I am today returning Council Budget Resolution#2436 with my veto stamp. In
light of impending vetoes, the resolution to adopt the budget as amended by the Council
on September 1, 1998 is unacceptable at this time until final action has been rendered and
all revisions have been accounted for as in balance for fiscal year 1999.

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS, Section 5.06 of the Home Rule Charter of the City of Omaha, 1956, as
amended,provides that after a public hearing on the Budget, the City Council may revise the same
except that it shall not reduce the appropriations for debt service; and,.
WHEREAS,certain revisions have been made in the Recommended 1999 Budget of
the City of Omaha where they are evidenced by copies of revision resolutions attached hereto; and,
WHEREAS,Legislative Bill 989,enacted by the Ninety-Fifth Legislature,provides
that for fiscal years beginning on or after July 1, 1998,no governmental unit shall adopt a budget
containing a total of budgeted restricted funds more than the last prior year's total of budgeted
restricted funds plus allowable growth plus the basic allowable growth percentage of the base
limitation established under Section 15 of this act.
NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF OMAHA:
THAT,the Budget of the City of Omaha for the year 1999 as submitted to the City
Council by the Mayor and the Finance Director of the City of Omaha together with revisions
evidenced by resolutions attached hereto and adopted by the City Council at the Council Meeting
of September 1, 1998,be and the same is hereby adopted as the Budget of the City of Omaha for the
year 1999.
