Our business is generated by these dealers who act as our agents to complete the proper lease documents. These leases are purchased by FELCO AutoLease and serviced throughout the lease term. As part of the administration process, the vehicles are titled in our name and held by us until the completion of the lease at which time they are reassigned to the purchaser. Normally, this would be the lessee if they elect to purchase the vehicle or the Omaha Auto Auction if the vehicle is turned in. Because of the volume of reassignments we make, we are required to be licensed by the State of Nebraska Motor Vehicle Industry Licensing Board. Since they do not have any type of "administration" license, we must meet all of the requirements of a "used car dealer" which includes proper zoning for automobile sales. It is not the intention of FELCO AutoLease to run a "used car lot" at the proposed location. The number of leased vehicles left on the premises overnight is limited to 5 or 6. Any and all service work is contracted out to local vendors. Since most of our work is done on the phone or through the mail, our walk-in traffic is limited to 4 or 5 customers per day who may stop in to make a payment or return a leased vehicle. NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA: THAT,the Special Use Permit application for permission to allow Automotive Sales (leasing) in a CC-Community Commercial District, located at 4707 South 96th Street, Omaha, Nebraska, is hereby approved and the Permits and Inspection Division is directed to issue the necessary permit therefor, provided the conditions set out in Exhibit "A" of the above referenced application, conditions set out in Exhibit "B", and all applicable local or state statutes, ordinances or regulations are complied with.
