The bids from Ultramax Ammunition in the amount of$42,297.20, Law Enforcement Equipment
Co. in the amount of $7,826.00 and Gil Hebard Guns, Inc. in the amount of $4,070.00 for
ammunition have been found to be the lowest and/or best bids received within specifications. See
the attached materials for more details on the evaluation of the various bids. All vendors have a
CC-1 on file with the Human Relations Department. Therefore, the Police Department
recommends accepting the bids of Ultramax Ammunition, Law Enforcement Equipment Co. and
Gil Hebard Guns, Inc. Funds of$54,193.20 have been appropriated in the 2000 General Fund
001, Agency 132, Organization 1345, Object 3270. The Finance Department is authorized to pay
the cost from this account.

Attached is a memo from Lieutenant Conahan, Training Academy, recommending
acceptance of the following bids for Department ammunition.

The Omaha Police Department concurs with the recommendation and asks that the
Purchasing Department accept the bid of Gil Hebard Guns, Inc. in the amount of$4,070.40
and Law Enforcement Equipment Co. in the amount of$7,826.00, Ultramax Ammunition in
the amount of $42,297.20 and Conevera's, Inc. in the amount of $1,125.00 for the
ammunition. These are the lowest and/or best bids received within specifications. Attached
is justification for accepting other than low bidder.
We will prepare the appropriate resolution and paperwork for the City Council approval for
acceptance of the bids of Ultramax Ammunition since the amount exceeds $20,000.00. In
addition, attached are copies of bid rejection letters sent to those bidders who were low bid,
but did not meet specifications.

Low bid was Conevera's, Inc. at$196.00. Conevera's bid Winchester. This does not meet
specs as it is not Gold Dot, which is the authorized ammo for the Department.
We are accepting Ultramax for 6,000 rounds of 45 acp Speer Gold Dot ammo at$261.00
Low bid was Conevera's, Inc. at$192.00. Conevera's bid Winchester. This does not meet
specs as it is not Gold Dot, which is the authorized ammo for the Department.
We are accepting Ultramax for 15,000 rounds of 40 S & W Speer Gold Dot ammo at 234.80
Low bid was Conevera's, Inc. at$203.00. Conevera's bid Winchester. This does not meet
specs as it is not Gold Dot, which is the authorized ammo for the Department.
We are accepting Gil Hebard Guns, Inc. for 8,000 rounds of Federal premium rifle ammo
308 at $508.80. Low bid was Ultramax Ammunition, however, they withdrew their bid.
Second low bid was Conevera's, Inc. at $469.00. Conevera's bid Winchester. This does not
meet specs as it is not Federal, which is the authorized ammo for the Department.
We are accepting Law Enforcement Equipment Co. for 6,000 rounds of Remington 223 Rifle
ammo at $401.00. Low bid was Conevera's, Inc. at$259.00. Conevera's bid Winchester.
This does not meet specs as it is not Remington, which is the authorized ammo for the
Department. Second low bid was Ultramax Ammunition at$320.65 and third low bid was
Gil Hebard Guns, Inc. at $366.00. Ultramax and Hebard bid Federal. This does not meet
specs as it is not Remington, which is the authorized ammo for the Department.
We are accepting Law Enforcement Equipment Co. for 10,000 rounds of Remington 12
gauge 2 3/4 buckshot ammo at$431.00. Ultramax Ammunition was low bid at$240.10 and
Gil Hebard Guns, Inc. was second low bid at$366.00. Ultramax and Hebard bid Federal.
This does not meet specs as it is not Remington, which is the authorized ammo for the
Department. Conevera's,Inc. was third low bid at $372.00. Conevera's bid Winchester.
This does not meet specs as it is not Remington, which is the authorized ammo for the
Department.

specifications. This letter is to serve as written notice that your bid is being
rejected because the bid does not meet the required specifications. The attached

WHEREAS, bids were received on February 23, 2000 for ammunition for the
Omaha Police Department; and,
WHEREAS, Ultramax Ammunition submitted a total bid of $42,297.20, Law
Enforcement Equipment Co. submitted a total bid of $7,826.00 and Gil Hebard Guns, Inc.
submitted a total bid of $4,070.00 for ammunition; being the lowest and/or best bids received
within specifications for the ammunition; and,
WHEREAS, the Mayor has recommended acceptance of these bids and approval
of these Purchase Agreements.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF OMAHA:
THAT, as recommended by the Mayor, the bids of Ultramax Ammunition, Law
Enforcement Equipment Co. and Gil Hebard Guns, Inc. in the total amount of$54,193.20, which
represent the bids for ammunition, being the lowest and/or best bids received, which are
incorporated herein by this reference, are hereby accepted and the same hereby approved.
BE IT FURTHER RESOLVED;
THAT,the Finance Department of the City of Omaha is authorized to pay the cost
of the ammunition purchases from the 2000 General Fund 001, Agency 132, Organization 1345,
Object 3270.
