Attached is a resolution authorizing the City of Omaha to accept a grant award in the amount of
$165,656.00 from the U.S. Department of Justice, Office of Community Oriented Policing
Services, Troops to COPS '99 Award, a one year grant which reimburses law enforcement
agencies for hiring expenses incurred following the hiring of a qualified veteran as a police
officer.
Troops to COPS reimbursable expenses include academy and field training costs, uniforms and
standard issue equipment. The Omaha Police Department has hired eight (8) veterans who
qualified for reimbursements.

CONDITIONS OF TROOPS TO COPS 99 AWARD
1. Your agency agrees to abide by the terms,conditions and regulations of this award, as outlined in the
Troops to COPS 99 Grant Owner's Manual.
2. Your agency acknowledges its agreement to comply with the terms,conditions,program
guidelines,assurances and certifications of the COPS Universal Hiring Program grant, which
authorized the hiring of the funded veteran(s). •
3. To assist the COPS Office in monitoring this grant,your agency will be responsible for submitting
financial status reports on a quarterly basis. Your agency also agrees to cooperate to ensure that
standard grant monitoring requirements are met.
4. Funding under the Troops to COPS 99 grant applies to veterans who:
• Were separated from active duty with the Department of Defense Armed Forces(Army,Navy,
Air Force or Marines)on or after October 1, 1993;
• Were honorably discharged or released from active duty characterized as honorable;
• Possess a DD 214 (Certificate of Release from Active Duty)verifying release from active duty in
federal status;
• Were hired under a COPS Universal Hiring Program grant awarded on or after October 1, 1997.
5. Troops to COPS 99 funds may only be used to reimburse approved costs for the veteran(s)listed in
your original application and approved by the COPS Office. The COPS Office will review grant
modification requests on a case-by-case basis.
6. The hiring expenses(training, uniforms,and basic issue equipment) for which your agency seeks
reimbursement must be costs for which your agency(or the hired veteran)would otherwise be
responsible for funding.
7. Your agency acknowledges that only allowable costs previously approved by the COPS Office may
be requested for reimbursement.
8. Reimbursement will be made for approved training completed during the recruits first year of
employment. In cases where the recruit attended training prior to the hire date or where the training
end date is after the first year,the COPS Office reviewed these requests on a case-by-case basis.
For an itemization of such, please refer to your approved budget.
9. Reimbursement requests for uniforms and standard issue equipment should be based on actual •
expenditures by your agency. If your agency is unable to verify the actual cost of one or more
funded item,the COPS Office may allow reimbursement based on reasonable market prices.
10. Requests for extensions of the grant award period should be submitted in writing to the COPS Office
no.later than 30 days before the end date of your award.
11. Request for reimbursements for allowable costs under Troops to COPS 99 will not be honored until the.%
COPS Office receives:
• The Troops to COPS 99 award signed by both the Law Enforcement Executive and the Government
Executive
• [If applicable]notification that any special conditions placed on the Troops to COPS 99 award have
been lifted and the outstanding issue(s)resolved
• A signed copy of your completed Reimbursement Request Form(enclosed)
• Any outstanding Financial Status Reports for this grant.

This application is for law enforcement agencies interested in participating in the Troops to COPS 99 grant pro-
gram. Troops to COPS 99 is a one year grant which funds academy/basic training, departmental/field training,
supplemental community policing training,uniforms and basic issue equipment for eligible veterans hired
under the COPS Universal Hiring Program. Grants cannot exceed$25,000 per veteran and there is no local match
required:: Awards will be made on a continuous basis until funding is exhausted. The deadline to apply for this
program is April 30,1999.

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA: •
WHEREAS, the City of Omaha has made application to the U.S. Department of
Justice, Office of Community Oriented Policing Services for funding under Troops to COPS '99
to reimburse the Omaha Police Department for hiring expenses incurred to include academy and
field training costs, uniforms and standard issue equipment, following the hiring of eight (8)
qualified veterans as police officers; and,
WHEREAS, under the date of September 2, 1999 the Office of Community
Oriented Policing Services approved Grant No. 1999TCWX0133, with conditions of grant award
in the amount of$165,656.00 from the U.S. Department of Justice to the City of Omaha; to be
used over a project period extending from August 1, 1999 to July 31, 2000; and,
WHEREAS, it is in the best interest of the City of Omaha and the residents
thereof to accept this grant award.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF OMAHA:
THAT, this Council ratifies the application for and approves the acceptance of the
award from the U.S. Department of Justice, Office of Community Oriented Policing Services, in
the amount of $165,656.00 for the Troops to COPS '99 Award to reimburse the Omaha Police
Department for hiring expenses incurred to include academy and field training costs, uniforms
and standard issue equipment, following the hiring of eight (8) qualified veterans as police
officers with the project period extending from August 1, 1999 to July 31, 2000.
