None of these classifications are currently in use or proposed for use. Many have been replaced by
other, more functional titles. The Personnel Department has initiated the abolishment of these
unused classifications to clean up the classification system and to avoid confusion among operating
departments and employees as to which classifications are current and applicable.
The recommendation to abolish the classifications listed in the attached Ordinance has been
reviewed with department heads and respective union representatives. This proposal was submitted
and approved by the Personnel Board at its June 24, 1998 meeting.

AN ORDINANCE to amend Section 23-177 of the Omaha Municipal Code concerning employment
classifications by deleting the employment classifications entitled Systems Analyst, Data
Processing Supervisor,Management Information Systems Director, Communications Shift
Supervisor, Deputy Chief of Communications, Chief of Communications, Public Works
Inspector II, Building and Grounds Manager, Property Inventory Supervisor, Property
Inventory Specialist, Golf Caretaker I, Golf Caretaker II, Police Information Operator III,
911 Operator, Communications Dispatcher, Communications Specialist, Detention
Technician II,Keypunch Operator and Rehabilitation Inspector;and to repeal Section 23-177
as heretofore existing; and to provide.the effective date hereof.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
Section 1. Due to the length of the effected ordinance, Omaha City Council Rule VII(B)
requiring amending ordinances to recite the entire section is hereby waived solely for the purposes
of this ordinance and only the lined out material to be deleted and the underlined material to be
added shall be recited herein.
Section 2. Section 23-177 of the Omaha Municipal Code is hereby amended by deleting the
classifications listed above,to amend parts A and E of that section,entitled Classifications: Civilian
Management and Classification: Civilian Bargaining, as follows:

Tracy Svevad, Personnel Department, stated that when the Personnel Department was
reviewing all class specifications relative to ADA compliance, the Associate Attorney class
specification was missed.

Ms. Svevad stated, first, that she would like to delete the Automotive Body Repairer
classification from this discussion because it is possible that the classification may still be used.
The other classifications are obsolete and have not been used in several years. She stated she
had spoken to the union representatives from both unions affected, and they have no objection
to the elimination of these classifications.
MOTION by O'Konski, second by Pirsch, to approve the request to eliminate the above
job classifications with the exception of Automotive Body Repairer.

Request For Approval Creation Of Class Specifications
Golf Professional
Senior Golf Professional
Ms. Svevad told the Board that these two positions were being proposed because the business
of operating a golf course clubhouse has changed over the years to the point that they are now
more appropriately determined to be management-type classifications. The employees
currently in these positions supervise other employees and are responsible for hiring and firing,
which puts them in the management category. The Golf Professional is responsible for running
a 9-hole golf course and the Senior Golf Professional runs the 18-hole golf courses. The top
pay step for Golf Professional is only $168 a year more in this classification, while the top pay
step for Senior Golf Professional is $3,746 more per year.
R. J. Brown, 4909 Davenport, voiced his concern that the salaries for these positions were not
justified in relation to their job descriptions and the fringe benefits they receive in regard to the
free housing. Mr. O'Konski advised Mr. Brown that he obtained a copy of like compensation
packages for golf professionals through a company called Evergreen Golf Management in
Dallas, Texas. In comparing the salary levels of the proposed Golf Professional, that salary is
right in the ballpark of the other compensation packages listed. Mr. O'Konski further stated that
for the Senior Golf Professional, the salary is grossly inadequate compared to what a Class A
golf professional is paid at a like type golf course. He said the compensation for this is about
$25,000 less than what the average is for someone who has less than five years of experience.
Mr. O'Konski gave the example of the city-owned golf course in Lee's Summit, Missouri, where
the golf professional is paid between $55,000 and $60,000. Ms. Svevad noted that the Golf
Division is set up as an independent enterprise fund, so no tax dollars go toward this operation;
it's all funded by revenues produced by the individual golf courses.
MOTION by Whitmore, second by O'Konski, to approve the request to create the job
classifications of Golf Professional and Senior Golf Professional.

At this time, Ms. Whitmore requested that an item that was on the agenda last month, the
request to hire above the minimum (Crime Prevention Coordinator and Crime Prevention
Specialist), be placed on the July 1998 agenda. Mr. Chairperson asked the recording secretary
to add that request to the July agenda.

Mr. in den Bosch reported that Micheal Floyd requested that his appeal be laid over while he
secures counsel. Dennis Henson and Susan Savard-Henson will be represented by Steven
Lefler, who is in a criminal trial today and requested that their appeals be laid over to next
month. Mr. in den Bosch stated the City would join in that motion. Mr. Chairperson stated he
had been made aware that the three appellants were requesting to lay over the appeals, and he
had no objection to the requests. Therefore, the three appeals would be continued to next
month.
