Councilmember Cliff Herd requests that a resolution of support be placed on the City Council
agenda of October 20, 1.998, relating to proposed Constitutional Amendment No. 2, Part B.
This proposed change to the Nebraska Constitution would amend Section 18 of Article XV by
adding a new section allowing the Legislature, by law, to provide for the merger or
consolidation of counties or other local governments, or the reversal of such mergers, provided
a majority of people affected by the action approve it through a vote.

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS, the City Council of the City of Omaha supports the merger or
consolidation of government functions for purposes of economy, efficiency, and practicality; and,
WHEREAS,the Nebraska Legislature has proposed an Amendment to the State of
Nebraska Constitution which would amend Section 18, Article XV to allow for merger or
consolidation of counties or other local governments or reversal of such merger of consolidation if
approved by the majority of voters in affected municipality or county; and,
WHEREAS, the.Amendment is identified as Amendment No. 2, Part B; and,
WHEREAS,the City Council supports the proposed constitutional amendment and
urges the voters of this city to do likewise.
NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF OMAHA:
THAT,the Omaha City Council hereby expresses its support and appreciation to the
state senators, city officials, and others who worked hard to put the consolidation issue on this
November Election ballot; and,
BE IT FURTHER RESOLVED:
THAT, the City Council of the City of Omaha supports proposed Amendment No.
2, Part B, which would amend Section 18 of Article XV of the Nebraska Constitution to allow for
merger or consolidation of counties or other local governments, or the reversal of such mergers
provided a majority of people affected by the action approve the Amendment.
