and Members of the City Council,
Transmitted herewith is a Resolution to rescind Resolution No.276 dated January 27, 1998,to award
and authorize the Purchasing Agent to issue a purchase order to Cardinal Tracking, Inc. for a
computerized handheld ticket writing system in the amount of$35,474.00, and to reject the bids
received from Cardinal Tracking,Inc.,and Enforcement Technology,Inc.,on bids for Computerized
Handheld Ticket Writing System received on December 17, 1997.
A Purchase Order award has not been issued.
Upon review of the specifications, it was determined that the computerized handheld ticket writing
system to be purchased was not a total system that would be compatible with both the Public Works
Department and the Finance Department for writing tickets, and subsequent tracking, processing,
and paying tickets by computer.
Specifications have been amended to allow re-bid for a totally computerized ticket processing
system.
The Finance and Public Works Departments recommend rescinding Resolution No. 276 dated
January 27, 1998, and rejection of all bids, and request your consideration and approval of this
Resolution.

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS, bids were received on December 17, 1997 for the purchase of a
computerized hand-held ticket writing system;and,
WHEREAS, Resolution No. 276 was passed on January 27, 1998 authorizing the
Purchasing Agent to issue a purchase order to Cardinal Tracking,Inc.for a computerized hand-held
ticket writing system in the amount of$35,474.00; and,
WHEREAS, upon a review of the bid specifications, it was determined that the
computerized hand-held ticket writing system to be purchased was not a total system that would be
compatible with both the Public Works and Finance Departments for writing tickets,and subsequent
tracking processing and paying tickets by computer; and,
WHEREAS,a purchase order has not been issued.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF OMAHA:
THAT, Resolution No. 276, passed on January 27, 1998, be rescinded and all bids
received on December 17, 1997 for the purchase of a computerized hand-held ticket writing system
be rejected.
