The area in question complies with the requirements of State law in order to be designated. The designation of this area as substandard and blighted will enhance the ability to develop a commercial shopping complex at this location. • The area has an unemployment rate higher than the State of Nebraska; the per capita income is lower than the community at large; the average age of the structures in the census track being analyzed is 49 years which exceeds the 40 year average in the State regulation; the population in the census track has continued to decline; the property value and tax revenue have continued to decline due to the vacancy of the site; the major buildings on the site have been vacant for approximately two years or more and have become a health and safety hazard due to vandalism and deterioration. It is our assessment that the conditions in the area comply with Community Development law and warrant the substandard and blighted designation. Your favorable consideration of the Resolution to approve the designation of the 72°d Street and Military Avenue project known as Ames Center Redevelopment Area as substandard and blighted is greatly appreciated. SUBSTANDARD AND BLIGHTED DESIGNATION Ames Center Redevelopment Area 72nd Street @ Military Avenue & Ames Avenue The approval of the declaration of Substandard and Blighted conditions will facilitate the development of the site and create the opportunity for the developer to apply for Tax Increment Financing (TIF) to be used as a financing mechanism for public improvements and site preparation cost associated with redevelopment. The project site meets the requirements of Community Development Law, which establishes the process to declare the site as substandard and blighted. Location / Legal Benson Park generally bound the site on the North and East, 72nd Street on the West, Ames Avenue on the SouthEast and Military Avenue on the SouthWest. The site is currently zoned Community Commercial (CC) on the south and General Office (GO) on the north. Legal Description: See Attached. Substandard and Blighted Conditions Although development efforts at this location began over thirty years ago, the site remains largely unused and has never been fully developed. In 1965, the site was rezoned from R2 to C1, P1 and R9 to allow commercial development. Today the site contains two abandoned commercial buildings, empty parking lots, and undeveloped land. An abandoned large box store building housed a K-Mart Store for a period of time. Oriental Trading Company occupied the building for approximately two years and closed in 1997. A branch bank facility located on• the parcel at the southern tip of the site is the only development that remains viable at this time. Property tax values at this site have shown a pattern of increased value followed by decline. Valuations have remained at the declined level since 1992 and for some parcels since 1985. The property tax value of the parcel with the bank facility increased until 1990 and has remained at that level. Traffic infrastructure serving the site is inadequate for effective development and the cost of public improvements necessary for full commercial use at this location, estimated to be in excess of three million dollars, has been a barrier to development efforts. The project site is located in Census Tract 56, an area that qualifies to be designated as substandard and blighted. The per capita income level in the Census Tract is $2,320 lower than the city per capita income level. Population in the Census Tract has declined from 4,413 to 4,351. The 49- year average age of housing and commercial structures in this area exceeds the 40- year average age requirement established in the legislation. The approval of the Substandard and Blighted designation will facilitate financing to cover the costs of public infrastructure improvements and site preparation. Successful redevelopment will eliminate substandard and blight conditions and provide community commercial services and job opportunities that are not available this area of Omaha. The designation is required to authorize the potential use of TIF. • LEGAL DESCRIPTION TIF BOUNDARY Lots 1 and 2, BENSON REPLAT III, an administrative subdivision, as surveyed, platted and recorded in Douglas County, Nebraska, TOGETHER WITH Lot 2, Block 90, AND Lot 2, Block 89, AND Lots 1 and 2, Block 92. AND part of Lot 2. September 9, 1999 LAMP, RYNEARSON & ASSOCIATES, INC. 99036.00 400 (TIE Boundary) -25 ~ CITY OF OMAHA LEGISLATIVE CHAMBER Omaha,Nebr November 23 19 99 RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA: WHEREAS, the primary objectives of the City of Omaha's Master Plan and - Community Development Program are to encourage additional private investment and infill, development within inner city neighborhoods; and to eliminate the conditions which are detrimental to the public health, safety and welfare by developing vacant, underutilized property within these neighborhoods; and, WHEREAS, State Statute 18-2109 requires that before any redevelopment plan be prepared, the City council must declare the proposed redevelopment area to be "substandard or blighted" and in need of redevelopment; and, WHEREAS, the approximately 40.71 acres Ames Center Redevelopment Area located at 72nd Street and Ames Avenue, is bounded by Benson Park on the North and East, 72nd Street on the West, Ames Avenue on the Southeast, and Military Avenue on the Southwest; and, WHEREAS, the Ames Center Redevelopment Area meets the conditions of both a blighted and a substandard area as defined by State Statute 18-2103 and as described in Exhibit "A" attached hereto and made a part hereof; and, WHEREAS, the City of Omaha Planning Board recommended on October 6, 1999, that the Ames Center Redevelopment Area be declared blighted and substandard. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA: THAT, the Ames Center Redevelopment Area located at 72nd Street and Ames Avenue, bounded by Benson Park on the North and East, 72nd Street on the West, Ames Avenue on the Southeast, and Military Avenue on the Southwest, is hereby declared a blighted and substandard area in need of redevelopment, as recommended by the Mayor.
