The attached resolution is submitted at the request of the Omaha City Council Law Department
Committee. The resolution suspends the deadlines and application process for making
non-repayable grants from the Cable Television Interconnect Fund.
This fund is established by Omaha Municipal Code § 19-425 and the cable television franchise
agreements. Franchised companies contribute moneys to the fund to promote and assist public,
community, and governmental access programming. The City Council has previously adopted
procedures and criteria for the application and award process which restrict organizations to one
grant per calendar year and require all applications to be submitted no later than December 31 of
each year.
The Council's Law Department Committee Cable, with the concurrence of the Television
Advisory Committee, recommends that the grant deadlines and process be. temporarily
suspended pending a joint review of the existing goals. Both entities want to explore whether the
process can be improved to maximize the benefits achieved. If approved, the resolution will
suspend the process until additional City Council action is taken. If no contrary City Council
action occurs within 180 days, a new application deadline will be set and the previously
approved procedures will.recommence.

On behalf of the City Council Law Department Committee, Chairman Frank Brown requests
that the calendar associated with the Interconnect Fund Grant Application Process be
temporarily suspended, for a period not to exceed 180 days.
The temporary suspension is requested with the concurrence of the Cable Television Advisory
Committee and its Interconnect Fund Subcommittee, pending a joint review with the City
Council Law Department Committee of the existing Interconnect Fund goals.
Both entities want to explore the possibility of improving the Interconnect Fund Grant process
in order to ensure that the maximum benefit is realized by the City in awarding the grants.

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS, the City of Omaha has granted franchises to operate cable television
systems which require payment to the City in exchange for interconnecting the system with other
franchised systems and receiving programs via that interconnection, such payments commonly
being referred to as "interconnect fees"; and,
WHEREAS, the application procedures and criteria approved by the City Council
require that applications for grants of such interconnect fees shall be submitted on or before
December 31 of each calendar year; and,
WHEREAS, the City Council Law Department Committee, with the concurrence
of the Cable Television Advisory Committee, recommends exploring whether additional benefit
can be achieved from the interconnect fee grant process; and,
WHEREAS, the City Council Law Department Committee, with the concurrence
of the Cable Television Advisory Committee, recommends that the application deadline and
subsequent processing schedule be temporarily suspended pending a joint review of the goals
furthered by the interconnect fee grant process.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF OMAHA:
THAT, the Cable Television Interconnect Fund grant application deadlines and
procedures previously approved by City Council resolution are hereby suspended for a period
not to exceed 180 days. In the absence of express City Council action to the contrary, at the end
of such time period a new deadline for applications shall be set by the Cable Television Advisory
Committee and the procedures previously approved by the City Council shall recommence.
