All zoning applications will be presented at a public hearing before the Planning Board. Completed
applications must be filed with the City Planning Department at least 23 days before the Planning
Board hearing to assure timely review and to meet public notice requirements.Applications received
after that time will be placed on the following Board agenda. Incomplete Applications Cannot Be
Processed. Call the Planning Department at 444-5200 for exact meeting dates and deadlines.
Site Plan
A general site plan, drawn to scale with dimensions, must be included as a part of the application. •
The site plan is required to show the following:
The date, scale, north point, title, name of owner, and name of the person preparing the
plan.
The location and dimensions of boun
dary lines and easements.
The location and size of public utilities to service the site.
The location of major site features, including drainage systems with existing and proposed
contour lines to display proposed grading, but in no case greater than at 5 ft. intervals.
The location of site improvements, including signage; parking and loading areas;
pedestrian and vehicular access (sidewalks, driveways, vehicle stacking lanes); service,
display and storage areas.
Location, size, height, bulk and use of existing and proposed structures on the site
including storm shelters, if required.
Landscape concept plan showing location and type of existing trees over 6 inches in
diameter and proposed plantings, berms, bufferyards, screening, fencing and lighting
schemes.
A traffic impact analysis may be required by the Public Works Director.

Dear Mr. Phipps:
On behalf of the developer, Irishstone L.L.C.,we are submitting a Special Use Application,Major
Amendment form and associated site plans for a proposed golf course development known as "The
Player's Club" located within the"Deer Creek"subdivision. Deer Creek is a residential subdivision with
a neighborhood mixed use center and golf course development located between 114th Street and 132nd
Street and between Military Road and State Street in Douglas County,Nebraska.
The developer is Irishstone L.L.C. of Omaha,represented by Dan Livingston. The developer has an
interest in the property and is the authorized agent of the property owners on this matter. The revised
preliminary plat for Deer Creek(SID 405) is being submitted contemporaneously with this Special Use
Permit Application.
Submitted herewith are the following documents:

Golf Course Description
The Players Club at Deer Creek golf course development will consist of 20 lots of the proposed Deer
Creek Subdivision. The description of the golf course development is Lots 235 thru 240, inclusive,438
thru 444,inclusive, and 630 thru 635,inclusive; Deer Creek,Douglas County,Nebraska. The existing
use of the land is agricultural and the proposed use is Outdoor Sports and Recreation; specifically, a
privately owned,27 hole,public golf course.

The developer intends on developing a privately owned,27-hole,public golf course that would be well
landscaped and impeccably maintained. Existing trees of quality species are to be saved where possible.
The golf course holes generally play up and down the valleys in the site while the residential lots are
located on the ridges overlooking the golf course. The golf course will be suitable for championship play
and an attractive amenity for the northwestern Omaha metropolitan area.
Golf Course Clubhouse
A preliminary site plan has been developed for the proposed golf course clubhouse area of the
development. The golf course clubhouse is to be located on Lot 235,Deer Creek. The site will include a
clubhouse building,parking lot,practice putting green and chipping green. The clubhouse building and
site are currently being planned and the developer is selecting an architect for the design. Preliminary
building elevations and landscape concept plans are not yet available as the golf course clubhouse is in
the early planning phase. Building elevations, floor plans and site landscaping plans will be provided to
the City as soon as they have been completed. The design of the clubhouse site will be in compliance
with City of Omaha ordinances.
The clubhouse will have three levels. The lower level will have two walls that are walk-out and two
walls that are below grade. The lower level will contain a large room for tournament gatherings, a
maintenance area,and cart storage. The main floor level at the parking lot grade will contain the pro
shop, snack/beverage bar area, seating areas, and restrooms. The clubhouse will also have a large main
floor level deck structure on the west and south sides of the building as shown on the clubhouse site plan.
The upper level will contain offices for the developer and golf course staff. The lower two levels are
anticipated to be approximately 3,600 square feet per level while the upper office level will be about half
that size at 1,800 square feet for a total of 9,000 square feet of floor space.
Golf Course Maintenance Site
The maintenance site development will include a one-story maintenance building measuring
approximately 36'by 60', a parking area for employees, and areas for a sod farm,tree/shrub nursery, and
earth materials storage. The maintenance building will contain areas to store golf course mowers,
maintenance equipment and grass maintenance products,as well as contain an office and repair
workshop area. The maintenance building site,preliminary building elevations, and landscape concept
plans are not yet available as the maintenance building is in the early planning phase. Building
elevations, floor plans, site landscaping plans and site location for this site will be provided to the City as
soon as they have been completed. The design of the maintenance building site will be in compliance
with City of Omaha ordinances.
Anticipated Schedule
The developer intends on completing grading for 18 golf course holes out of the 27 hole golf course
during the 1999 construction season. The following year(2000), grading would continue on the balance
of the site. During the 1999 construction season,the golf course contractor would proceed with the
construction and seeding of greens, tees, sand traps,ponds and related facilities of the golf course. The
objective is to have 18 holes completed and open to play in the fall of 1999. The final 9 holes are
planned for later construction.

The design of the clubhouse and maintenance building,including final design of sitework and
landscaping plans,will be completed so that the building projects can be bid and construction of the
clubhouse and maintenance building can take place during the 1999 construction season. The
maintenance building is expected to be completed in 1999. This will provide an operations area for golf
course construction personnel to work on development of the golf course during the balance of 1999.
The clubhouse building is to be completed in time for the opening of the first 18-holes of golf in spring
2000.
Additional Information
The anticipated hours of operation for the golf course is sunrise to sunset,typical of all golf course
operations. The clubhouse will likely have longer hours to accommodate golfers prior to playing and at
the end of the day. On a typical day, it is expected that there would be 100 to 200 golfers at the golf
course at any time. There may be as many as 300 to 400 golfers at the golf course on a busy day or
during tournaments.
A traffic impact analysis for the Deer Creek development has been prepared and submitted to the City of
Omaha with the original preliminary plat and its accompanying documentation. The clubhouse golf
course will be served by public sewer,water, storm drainage facilities and utilities installed by Deer
Creek subdivision.
In order to meet the schedule on a project of this magnitude,we ask your consideration and approval of
the special use permit as soon as possible. We request that the City's review be based on the common
development provisions of the Zoning Ordinance for approval of the special use permit for the golf
course including the clubhouse and maintenance areas. Thank you.
