Submitted herewith for your consideration is a Resolution authorizing the City of Omaha Fire Department to
purchase twelve Life Pak-12 defibrillator units from Physio-Control Corporation at a cost of$5,544 each for a total of
$66,531.44.
The Omaha Fire Department is operating with twelve Life Pak-10 units which cost$9,000 each. Eight of these units
were purchased in 1989 and will need to be replaced in the very near future. Rather than having two unlike units in
service which would require separate training as well as maintaining different supplies, the Omaha Fire Department
would like to take advantage of Physio-Control's offer to exchange these units for a complete set of Life Pak-12
units. Physio-Control has agreed to a generous trade-in allowance and we would be able to equip our first-line
medic units with modern life-saving equipment. The new units also integrate with our computer capabilities
enabling us to electronically transfer and record patient data.
The usual bidding process was not required for the purchase of the defibrillators because of the following reasons: I
• The Physio-Control Life-Pak-12 units are unique and the only machines that are compatible with those currently
in use by the Omaha Fire Department's medic units.
• To purchase another company's units would require purchasing and keeping on hand the supplies compatible
with the other brand. This is not economical, and having to inter-change the types of defibrillators is time-
consuming, a factor in life-threatening situations.
The cost of this acquisition shall be expended from the 1998 Fire Department Budget, Emergency Medical
Services--Fire-Rescue, Fund No. 001, Line Item 4150..
The contractor has on file a current Annual Contract Compliance Report Form (CC-1). As is City policy, the Human
Relations Director will review the contract to ensure compliance with the Contract Compliance Ordinance.
I respectfully recommend acceptance of this quote by the Physio-Control Corporation in the amount of$66,531.44.

It is my recommendation that the Omaha Fire Department needs to purchase 12 of
the new Life Pak 12 units from Physio Control. I feel that this new equipment is
something we need to purchase this year.
The Life Pak 10 units that the Fire Department current uses are old ones and are
beginning to fail. The new generation of equipment, the Life Pak 12's, in addition to
providing us with the ability of better patient care, will also provide us with the
capability to monitor Quality Assurance to a much better degree.

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS,The Fire Department has researched the market of defiblators and has
determined those produced and distributed by Physio-Control Corporation,being Life Pak 12 models,
• are unique and noncompetitive items,as they would be used by the Fire Department in Emergency
life savings situations,as detailed in the attached memorandum and as provided for in Section 5.16
of the Home Rule Charter,for which Physio-Control Corporation is a sole source supplier; and,
•
WHEREAS,The Fire Department is in need of purchasing 12 such defibrillators and
has reached a proposed agreement to purchase the same at a unit price$5,544.00,for a total cost of
$66,531.44; and,
. WHEREAS,.Physio-Control Corporation has complied with the City's Contract
Compliance Ordinance No.28885 in relation to Civil Rights-Human Relations; and,
WHEREAS,the Mayor has recommended approval of this purchase.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF OMAHA:
• THAT, the purchase, as recommended by the Mayor, and as unique and non-
competitive items as provided in section 5.16 of the Home Rule Charter,of 12 defibrillators at a unit
price of$5,544.00,for atotal cost of$66,531.44,is hereby approved. The Finance Department is -
- authorized to pay the cost of the same from the Emergency Medical Services-Fire-Rescue Fund 001,
