RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS, the continued revitalization of Omaha's distressed areas is a major
priority of the City; and,
WHEREAS,the State of Nebraska, on June 20, 1994, accepted Omaha's Enterprise
Zone strategic plan and designated a portion of Omaha as a state enterprise zone under the Nebraska
Enterprise Zone Act; and,
WHEREAS, the U.S. Government, on December 20, 1994, accepted Omaha's
Enterprise Community strategic plan and designated a portion of Omaha a federal enterprise
community under the Empowerment Zones/Enterprise Communities program of the Omnibus
Budget Reconciliation Act of 1993; and,
WHEREAS, on May 23, 1995, the City Council accepted the Nebraska Enterprise
Zone designation; and,
WHEREAS, an Enterprise Zone Board was appointed pursuant to the procedures in
such state and federal strategic plans to carry out the duties and functions of the boards established
by each such plan; and,
WHEREAS, the Enterprise Zone Act of the State of Nebraska at Neb. Rev. Stat.
Section 13-2109 was amended in 1998 and now provides that the city council nominate and appoint
members to fill vacancies in the Enterprise Zone Association Board and that at least two thirds of
such Board members must reside within the boundaries of the state enterprise zone; and,
WHEREAS, the appointment process for the Enterprise Zone Association Board
required by state law now differs from the appointment process specified in the federal strategic plan
for the governance of Omaha's Enterprise Community; and,
WHEREAS, a vacancy currently exists on the state Enterprise Zone Association -
Board; and,

of Rev. Dr. Everett S. Reynolds as a member of the state Enterprise Zone Association Board, said
