive tuckpointing to seal the structure and abate dampness in the basement. The
roof will require repair or replacement and the installation of downspouts. Interior wall surfaces
are generally in good condition in the office areas. Floor surfaces in the office area are in poor
condition and the ceiling has water damage. Approximately one-third of the structure is a fire
engine bay with an uneven wood plank floor and unfinished wall and ceiling surfaces. The
existing heating and air-conditioning systems are inadequate and are at the end of their life spans.
Rest room facilities need upgrading to meet current City codes. The numerous modifications made
to the facility over time have destroyed any architectural significance the structure may have had.
The property is a 9,800 square foot site at street level. Almost the entire site is covered by the fire

station building, the paved approaches in front and the drives along the sides of the structure.
There is no space on the property for landscaped areas. The paved approaches and the drives have
been used for parking in the past.
The City of Omaha plans to dispose of this facility in a manner that will assist City community
development efforts. The City will seek a financially capable purchaser through a request for
proposals process. The adaptive reuse of the structure should be compatible with the facility's
location within a residential neighborhood and with the limited amount of on-site parking. The
proposed use of the facility should assist the City in addressing some of the problems affecting the
neighborhood which include, low household income, unemployment, low educational attainment,
single parenthood and physical deterioration. Proposals will include an identification of the
intended use of the facility, a description of how the proposal addresses the problems in the
neighborhood, a description of proposed building improvements, the price offered for the purchase
of the property and the estimated cost and timetable for renovation. The purchase price will be
dependent upon the proposed use of the property and the degree to which the proposal furthers the
City's community development objectives. The City does not plan to participate financially in the
project.
Future Land Use and Zoning
The future use of the property is expected to be a permitted or conditional civic land use due to the
design of the structure, the limitations of the site and the surrounding land uses. Conversion of the
building to a residential use is not believed to be economically feasible. Reuse of the property for
office, commercial or miscellaneous uses does not appear to be workable given the constraints of
the site and land use regulations.
The existing R7 Medium Density Multiple Family Residential District zoning classification is
appropriate for the future use of the property.
Master Plan
The Lake Street Fire Station Redevelopment Area is located within the North Omaha Community
Planning District. The Master Plan calls for expanding employment opportunities, conserving
neighborhoods, promoting commercial development, supporting the historic heritage and
mitigating environmental problems in this planning district. The Lake Street Fire Station
Redevelopment Plan is consistent with the City Master Plan. The Redevelopment Plan conserves
neighborhoods by renovating a surplus City fire station for reuse consistent with the City's
community development objectives. The Plan will have no effect on the environment.

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS, the primary objectives of the City of Omaha's Master Plan and
Community Development Program are to encourage additional investment and development within
inner-city neighborhoods; and to eliminate conditions which are detrimental to public health, safety
and welfare,by developing underutilized property within these neighborhoods; and,
WHEREAS,the Lake Street Fire Station Redevelopment Plan area, located at 2032
Lake Street,is within an area declared"blighted and substandard and in need of redevelopment"by
the City Council on June 2, 1992; and,
WHEREAS, the Planning Department has prepared the Lake Street Fire Station
Redevelopment Plan which calls for the reuse of a surplus city fire station; and,
WHEREAS,Nebraska State Statute 18-2108 requires that the City of Omaha adopt
a redevelopment plan before taking an active part in a redevelopment project; and,
WHEREAS,the Lake Street Fire Station Redevelopment Plan was approved by the
Omaha Planning board on November 5, 1997.
NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF OMAHA:
THAT, the attached Lake Street Fire Station Redevelopment Plan, prepared by the
Omaha City Planning Department, be and hereby is approved as the Redevelopment Plan for the
redevelopment area located at 2032 Lake Street and legally defined as the west 70 feet of the north
17 feet of Tax Lot 46 and the west 70 feet of Sub Lot 7 of Tax Lot 55, Section 10, Township 15
North,Range 13 East in the City of Omaha,Douglas County,Nebraska.
