The following bids were received on October 14, 1999. Contractor • Bid Per Unit Badger Body $4,041.00 OMAHA STANDARD $4,435.00 (RECOMMENDED BID) All Truck Equipment $4,925.00 The Public Works Department recommends the award be made to Omaha Standard, the second bid received. This recommendation is based on the fact that the apparent low bid submitted by Badger Body failed to meet bid specification requirements as detailed in the attached inter-office communication. A copy of the bid documents is on file and available for inspection and review in the City Clerk's office. The contractor has on file a current Annual Contract Compliance Report Form (CC-1). As is City policy, the Human Relations Director will review the contractor to ensure compliance with the Contract Compliance Ordinance. The Finance Department is authorized to pay the cost of the purchase of three snow plows from the Street Maintenance Equipment Organization 1422, Street and Highway Allocation Fund 103. E., Street Maintenance Engineer Subject: Plow Bids for Parks Department Single Axle Trucks Bids were opened on October 14, 1999 for 3 plows. These plows are to be used on 3 new single axle trucks that the Parks Department will be putting into service soon. These trucks will be a part of the snow removal fleet in the winter. Badger Body was the low bidder with a bid of$ 12,123.00. Omaha Standard is the second low bid with a bid of$13,305.00. The bids have been reviewed by the Vehicle Maintenance Division of the Administrative Services Department and by the Street Maintenance Division of the Public Works Department. After reviewing the plow bid tabulations both divisions have determined that the low bid from Badger Body should be rejected because the bid does not meet the specifications as follows: 1 Poor spring plow trip assembly. 2 The plow weight is too light. 3 Moldboard angle size is too small The plow trip assembly is what prevents damage to the plow if it hits something like a manhole. A poor trip assembly could result in the plow being damaged and requiring extensive repairs almost every time it is used. Plow weight is very important since the truck plows cannot put pressure on the blade. The weight of the plow itself is what causes it to cut into the snow and hard packed snow. Both the Street Maintenance Division and the Vehicle Maintenance Division recommend that the plows be purchased from Omaha Standard for the bid price of$13,305.00.
