One set of maintenance and parts manuals will be required for each
class of vehicles bid. Price to be included in vehicle prices. City
will retain 10% on invoices until all manuals are delivered.
The City reserves the right to adjust order quantities at time of
order according to budget consideration. The City anticipates
placing order to award within 60 days from closing this bid, subject
to inspection by City representatives to verify compliance to
specifications and to ensure vehicle is sound and compatible with

SUBJECT: Bid Award 54,000 GVW Tractor Daycab
The Administrative Services Department,Vehicle Maintenance Division recommends
acceptance of bid supplied by Omaha Truck Center for the bid price of$29,000. This bid
is for a 1993 White with 225,000 miles and meets the intent of the specifications.
• The low bid supplied by Great Plain Trucks was to supply a 1993 Volvo for$26,950;this
unit has 526,000 miles on the odometer and is not acceptable.
The second low vehicle bid supplied by Cornhusker Trux is a 1992 International for
$28,500;this unit has 438,000 miles on the odometer vehicle is not acceptable.
The third low vehicle bid of$28,750 supplied by Omaha Truck Center is a 1992
Freightliner with 236,000 miles on the odometer.This unit has an L-10 Cummins engine
which when road tested was lacking in power and is not acceptable.

GENERAL: •
Road Tractor to be the latest current model of standard design
Manufactured, complete with all standard equipment, tools and
warranty. Bidders are to supply full description and past
service record. Truck must comply with all current provisions of
the National Traffic and Motor Vehicle Safety Act. To be 1992 or
newer with less than 300,000 miles. .
•
TYPE:
Minimum G.V.W. rating of 54,000.
ENGINE:
Diesel engine with S.A.E. J-816-B rating. Minimum net horsepower
of 350 H.F. and a minimum net torque of 1050 foot pounds at 1300
R.F.M.
Any of the following diesel engines are acceptable :
(A) Detroit Diesel, Model 60, 1.2.7 Liter, 1150 foot pounds,
350 H.F. at 1800 R.F.M.
(B) Cummins, Model minimum MI1 or M14, 350 net H.P. at 1950
A.P.M.
Shall be equipped with the following: governor, heavy duty two-
stage dry type air cleaner.
Engine noise levels must be within Federal O.S.H.A. Regulations.
Shall be equipped with a horizontal muffler with a vertical

Combination steel and fiberglass with ventilator and tilt type
hood assembly, dual exterior cab grab handles, safety glass
throughout. Driver seat to be "Bostrom (Air) " fully adjustable
seat with heavy duty vinyl trim, passenger seat to be standard
type . Dual sun visors and door locks. Fresh air heavy duty hot
water heater with dual defrosters, air operated windshield
wipers, windshield washers, floor mats, seat belts and horn. Cab
dimensions to be approximately: Shoulder room, 70.0 inches; and
Floor to head liner, 56. 6 inches. To have Day Cab.
MIRRORS:
Shall be equipped with right and left outside mounted (West
Coast) type 7" x 16" fully adjustable mirrors, mounted on
extension type brackets. Shall have an eight (8) inch minimum
round convex mirror mounted on right and left side of vehicle.
CONTROLS AND INSTRUMENTS:

Key locking starter switch, head, parking and dome light switch,
headlight beam control, turn signal indicator light and high beam
indicator light.
Shall have speedometer, voltmeter, fuel, oil pressure, air
pressure, coolant temperature, engine hourmeter and R.P.M.
gauges .
FUEL TANK:
One ( 1) fifty (50) gallon safety type fuel tank, step type, frame
-mounted left side.
CAB TO AXLE:
Cab to trunion measurement minimum 80 inches, maximum 96 inches.

Wheelbase minimum 166 inches, maximum 180 inches.

Piggy back mounted spring actuated, on four rear driving wheels
with air operated dash mounted control .
WHEELS AND TIRES:
Rear tires: eight heavy duty truck type 11R-22x5, G rating
minimum mounted on 8.25 inch rims. Mud and snow tread design.
Front tires: two heavy duty truck type 385!65R 22.5, J rating
minimum mounted on 12.25 inch rims. Highway tread design.
ADDITIONAL REOUIREMENTS:

All rear tires to be covered by fender.
To have Air Slide fifth (5th) wheel .
The City of Omaha will not go outside the Metropolitan area to
view a vehicle .
Engine, Transmission and rear differential fluids will be tested
at City of Omaha expense before purchase.
PAINT:
The entire unit shall be painted orange or white or color okayed
by the City of Omaha.
WARR A NTY:
The manufacturer's standard drive train warranty shall apply and
shall be in effect for six (6) months from date of satisfactory
delivery.
DELIVERY:
Unit shall be delivered to the Vehicle Maintenance Facility at
2606 North 26 Street complete and ready .to operate . To be
completely serviced, greased and oil levels at manufacturer's
recommended capacity.

WHEREAS, bids were received on June 17, 1998 for the purchase of a 54,000
G.V.W. White tractor daycab for the Parks Division of Parks, Recreation and Public Property
Department; and,
WHEREAS,the three lowest bids were rejected as not acceptable (see attached June
24, 1998 Inter-office Communications from Paul Foss); and,
WHEREAS, Omaha Truck Center submitted the lowest and best bid, within bid
specifications, in the total amount of$29,000.00; and,
WHEREAS, Omaha Truck Center has complied with the City's Contract Compliance
Ordinance No.28885 in relation to Civil Rights- Human Relations; and,
WHEREAS,the Mayor has recommended the approval of this bid.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF OMAHA:
THAT,as recommended by the Mayor,the bid in the total amount of$29,000.00 for
the purchase of a 54,000 G.V.W. 1993 White tractor daycab for the Parks Division of Parks,
Recreation and Public Property Department, being the lowest and best bid received, within the bid
specifications, attached hereto and made a part hereof, is hereby accepted. Funds have been
appropriated in the General Fund No. 001, Agency 120, Organization 1210,Heavy Equipment. The
Finance Department is authorized to pay the cost of the daycab from this account.
