I have reviewed the Shadow Bar record, and based upon that compiled the attached summary of
incidents. I recommend denial of the after-hours dance permit.

Shadow Bar Summary
Prepared 11 Oct 99

30 Aug 98- Disturbance 0138 hours
RB 05287-R Patron involved in a fight inside bar, escorted out, returned,
got into another fight and was punched. Patron said he could not
remember what happened.
30 May 99 - Disturbance call 0306 hours
Bar patron reported assault by security guards after being escorted out of
bar. Tavern report made.
28 Jul 99 - Off-Duty Work Permits Denied
OPD Officers' off-duty employment requests to work at Shadow bar
denied.
1 Aug 99— Radio call 0254 hours
200 people fighting outside bar on the street. Front door to Shadow
broken. Seven officers called to clear streets. Initial report was "20"
people fighting outside.
15 Aug 99- Assault Call 0059 hours ,
Man inside bar assaulted,hit over the head with a beer bottle. RB 97451-R

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS, Omaha Municipal Code Section 5-64(d) provides that after-hours
dance permits may be issued or renewed only after approval of the same by resolution of the City
Council; and,
WHEREAS, The Shadow has applied for the renewal of an after-hours dance
permit at 1516 Jones Street, Omaha, Nebraska; and,
WHEREAS, the following City departments have reviewed the application and
have made the following recommendations:
Planning Department - Approval
Police Department- Disapproval
Fire Department- Approval
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF OMAHA:
THAT, the application of The Shadow for the renewal of an after-hours dance
permit at 1516 Jones be and hereby is approved.
