THAT, as recommended by the Mayor, the purchase based upon the quote from Foster+ Freeman USA
Inc. in the amount of $51,365.08, for the Crime-lite AUTO system for the Omaha Police Department Forensic
Investigations Unit, providing a unique and non-competitive article, and as provided in Chapter 5.16 of the Home

I am pleased to confirm that the Crime-lite®AUTO is manufactured by and only available from Foster& Freeman.
The AUTO design is based upon Crime-lite® technology. Combining a full-spectrum UV-Vis-IR camera and 55
illumination wavebands,the Crime-lite® AUTO is a complete evidence search and capture tool for Crime Scene and
Laboratory.We are not aware of any equivalent unit available.
Some of the key features include:

SUBJECT: Sole Source Justification for Ranger Design Storage System for OPD FIU
Crime Scene Vans Supplied and Installed by ProTech of Council Bluffs, IA
Ms. Horton,
I'm sending this memorandum to support the approval of sole source designation for the
purchase of a Foster+Freeman Crime-lite AUTO system.
Foster+Freeman has developed a portable, automated, and efficient integration of the most
useful light-based search tools and imaging technologies called the Crime-lite AUTO.
Slightly larger than a professional digital camera, the Crime-lite Auto leverages a
computerized database of successful forensic light and filtering combinations with real-time
visualization and high-quality photography into a single, hand-held device. Crime scene
teams can bring these technologies to bear on more scenes, more often, and with fewer
technical obstacles with this device. Currently, the search of a clandestine homicide scene
for blood evidence could require the deployment of up to four (4) separate devices that would
fill the back of an FIU van. Each operation—sequential searches and photographic
documentations —would require an operator to be competent in the foundational science and
technical deployment of each piece of equipment. The Crime-lite AUTO device would
reduce this to a single piece of equipment that can easily be slung over the shoulder of the
operator. In addition, it would allow the operator to simultaneously search, photograph, and
call-upon an intelligent software application with specific settings for the details of the
incident under investigation. It is impossible to estimate the amount of evidence in violent
crimes and crimes against persons that is being overlooked due to the operational and
technical barriers to the frequent field deployment of these technologies—that are known to
be successful.
Foster+Freeman and the Crime-lite Auto meet sole source designation in three of six
categories/entries as defined in the "Douglas County Purchasing Department Unique Item/
Sole Source Justification" document. They are as follows:
Category#1: Foster+Freeman is the original manufacturer of the Crime-lite AUTO and is
the sole distributor of this equipment and certified training for this equipment.
Category#3: The Crime-lite AUTO is the only mobile device that combines all forensic
search functions, forensic lighting options, and imaging capabilities in a single portable
device.
Category#5: Foster+Freeman is the only source for procurement of the Crime-lite AUTO
system.
