Submitted herewith for your consideration is a resolution authorizing the purchase of portable radios
and companion equipment from Motorola Communications for use by the Police Department of the
City of Omaha. The Omaha Police Department is heavily dependent upon radio communications
between the officers and the Communications Department. The current stock of portable radios used
by the Omaha Police Department for this purpose is inadequate in number, outdated and does not
reliably serve this function as is necessary. The Omaha Police Department is also currently involved
in contingency planning for critical incidents such as natural disasters or civil disorder. Should either
of these emergencies arise, there would be an inadequate number of portable radios available to
equip the number of officers assigned to handle the incident. Requests for proposals have not been
solicited by the City of Omaha Police Department for this project. The Motorola Corporation has
offered a state contract to the State of Nebraska which makes these items available for purchase at
the lowest known price. The state contract number, CA-4877EREN1, is available to any municipal
agency within the State of Nebraska. This contract is in effect from April 1, 1998 to march 31, 1999.
The Omaha Police Department needs to purchase 24 Motorola HT1000 portable radios at a cost of
$16,640.40. The necessary companion equipment for these portable radios totals $4,056.20. The
total aggregate cost of this purchase is $20,696.60.
The Contractor has on file a current Annual Contract Compliance Report Form(CC-1). The Human
Relations Director will monitor the contractor to ensure compliance with the Contract Compliance
Ordinance.
Funds will be paid from the 1998 budget, Fund 001, Agency 132, Organization 1343 and Object
Code 4600.

In response to your request for a copy of the Motorola State Contract please find the attached
three pages of information. The state contract is everything manufacture by Motorola at
different pricing structures by various product code. The first page is the document from the
State of Nebraska showing the award of contract No. CA-4877EREN1 which is good thru
March 31, 1999. This contract was bid in 1997 and renewed thru 1999. The last paragraph
mentions that joint purchasing with political sub-divisions, cities, and counties is in affect.
The terms mentioned are payment terms which are net 30 days, items as shipped and
Motorola will assume all freight charges.

The last two pages show the pricing structure, by product code, which is applied to the
current Motorola price book.
Your purchasing people should be fully aware of this contract,as the City of Omaha has
taken advantage of this contract for many years. If I can be of any further assistance, please

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS, the Police Department of the City Omaha requires radio equipment as
a critical element of communication between officers and the Communications Department in order
to respond to citizens'calls for service; and,
WHEREAS, the proposal was received by the City of Omaha Finance Department,
Purchasing Division,for such equipment on May 20, 1998; and,
WHEREAS,the Motorola Corporation, local office of 301 Orchard Drive,Bellevue,
Nebraska, 68005, has provided to the State of Nebraska a state contract number CA-4877EREN1
providing the lowest price available for such radio equipment. The state contract is made available
to any and all state or municipal agencies within the State of Nebraska; and,
WHEREAS,the Mayor has recommended acceptance of this purchase and approval
of this agreement.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF OMAHA:
THAT,as recommended by the Mayor, approval is hereby given for the purchase for
the Omaha Police Department,of twenty-four Motorola HT1000 portable radios at$693.35 each for
a total of $16,640.40. Companion equipment for these radios consists of twenty-four model
NMN6193 speaker microphones,four model NTN 1177 six unit rapid chargers,four NLN7967 wall-
mount kits for a total of $4,056.20. The total aggregate cost for the entire purchase being
$20,069.66 which represents the lowest cost for this equipment within the proposal specifications and
said funds are to be paid from the 1998 City of Omaha Account, Fund 001, Agency 132,
Organization 1343,Object Code 4600.
