The attached Resolution approves the issuance of a purchase order number to the Omaha Public
Power District in the amount of$124,994.00. This purchase order will allow the Omaha Public
Power District to abandon existing electric duct lines in Davenport Street and install new electric
duct lines in various locations for the Omaha World Herald Redevelopment Project. This work is
in accordance with the Redevelopment Agreement that was approved by the City Council on
February 9, 1999. The City of Omaha shall issue Redevelopment Bonds in the near future to pay
for the cost of the above-stated work activity.
The Finance Department is authorized to pay the cost of this electric duct line work from the Omaha
World Herald Redevelopment Project,Fund Number 358. The first cost of this work is$124,994.00.
The work to be performed and the associated costs are described in the attached letter from the
Omaha Public Power District. •
The Planning and Finance Departments recommend the issuance of a Purchase Order to the Omaha
Public Power District in the amount of$124,994.00 for electric duct line work in various locations
for the Omaha World Herald Redevelopment Project, and requests your consideration and approval
of this Resolution.

RE: Costs to vacate utilities for World Herald Expansion Project
Per your request OPPD's engineering staff has developed estimates associated with
relocating OPPD electrical facilities in the area of 12 to 14 Streets, Capitol to I-480.
When customers request OPPD to relocate facilities our engineering staff must
investigate how to relocate existing facilities yet maintain the integrity of our system in
the proposed area. This means that when we rebuild facilities we do so with the intention
of replacing ductbanks, cable, etc. which would be lost due to the relocation.
In the above proposed relocation project, OPPD facilities can be removed and rebuilt by
installing cable in an existing ductbank in 13 Street. This is the best way to maintain
OPPD's current and future system needs.
On December 16th we sent you a letter quoting an estimate of$369,143 to clear the
proposed property. This estimate cost was drastically higher than expected because of
plans revealing a proposed World Herald tunnel to be installed across 13th Street.
According to you, Greg, the City's agreement with the Omaha World Herald was to clear
the site. The agreement does not include any costs incurred due to the tunnel installation.
Given this information, we have reevaluated and developed new estimates for your
review.
OPPD still wants to maintain ties in the area by utilizing 13th Street for the reroute. The
cost to the City for this work is $124,994. This estimate doesn't include any costs that
would incur because of the proposed World Herald tunnel.
Following is a detailed list of the work involved in the $124,994. estimate.
- Build 350 ft. of ductline in Chicago St. from 12 to 13 St.
Build new manhole at 12th& Chicago Sts.
- Install new switchgear at 12th& Chicago Sts.

- Install 50 ft. of ductline from new manhole to new switchgear @ 12th&
Chicago Sts.
- Install 1000 ft. of 750 Cu EP Cable froml3th&Davenport to 12th& Chicago
Project costs incurred because of the proposed World Herald tunnel installation are
$137,361. Estimate details and breakout are following.
Estimate#1 -$83,060.
- Build 425 ft. of ductline from Davenport St. to Chicago St.
- Build 1 new manhole in south side of Davenport to replace existing manhole
in north side of Davenport
Rebuild existing manhole at 13th& Chicago St.
- Abandon manhole at alley between Davenport and Chicago Sts. in 14th St.
Estimate#2 - $54,301. This estimate includes costs to temporarily clear the property and
maintain OPPD ties while tunnel work is being'completed.
- Reconductor'/block of overhead and build 'h block of overhead on the east
side of 12th St., Davenport to Capitol. Tie new overhead into existing ductline
system.
- Remove 1 V2 blocks of overhead - 12th to 14th on Davenport St.
- Remove 1 block of underground cable- 13th St. from Davenport to Capitol
- Install 1 block of underground cable- Capitol Ave., 12th to 13th
OPPD enthusiastically supports expansion and development projects in the City of
Omaha. Because of this philosophy and our continued desire to work with City Planning
to promote growth and expansion in our City we will cover the remaining portion of the
project costs.
As always your authorization to proceed and purchase order number provision will
expedite work order preparation and work scheduling.

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS,there is currently a duct line in Davenport Street between 12th-and 14th
Streets; and,
WHEREAS, to provide for the construction of the Omaha World Herald's
Redevelopment Project in the above-stated street, it is necessary to relocate this duct line; and,
WHEREAS,it is necessary to have the Omaha Public Power District undertake this
duct relocation in accordance with the Downtown Northeast Redevelopment Agreement,
Redevelopment Project Four; and,
WHEREAS,the Omaha Public Power District is desirous of accomplishing this work
in the summer of 1999 to accommodate the construction of the Omaha World Herald Redevelopment
Project.
NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF OMAHA:
THAT,the Finance Department be authorized to issue a Purchase Order to the Omaha
Public Power District for relocation of the duct line in Davenport Street between 12th and 14th
Streets in the total amount of$124,994.00.
BE IT FURTHER RESOLVED:
THAT, the Finance Department is authorized to pay the cost of this duct line
relocation from the Omaha World Herald Redevelopment Project, Fund No. 358, Agency 140,
Organization 1514, Activity 5527.
